Three levels, one Virginia method

NIC asks you to recognize levels of infection control. The teaching model is a pyramid: cleaning at the base, disinfection in the middle, sterilization at the top. Virginia nail salons operate in the middle of that pyramid. 18VAC41-20 does not require an autoclave on every manicure table. It requires a wet disinfection unit at each individual's station, used with an EPA-registered bactericidal, virucidal, and fungicidal solution.

If a national theory item asks for the highest level, the academic answer is sterilization. If a Virginia law item asks what the nail technician must have at the station, the answer is a covered wet disinfection unit—not a UV drawer marketed as a sterilizer, and not a shared jar at the back bar.

Level 1: Cleaning

Cleaning is the mechanical removal of dirt, enhancement dust, oil, blood film, and product using soap or detergent, water, and friction. A brush matters because hinges and bit flutes hide debris you cannot see from three feet away.

Cleaning is not a courtesy wipe. Disinfectant labels assume a pre-cleaned surface. Organic load—blood, acrylic slurry, callus, lotion—inactivates disinfectant and shields organisms. If you drop a caked nipper into the wet unit, you contaminate the solution and you have not disinfected the tool.

Virginia writes cleaning into the implement rule before any 10-minute clock starts (18VAC41-20-270 B 2):

  • Remove all foreign matter; use a brush if needed.
  • Drill bits are soaked in acetone and scrubbed with a wire brush. Acetone here is a debris-removal solvent for product, not the EPA disinfectant.
  • Wash thoroughly with hot water and soap.
  • Rinse thoroughly and dry with a clean paper towel.

Only then does immersion count. Students who memorize "10 minutes in the jar" and skip soap are describing a failed process.

Cleaning examples you will see on items: washing pedicure-basin walls with soap or detergent after draining; washing implements at the sink; removing visible dust from the table before disinfectant wipes. The NIC practical scores work-area disinfection with EPA-registered wipes; those wipes still need a surface that is not caked with product.

Level 2: Disinfection

Disinfection destroys most pathogenic bacteria, viruses, and fungi on nonporous surfaces. It does not reliably kill bacterial spores, which is why it is not sterilization.

Virginia and NIC use the same product standard: an EPA-registered disinfectant that is bactericidal, virucidal, and fungicidal. All three kill claims must be on the label. Marketing language such as "hospital-grade" does not replace those three words plus an EPA registration number. On the NIC practical, you must use EPA-registered disinfectant wipes that demonstrate those properties. Disinfectant and aerosol sprays are not allowed in the testing environment. Original manufacturer labels are required for disinfectants and hand sanitizers; simulated products are not allowed for those two categories.

Contact time is how long the surface or implement must stay wet with disinfectant, or fully immersed. Virginia's wet-immersion rule is a minimum of 10 minutes of full immersion (18VAC41-20-270 B 2 d). Manufacturer directions still control mixing, replacement, and whether a solution is approved as a soak. 18VAC41-20-270 B 1 adds that solutions must be used according to manufacturer's directions and that the unit must have a cover to prevent contamination.

Complete immersion means the entire tool, including the nipper hinge, is under the liquid. Blades sticking out of a too-small jar are not disinfected. That is why the definition in 18VAC41-20-10 is about size, not about owning any decorative container.

The Virginia definition you must be able to quote

18VAC41-20-10: a wet disinfection unit is a container large enough to hold an Environmental Protection Agency (EPA) registered disinfectant that is a bactericidal, virucidal, and fungicidal solution in which the objects to be disinfected are completely immersed.

18VAC41-20-270 B 1: each nail technician must have a wet disinfection unit at the individual's station and must meet that definition. The unit must have a cover. A jar of soapy water is cleaning, not disinfection. A UV cabinet is not a wet disinfection unit. One communal tub for six technicians is not "at the individual's station."

Level 3: Sterilization

Sterilization destroys all microbial life, including bacterial spores, typically with steam autoclaves, dry heat, or controlled chemical sterilants. Hospitals sterilize surgical instruments. Virginia's required method for hard, nonporous multi-use nail implements is wet disinfection, not a mandate that every salon autoclave nippers between clients.

UV-light storage boxes are a classic distractor. A glowing cabinet that dries or holds tools is not sterilization and not the wet unit 18VAC41-20-10 describes. Putting dirty implements in a UV box and calling them ready is an exam fail and a salon fail.

Antiseptics are for skin

An antiseptic is formulated for living tissue. The NIC sample theory question states that an antiseptic is used in manicuring to treat minor cuts. Antiseptic hand cleanser (hand sanitizer) is what you use on hands when soap and water are not available—OSHA 29 C.F.R. § 1910.1030(d)(2)(iv), which NIC cites for practical blood-exposure evaluation. Virginia 18VAC41-20-270 F 1 still requires employees to cleanse hands with a soap product before each client and requires nail clients to cleanse their hands immediately before the service.

Memorize the boundary:

  • Antiseptic → skin (technician or client), including a minor cut.
  • EPA-registered disinfectant → nonporous tools, basins, and work surfaces, used as directed.
  • Soap/detergent → cleaning step that must happen first on tools and basins.

If an item offers "wipe the nipper with antiseptic" as the disinfection step, it is wrong. If an item offers "pour wet-unit solution on a bleeding finger," it is also wrong.

Porous versus nonporous decides the level you can even attempt

Nonporous tools (metal, glass, hard plastic designed for reuse) can be cleaned and then disinfected by full immersion. Porous items (many files, buffers, orangewood sticks, cotton) absorb product and cannot be guaranteed disinfected. 18VAC41-20-270 D 4 prohibits multiuse articles that cannot be disinfected by full immersion as specified in B 2 or cleaned according to manufacturer recommendation—natural hairbrushes and neck dusters are named. If you cannot immerse it per B 2, you do not treat it as a multi-use item.

On the NIC practical you disinfect the work area with EPA-registered wipes that are bactericidal, virucidal, and fungicidal, and you must wear gloves when using disinfectant. That is a level-of-control question in disguise: the table is being disinfected, not sterilized, and not merely dusted.

Safety Data Sheets, chemical storage, ventilation to exhaust airborne chemicals, and ergonomics are NIC Domain 1 items 5–7.
