TABE 13&14 Mathematics: Levels, Structure, & Administration

The Test of Adult Basic Education (TABE) is the assessment most widely used in the United States to measure adult numeracy for placement, instruction, and federal accountability reporting. It is published by Data Recognition Corporation (DRC) and used throughout Adult Basic Education (ABE), Adult Secondary Education (ASE), high school equivalency preparation, correctional education, workforce development, and career-training screening.

Which TABE Are You Taking? (11&12 vs. 13&14)

This is the first thing to get right, because a great deal of TABE prep material online is out of date.

• TABE 11&12 was the operational form from 2017 through fiscal year 2025.
• TABE 13&14 replaced it beginning July 1, 2025 (FY26). DRC no longer publishes or sells TABE 11&12 in paper or computer-based form, and tabetest.com lists TABE 13&14 as the current assessment.

If a practice book, video, or website tells you that Level M gets 25 minutes for its non-calculator part, or that the online calculator is the DRC INSIGHT calculator, it is describing the retired 11&12 forms. The structure below is the current one.

What did not change: the 300–800 scale, the NRS scale-score ranges for each level, and the College and Career Readiness Standards (CCRS) content targets. DRC's published blueprints are still the TABE 11&12 blueprints, and the TABE 13&14 Skills Crosswalks map the current test to the same CCR standards. That is why 11&12-era content practice is still useful even though 11&12-era logistics are not.

The Four TABE 13&14 Mathematics Levels

TABE is a level-based test, not an adaptive one. You sit exactly one of four fixed forms, chosen for you in advance by the Locator. Each level targets a Grade Equivalent (GE) band and reports into a specific slice of the NRS scale.

There is no Level L in TABE 13&14. Level L (Literacy) existed in the 11&12 series. For learners assessing below Level E, DRC now offers a separate TABE Literacy assessment, and some state policies still permit the legacy 11&12 Level L for that population. Check your state's adult education assessment policy — this varies by state, not by DRC.

Read the NRS column carefully. Each level can only classify you into three NRS levels. A student who takes Level D can be reported at NRS 3, 4, or 5 — never NRS 6, no matter how well they do. That is why sitting the correct level matters more on TABE than on almost any other test you will take.

Test Structure, Timing, and Calculator Policy

Every TABE 13&14 Mathematics form — Level E, M, D, or A — is built the same way. This uniformity is one of the headline changes from 11&12, where every level had different part timings.

Two facts about this table deserve emphasis:

1. Part 1 is the long part. Three-quarters of your testing time is spent without a calculator. Candidates who plan to "just use the calculator" have misread the test. Arithmetic fluency with whole numbers, fractions, decimals, and signed numbers is where most of the clock lives.
2. These are maximum allowable times approved by the National Reporting System. They are ceilings, not targets. Programs may not extend them except as a documented accommodation.

DRC does not publish how the 40 items are divided between Part 1 and Part 2, and you should be suspicious of any source that claims an exact split. What is published is the timing, and the timing tells you where the emphasis lies.

The calculator

• Part 1: no calculator at any level. The on-screen calculator button is disabled.
• Part 2: calculator permitted. In TABE 13&14 the online calculator is DESMOS, replacing the DRC INSIGHT calculator used on 11&12. DESMOS is free at desmos.com, so you can and should practice on the exact tool you will be given.
• For handheld testing, DRC's recommended calculator is the TI-30XS MultiView. DRC also lists the Casio FX-115ESPLUS, FX-115MSPlus, FX-300ESPlus, FX-260Solar, and HP 35S (which requires RPN familiarity) as acceptable non-programmable scientific calculators.

The Official Reference Sheet — Know What You Get

TABE hands you a reference sheet, and it is short. Everything not on it, you must know from memory. This is one of the highest-yield things to internalize before test day.

What is conspicuously missing at every level: the area of a parallelogram or trapezoid, any surface-area formula, the slope formula, the distance formula, the midpoint formula, the simple-interest formula, and the volume of a prism that is not rectangular. Those appear in tested content but not on the sheet. Memorize them.

Item Formats and Delivery

TABE 13&14 is delivered online through DRC INSIGHT or on paper with a universal answer document that works for Levels E, M, D, and A alike.

Per DRC, Mathematics 13&14 uses two item types:

1. Multiple choice — four options, one correct answer.
2. Gridded response — you produce the number yourself and enter it into a grid or entry box. There are no answer choices to work backward from, and no partial credit.

Gridded-response items reward two habits: writing the units down before you compute, and re-reading what form the answer is supposed to take (a whole number of boxes, a decimal, a fraction).

Pacing and test-day discipline

• Part 1: 40 items are shared across two parts, so a workable pace is roughly 75–90 seconds per item. Flag and move; do not stall.
• Part 2 is only 15 minutes. Treat it as a sprint. It is the part where a calculator earns its keep, so save arithmetic-heavy items for it if the interface lets you review.
• There is no guessing penalty. Unanswered items are simply wrong. Never leave a multiple-choice item blank.
• Write out your work. Sign errors and misplaced decimal points, not conceptual gaps, are what cost most adult learners points in Part 1.
