TABE is not graded like a classroom quiz. There is no percentage, no pass mark, and no letter grade. Understanding what the score report actually says is worth real points on test day, because it tells you which level to sit and what "improvement" has to look like to count.
The 300–800 Vertical Scale
Raw scores cannot be compared across levels: 32 of 40 correct on Level E and 32 of 40 correct on Level A describe completely different mathematicians. DRC therefore converts every raw score into a scale score on a single continuous 300–800 scale using Item Response Theory (IRT).
The scale is vertical, meaning it is calibrated so that the same number means the same ability regardless of which level produced it. A scale score of 540 earned on Level M represents the same measured mathematical ability as a 540 earned on Level D. DRC states this explicitly in its guidance on multi-level testing: because all levels of TABE sit on the same scale, a student may legitimately be pre-tested on one level and post-tested on a higher one, and the two scores can be compared to show growth.
Two practical consequences:
- There is no passing score set by DRC. DRC states that it does not set or recommend cut-point scores for screening candidates into programs; any minimum you have been given comes from your state, college, employer, or training provider, not from the test publisher.
- There is no guessing penalty. Unanswered items count as incorrect, so leave nothing blank on a multiple-choice item.
The Six NRS Educational Functioning Levels
The federal National Reporting System for Adult Education (NRS), administered by the U.S. Department of Education's Office of Career, Technical, and Adult Education, defines six Educational Functioning Levels (EFLs) for adult mathematics. Which NRS levels each test level can report
This is the single most misunderstood part of TABE scoring. Every test level is aligned to only three NRS bands, and a student cannot be classified outside them:

If you sit Level D and you are genuinely working at NRS Level 6, the test simply cannot say so. The highest score Level D can produce is 656 — the top of NRS 5.
Out of Range (O/R) and the Plus/Minus Flags
Because of that alignment, DRC's score reports carry three symbols that adult educators use constantly:

WIOA Accountability and Measurable Skills Gains
Under Title II of the Workforce Innovation and Opportunity Act (WIOA), adult education providers are funded partly on student outcomes called Measurable Skills Gains (MSGs). For TABE, an MSG is recorded when a learner advances at least one full NRS Educational Functioning Level from pre-test to post-test.
Two contrasting cases make the rule concrete:
- Gain recorded. Pre-test 528 (NRS 3, band 496–536) → post-test 542 (NRS 4, band 537–595). The student gained 14 points, but critically those 14 points crossed the 537 boundary. MSG earned.
- No gain recorded. Pre-test 502 (NRS 3) → post-test 532 (NRS 3). The student gained 30 points — more than twice the growth of the first student — but both scores sit inside the 496–536 band. No MSG.
This is why programs care so much about starting students at the right level and near the bottom of a band rather than the top.
How long between pre-test and post-test?
DRC's published guidance is about avoiding a practice effect: it recommends allowing 60 to 80 hours of instruction before retesting a student with the same form, and advises against reviewing specific TABE items with students who will retest on that form. Programs typically alternate forms (13 and 14) between pre- and post-test for exactly this reason.
Separately, each state sets its own minimum instructional-hour requirement before a post-test may be administered for NRS reporting. Those state minimums vary and are not set by DRC. Ask your program which policy applies to you.
Reading Your Own Score Report as a Study Plan
TABE reports more than a single number. In addition to the scale score, NRS level, and grade equivalent, DRC reports objective- or skill-level mastery information — which learning objectives the student has mastered and which still need work. That breakdown, not the overall score, is what should drive your study plan.
Use it like this:
- Start with partially mastered objectives, not the weakest ones. Where you already have the procedure but lose points on multi-step setups, targeted practice converts to scale-score points fastest.
- Then rebuild the unmastered foundations in order. Number sense and fractions before algebra; algebra before functions. Skipping ahead to quadratics while fraction arithmetic is shaky is the most common self-study mistake on TABE.
- Respect measurement error. Every test score is an estimate, not a fixed truth. A small change between two administrations — a few scale-score points — is within the ordinary precision of the instrument and should not be read as real growth or real decline. Consistent movement across a band boundary is the signal that matters.
A note on out-of-range testing. If a score comes back flagged O/R, or lands at the very floor or ceiling of a level, the result is telling you that the test was the wrong size for the student — not that the student failed. Retesting at the right level is standard practice, not a penalty.
