1. Why Rates, Not Counts

Section 24(1)(a) is drafted against exactly that manoeuvre: the test is whether the person is likely to be unable to work or to continue with the activity for which he was employed or is usually employed for at least 14 days — not whether the employer found them something else to do.
6. Building the Monthly Performance Report
A CHSO's monthly report to the client and the construction manager should carry, at minimum:
- Exposure: total hours worked, split between the principal contractor and contractors, and headcount.
