Domain 1 (Infection Control, 15%) still asks you to utilize SDS, recognize safe handling and storage of chemicals, and prevent work injuries including ventilation. Chapter 4.1 owns the Virginia equipment version of those rules. This section owns why the bottles can hurt you if they touch skin, mix, or sit in stale air.

FDA's nail-care page is blunt: many nail ingredients are potentially harmful and are still allowed because they can be safe when used as directed. The nail plate is a barrier. Swallowing, eye contact, open-skin contact, and all-day vapor are different routes. A Virginia licensee is not an FDA chemist, but you are the person who decides whether monomer stays on the plate or soaks a towel on your lap until closing.

Overexposure means contact that is too much, too often, or by the wrong route: repeated skin contact with unreacted monomer, dust from filing enhancements, and inhalation of vapors or dust in a poorly ventilated room. It is a pattern, not a single drip you wiped once.

270 F 4 again: no FDA-banned hazardous cosmetic on the premises. 270 F 5: no FDA-disapproved manner of use. Those two sentences are how Virginia talks about harmful cosmetics without writing an organic-chemistry code.

Interactions: what must not share a shelf or a nail

18VAC41-20-270 E 4 is the storage interaction rule. Chemicals that could interact in a hazardous manner—Virginia's own examples are oxidizers, catalysts, and solvents—must be labeled and separated in storage. That is not interior decorating. Oxidizers can feed a fire. Catalysts can set off a polymerization in a closed bottle or on a spilled rag. Solvents provide the fuel and the vapor. A single under-sink jumble of monomer, activator, peroxide-containing powder, and acetone is an E 4 fail even if every cap is on.

270 E 3: flammable chemicals must be labeled and stored in a nonflammable storage cabinet or a properly ventilated room. Acetone, many activators, isopropyl blends, and monomer vapors are the usual salon flammables. A decorative wood hutch beside a space heater is not a nonflammable cabinet. Chapter 4.1 already taught the inspector's path; here the chemistry reason is vapor plus ignition.

270 E 1: shops, salons, schools, and facilities must have, in the immediate working area, a binder with all Safety Data Sheets (SDS) provided by manufacturers for any chemical products used. Immediate working area means you can reach the sheet without leaving the service to hunt a hallway closet or the owner's phone at home. SDS is how you identify whether today's mystery "primer" is MAA, whether the activator is a peroxide catalyst, and what the first-aid block says before you invent a rinse.

270 C 7: the salon area must be sufficiently ventilated to exhaust hazardous or objectionable airborne chemicals and to allow the free flow of air. Monomer odor, acetone, filing dust, and gel odor are the airborne chemicals. A scented candle is not ventilation. A closed suite with two e-files and no exhaust is an overexposure room.

Manufacturer systems are recipes. 270 F 5 (no FDA-disapproved use) plus ordinary product labeling mean you follow that system's directions. "I was blending techniques" is not a defense when the activator from the dip drawer is what made the acrylic boil.

Overexposure is the slow version of the same chemistry

A single bead that nicks the fold is a technique error. Overexposure is occupational: the dose adds up because the route never stops.

Skin route. Unreacted monomer, primer, cyanoacrylate, and uncured gel on the eponychium, on your own fingers, or on a towel you tuck into your waistband. Methacrylates sensitize. The tenth week can look like "sudden allergy" when it is cumulative contact. Gloves help for removal and for disinfectant; they are not an excuse to paint monomer onto the cuff.

Inhalation route. Filing dust from acrylic, gel, and dip is fine polymer plus keratin plus leftover product. Blowing it toward the client, dry-sweeping it into the air, or running an e-file with no extraction in a closed room is how both of you breathe yesterday's chemistry. 270 C 7 is the ventilation sentence; it does not name a CFM number. "The room smells like nails" is evidence the exhaust is losing.

Vapor route. Acetone, monomer, activators. Flammable and irritating. A properly ventilated room or a local exhaust at the table is the control. A surgical mask is not a vapor respirator and is not a substitute for C 7.

Eye and swallow routes. FDA reminds consumers that some nail ingredients are harmful if swallowed and dangerous in the eyes. Child-resistant packaging rules for certain household MAA primers and acetonitrile removers exist because kids drink pretty liquids. A Virginia station still keeps chemicals labeled, closed, and not in the bathroom as open storage (270 C 4: the bathroom is not a work area or open chemical storage).

A Saturday overexposure picture

The suite is closed because the hallway HVAC is loud. Two techs e-file fills. Monomer dappen dishes sit open between clients. A shared activator bottle is unlabeled and stored in the same bin as acetone and a peroxide-containing powder. SDS PDFs live on a laptop in the car. A tech wipes leftover liquid on a terry towel in her lap. None of that requires a rare ingredient. All of it is overexposure plus 270 E 1, E 3, E 4, and C 7.

Fix it like a chemist who has a license:

  • Cap dappen dishes; do not leave a monomer lake open.
  • File with dust control; do not blow on the nail as an extraction method.
  • Keep oxidizers, catalysts, and solvents separated and labeled.
  • Put flammables in a nonflammable cabinet or a ventilated room.
  • Keep the SDS binder in the immediate working area.
  • Use one system on one nail: no gel-over-wet-acrylic experiments, no souvenir activator.
  • If a product is an FDA-banned hazardous cosmetic, it is not on the premises (270 F 4). If the use is off-label in a way FDA would disapprove, you do not do that use (270 F 5).

Chapter 6 taught you not to file fungus. This chapter teaches you not to file your own future allergy into existence, and not to store the catalyst next to the solvent that will help it start a fire.
