The NIC theory blueprint lists "apply knowledge of electrical equipment" as one of four sub-topics under skin care principles and procedures. Virginia adds a scope limit that candidates frequently miss.


The Virginia scope limit — read this first

Look carefully at how 18VAC41-20-210 E 12 describes the skin-care hours in the cosmetology curriculum:

Skin care — minimum of 150 hours of instruction: … f. Machines avoiding direct contact with the skin; g. Equipment avoiding direct contact with the skin; h. Electricity avoiding direct contact with the skin; i. Manual facials and treatments; and j. General procedures and safety measures.

Three consecutive subdivisions carry the qualifier "avoiding direct contact with the skin." Compare the barber curriculum at 18VAC41-20-210 B 8 f, which simply reads "Machines, equipment, and electricity." The Virginia cosmetology programme therefore teaches facial machine work on the express footing that the modality does not make direct electrical contact with the client's skin.

The practical consequence: direct-contact electrotherapy — galvanic desincrustation and iontophoresis, microcurrent, direct high-frequency, ultrasonic and microdermabrasion of the kind the master esthetician practical exam scores — sits with the esthetics licence, not the cosmetology one. 18VAC41-20-260 B makes responsible management ensure that no licensee performs a service beyond the scope of practice for the applicable licence, and 18VAC41-20-280 (4) makes exceeding scope disciplinable. If your salon offers advanced facial electrotherapy, the person performing it should hold an esthetician or master esthetician licence.

Conductor — a material that transmits current easily (metal, water, the human body). Insulator (non-conductor) — a material that resists it (rubber, glass, dry wood, silk). A complete circuit is the closed path a current travels.

Current types: direct current (DC) is a constant, even-flowing current in one direction (galvanic). Alternating current (AC) rapidly reverses direction (high-frequency, and everything running off a wall outlet). A converter changes DC to AC; a rectifier changes AC to DC.


Electrical safety in the salon

  • Grounding. A three-prong plug provides a grounding path so stray current returns safely instead of through the user. Never defeat the third prong with an adapter.
  • Fuses and circuit breakers interrupt a circuit when current exceeds a safe level. A breaker that trips repeatedly is reporting a real problem — do not simply reset it.
  • GFCI protection near water is required by the Virginia Uniform Statewide Building Code and the National Electrical Code, not by 18VAC41-20.

The facial steamer

The steamer is the piece of equipment a cosmetologist is most likely to use, so treat its rules as core.

  • Fill with distilled water only. Tap water deposits mineral scale that clogs the element and can cause spitting of hot water at the client.
  • Never let the reservoir run dry while heating.
  • Never add anything to the water unless the manufacturer's instructions permit it — essential oils and herbs degrade the unit and can irritate the airway.
  • Position 15 to 18 inches from the face, angled so the vapour arrives as a soft cloud rather than a jet.
  • Cover the client's eyes with damp cotton pads.
  • Ten minutes is a typical maximum. Over-steaming dehydrates the skin and aggravates vascular conditions.
  • Do not steam rosacea, couperose or highly vascular skin, active pustular inflammation, sunburn, open lesions, or an active herpes simplex outbreak.
  • Cleaning: drain, descale periodically per manufacturer instructions, and wipe the exterior with an EPA-registered disinfectant. The steamer is equipment under 18VAC41-20-270 C 1 and must be kept clean.

Contraindications shared by every electrical modality
