1.5 The Virginia NIC Cosmetology Practical Examination
18VAC41-20-60 A is unambiguous: applicants for initial licensure must pass a practical examination and a written examination approved by the Board. Virginia has not dropped the practical. The written exam also draws heavily on the same procedures, because the NIC theory blueprint is phrased in performance verbs — "demonstrate hair cutting and shaping", "apply blood exposure procedures", "utilize preliminary tests". Read the shape of that list. Hair cutting is the single longest service at 35 minutes, matching the 125 curriculum hours and 60 minimum performances Virginia requires for cutting. Two separate 15-minute set-up blocks appear because the examination simulates two clients, and set-up and client protection are scored in their own right — sanitation is not a preamble to the exam, it is part of the exam.
Notice also that services 6 through 9 are performed with simulated products. You are demonstrating procedure, sectioning, application pattern, and safety, not producing a chemical result.
Kit, mannequin, and product rules
Prov's bulletin sets hard physical constraints. Violating them is a preventable way to lose an attempt and $95.
- Bring everything. Candidates must bring all needed supplies and cannot borrow anything during the examination. Suggested supplies are listed in the NIC Candidate Information Bulletin.

Every NIC practical includes a blood exposure procedure, timed at 10 minutes for cosmetology candidates. Virginia layers its own workplace requirement on top: 18VAC41-20-270 E 2 requires every shop, salon, school, and facility to keep a blood spill clean-up kit in the work area containing at minimum latex gloves, two 12-inch by 12-inch towels, one disposable trash bag, bleach, one empty spray bottle, and one mask with face shield — or any OSHA-approved blood spill clean-up kit. 18VAC41-20-270 D 8 then requires that any disposable material contacting blood or other body fluid be double-bagged, labelled as a biohazard, and disposed of in a closed receptacle. Expect at least one Virginia item on that kit list.
Supervision and scoring integrity
18VAC41-20-80 A requires the practical examination to be supervised by a chief examiner, and subsections B through D fix examiner qualifications: a current Virginia licence in the profession, three or more years of active experience, current practice, and — for a chief examiner — one year of experience as an examiner.
