Identify the regulator and the licensing route
The Virginia Board for Barbers and Cosmetology within DPOR regulates esthetics and master esthetics. Title 54.1, Chapter 7 supplies statutory definitions; 18VAC41-70 supplies licensing, school, scope, and sanitation rules. Use the current chapter, including amendments effective December 1, 2025. Master esthetics builds on esthetician qualifications. The common school path includes basic esthetics and a 600-hour master curriculum, but it is inaccurate to say every applicant must prove exactly 1,200 classroom hours and no alternative exists. The current application asks about prior Virginia esthetician licensing and directs candidates without it to the basic application requirements. Follow the applicable application and route rather than replacing them with a universal shortcut.
Endorsement and substantial equivalence
Section 30 governs endorsement, rather than the ordinary school curriculum. A currently licensed out-of-state applicant may qualify through substantially equivalent training and written and practical examinations, while also meeting section 20's general qualifications. If the other state uses only one equivalent exam component, the applicant may need to take the other component in Virginia.
The definitions describe substantially equivalent training as at least 80% of Virginia's required hours plus curriculum covering Virginia's scope. An hours percentage alone therefore does not establish eligibility. Three years of licensed experience may substitute for certain non-equivalent training under the specified endorsement provisions. Do not tell a candidate that holding any other-state license automatically permits Virginia practice.

The total is 45 + 10 + 65 + 90 + 270 + 120 = 600. These are school curriculum allocations, not theory-exam percentage weights. Virginia section 200 separately requires minimum practical performances: 40 advanced treatments, 50 microdermabrasion, 75 chemical exfoliation, and 50 lymphatic-drainage treatments. Their sum is 215. Completing hours does not automatically prove completion of these performances.
Schools must document progress and follow the Board's rules for transfer credit. The record and performance requirements matter even when a student has practiced informally outside school. An approved apprenticeship is a separate route and should not be labeled a universally 600-hour school program without checking its approved standards.
Renewal and fees
Under section 140, licenses and certificates expire two years from the last day of the month in which issued. Section 150 makes clear that failure to receive a renewal notice does not remove the obligation. Track the actual expiration date rather than waiting for a reminder.
Section 120 lists a $120 base individual application fee and $120 renewal fee. Reinstatement totals $240, combining the renewal fee and reinstatement fee. Examination fees are separate. DPOR also identifies a technology surcharge effective July 1, 2026, of $7.25 per year for affected licensing fees through June 30, 2030. Consult the current fee notice or application for the total due; do not add a guessed surcharge or confuse a base fee with the final payment.
Reinstatement and an expired license
Section 160 governs reinstatement; section 130 is repealed. A license not renewed within thirty days of expiration requires reinstatement and the prescribed fees. This thirty-day fee distinction is not permission to practice with an expired license. DPOR explicitly states that practice cannot continue after expiration.
After more than two years, reinstatement is unavailable. A new application must meet current requirements. The rule also provides a route for someone previously licensed for at least three years involving a new application and required examination. Do not claim that every former licensee necessarily repeats the same school curriculum or that no experience provision exists.
Consider an individual whose renewal reminder went to an old address. Their license still expires on its recorded date. They must stop practice while expired, determine the proper renewal or reinstatement route, pay the current amount, and confirm effective licensure before resuming. Updating the address does not erase the lapse. Read the licensing route, fee schedule, and current status together; none alone establishes permission to provide a service.
