17.4 Ergonomics, Manual Handling and Physical Agents

[!NOTE] SACPCMP Blueprint Context: The Ergonomics Regulations, 2019 were published under Government Notice R.1589 in Government Gazette 42894 on 6 December 2019 and apply to all workplaces as defined in the OHS Act. They are the newest general-duty regulation a construction health and safety officer must apply, and they are consistently under-prepared because they postdate much of the training material still circulating in the South African market.


1. Why Ergonomics Belongs in a Construction Safety Programme

Musculoskeletal injury does not produce a scene, an inspector or a section 24 notice, so it is systematically under-managed on construction sites. Yet manual handling, awkward posture and vibration account for a large share of lost days, of light-duty allocations, and of the chronic disability that ends a bricklayer's or a plasterer's career a decade early.

Ergonomics is also the discipline that most often produces genuine elimination and substitution controls on a construction site. Ordering 25 kg bags instead of 50 kg bags, specifying mechanical handling for kerbstones, or moving a rebar bending station off the ground removes the exposure rather than managing it.


2. What the Ergonomics Regulations Require

The Regulations take a programme approach and expect it to be integrated into the existing occupational health and safety programme rather than run separately. The core elements are:

  1. Ergonomics hazard identification and risk assessment — identify ergonomic risks arising from the work, the workplace, the equipment and the work organisation, and assess them.
  2. Risk control — apply controls following the hierarchy, addressing task design, workstation and equipment design, work organisation, and the physical environment.
  3. Information and training — inform and train employees on the ergonomic risks to which they are exposed and the control measures adopted.
  4. Monitoring and evaluation — monitor the effectiveness of the controls and review the assessment.
  5. Medical surveillance — where the risk assessment indicates it is necessary, under an occupational medicine practitioner.

The Regulations also require the employer to obtain competent ergonomics input where the assessment or control design demands it, and to consult employees and their representatives — which on a construction site runs through the section 17 to 20 machinery already in place.

[!IMPORTANT] South African law does not prescribe a single maximum manual handling weight. Do not carry a "25 kg limit" into an examination as though it were a statutory figure. The Ergonomics Regulations require risk assessment, and the load is only one variable: posture, frequency, distance, duration, grip, the working height, the surface underfoot and the individual all change the risk. Guidance values from bodies such as the International Organization for Standardization and the United Kingdom's Health and Safety Executive are planning tools, not South African statutory limits.

4. Vibration, Heat and Other Physical Agents

Hand-arm vibration from breakers, grinders, needle guns and impact tools produces hand-arm vibration syndrome — vascular, neurological and musculoskeletal damage that is irreversible. The controls are tool selection, tool maintenance (a worn tool vibrates more), duty-cycle limits, and keeping hands warm. Anti-vibration gloves are a marginal control and must never be the primary one.

Whole-body vibration from plant seats and haul roads contributes to lower back disorder. Haul road maintenance is a genuine engineering control here, and one that a CHSO can actually get funded because it also reduces plant damage and cycle times.

Thermal stress is a serious and under-recognised South African construction exposure. Summer work on a Highveld or Lowveld site combines high radiant load, physical exertion and personal protective equipment that impedes evaporative cooling. Controls are scheduling heavy work outside peak heat, shade at rest points, planned rehydration, acclimatisation for new and returning workers, buddy monitoring for early symptoms, and — critically — recognising that heat illness progresses from cramps through exhaustion to heat stroke, which is a medical emergency. Cold and wind exposure on high-rise and coastal sites carries its own dexterity and hypothermia risks.

Lighting is a physical agent with its own regulation: Environmental Regulations for Workplaces 4 governs workplace illuminance, requires that the average illuminance at any floor level within five metres of a task be not less than one fifth of the average illuminance on the task, requires glare to be reduced to a level that does not impair vision, requires lighting on rotating machinery to eliminate the stroboscopic hazard, and requires emergency lighting giving not less than 0,3 lux at floor level — or not less than 20 lux where machinery must be shut down or dangerous materials are present — activating within 15 seconds of a lighting failure.


5. Making Ergonomics Visible in the Existing System

A CHSO does not need a separate ergonomics management system. The Regulations expect integration, and the integration points already exist:

  • Baseline and issue-based risk assessments under CR 9 should carry ergonomic risk factors alongside mechanical and chemical ones. A risk assessment for kerb laying that identifies vehicle strike and hand injury but not the 60 kg kerbstone is incomplete.
  • Method statements should specify the handling method, the mechanical aid and the team size, not merely the sequence of work.
  • Daily safe task instructions are where posture, load and rotation are actually communicated to the crew doing the work.
  • Procurement is where the decision is really made: the bill of quantities that specifies lighter blocks, or funds a vacuum lifter, controls the risk for the whole project. This is why ergonomics belongs in the health and safety cost items priced under CR 5(1)(g) and CR 7(1)(c)(ii).
  • Medical surveillance under CR 7(1)(g) and CR 7(8) already assesses musculoskeletal capacity; the Ergonomics Regulations give that assessment a programme to feed.
