1.2 Licensing Requirements, Training Hours, Endorsement & Renewal

This is the densest cluster of testable Virginia numbers in the whole guide: hours, fees, deadlines, and the two dates that separate a live licence from an expired one.

Entry requirements under 18VAC41-20-20

The regulation lists five qualifications, and it is shorter than most candidates expect. An applicant must:

1. Be in good standing as a licensee in Virginia and every other jurisdiction where licensed, certified, or registered, and supply copies of any disciplinary action — including monetary penalties, fines, probation, suspensions, revocations, surrender of a licence in connection with discipline, or voluntary termination.
2. Disclose a physical address (a post office box may be given only as a secondary address).
3. Sign a statement certifying the applicant has read and understands the Virginia barber and cosmetology laws and 18VAC41-20.
4. Disclose all felony convictions in Virginia and every other jurisdiction within 10 years of the application date, in accordance with § 54.1-204.
5. Provide evidence of having passed the board-approved examination.

Trap. Older study material — and the previous version of this guide — lists a minimum age of 17 and a high-school diploma, GED, or "ability-to-benefit" test. The current 18VAC41-20-20 contains none of those. Do not answer an exam item with a requirement the regulation no longer imposes.

Eligibility to sit (18VAC41-20-20 B) comes from one of: an approved Virginia school programme; a Virginia public-school programme approved by the Virginia Department of Education; a registered apprenticeship; or training in a Virginia state institution. Substantially equivalent out-of-state training also qualifies; where the out-of-state training is not substantially equivalent, the applicant documents three years of licensed work experience. Two years of armed-forces experience in the profession also creates eligibility, and a Virginia cosmetologist with two years of work experience is eligible for the master barber exam (and vice versa).

The 1,000-hour curriculum — and the date that actually changed it

Virginia reduced the cosmetology school requirement from 1,500 to 1,000 clock hours effective September 1, 2024. Schools could enrol new students in 1,500-hour programmes only through August 31, 2024. A later amendment to 18VAC41-20-210 took effect December 1, 2025, but that amendment restructured the curriculum topics and performance counts — it did not change the 1,000-hour total.

The 14 topics in 18VAC41-20-210 E sum to exactly 1,000:

Two observations that pay off on the exam. First, hair colouring and bleaching (190 h) and skin care (150 h) are the two largest blocks — a useful proxy for where the written exam invests its items. Second, the phrase "for all hair types, including textured hair" is written into five separate topics, which is why textured-hair theory appears throughout this guide rather than in one ghetto section.

Apprenticeship. 18VAC41-20-40 no longer states an hour figure at all. It requires only that licensees who train apprentices, and the shops or salons where apprentices train, comply with the standards for registered apprenticeship. Virginia's registered cosmetology apprenticeship is administered through the state apprenticeship agency (18VAC41-20-260 E now refers to the Virginia Department of Workforce Development and Advancement) and is published as a 3,000-hour on-the-job programme with related classroom instruction. The Board's own regulation sets no apprenticeship hour number, so do not answer a Virginia item with one.

Licence by endorsement — 18VAC41-20-30

A person currently licensed in another U.S. state or jurisdiction who completed a training or apprenticeship programme and a written and a practical examination substantially equivalent to Virginia's may be licensed without examination, provided the applicant also meets 18VAC41-20-20 A.

Two refinements candidates miss:

• Subsection B — if the home state uses only one licensing examination (written or practical) that is substantially equivalent, the applicant may take the other examination in Virginia to qualify.
• Subsection C — an applicant whose training was not substantially equivalent may substitute three years of licensed work experience, documented on a Board form.

The correct citation is 18VAC41-20-30. 18VAC41-20-80 is Examination administration and has nothing to do with endorsement.

Fees — 18VAC41-20-140

All fees are nonrefundable and are not prorated.

These are Board fees paid to DPOR. The examination fees are separate and are paid to Prov — see section 1.4.

Renewal, and the two cliffs

18VAC41-20-160 is one sentence: a licence or certificate issued under this chapter expires two years from the last day of the month in which it was issued. A licence issued on August 12, 2024 therefore expires August 31, 2026.

18VAC41-20-180 governs what happens next.

Three more rules from the same section:

• Subsection D — the date the renewal fee is received by DPOR or its agent decides whether reinstatement applies. A postmark does not.
• Subsection E — a reinstated licence is assigned an expiration date two years from the last day of the month of reinstatement.
• Subsection F — a licensee who reinstates is regarded as having been continuously licensed, so the Board keeps jurisdiction over conduct during the lapse.

The dangerous myth. 18VAC41-20-180 G is explicit: a licensee who fails to reinstate "will be regarded as unlicensed or uncertified from the expiration date of the licence forward." There is no 30-day working grace period. The 30 days is a fee window, not a practice window — practising on an expired licence is unlicensed activity, exposing the individual to prosecution under §§ 54.1-111 A 1 and 54.1-202 and the salon owner to discipline under 18VAC41-20-280 (14).
