1. Where Buffers Come From

A buffer is a no-spray zone next to something that needs protecting. Oregon applicators encounter four distinct sources of buffers, and the exam wants you to know they are not interchangeable:

The Addendum's three canonical reasons a buffer may be required: to protect people, to protect fish, wildlife or endangered plants, and to protect sensitive crops. ORS 527.672 — the 60-foot forestry strip

2. Forest Chemical Applications: ODF, the FPA & FERNS

Forest pesticide work is jointly governed. ODA regulates the pesticide; the Oregon Department of Forestry (ODF) administers the Forest Practices Act (ORS Chapter 527).

  • Notification. Applicators and operators must submit a notification to ODF at least 15 days in advance of applying pesticides on forestland, filed through FERNS (the Forest Activity Electronic Reporting and Notification System).
  • Neighbour communication. Anyone may register a qualified residence or a surface-water intake in FERNS to receive communications about helicopter pesticide applications within one mile of that location.
  • Aquatic and dwelling protections. Forest rules restrict helicopter applications near schools, dwellings and streams, restrict other aerial applications near fish-bearing and drinking-water streams and near open water, and restrict ground-based applications near those same waters. Forest landowners must also prevent, control and report pesticide leaks and spills.

3. Pesticide Stewardship Partnerships & Agricultural Water Quality

Oregon runs a deliberately non-regulatory, voluntary watershed programme alongside its regulatory tools.

Pesticide Stewardship Partnerships (PSPs) are a joint ODA/DEQ effort with local soil and water conservation districts, watershed councils, growers and commodity groups. DEQ and ODA sample streams in agricultural and urban basins; where a specific active ingredient shows up at concentrations of concern, the local partnership works with growers on changed practices — improved calibration, vegetative buffers, alternative chemistry, better mixing/loading containment — and then re-samples to see whether the numbers moved. Documented reductions in several basins are the programme's selling point: co-operation ahead of regulation.

Running in parallel, the Agricultural Water Quality Management Act directs ODA to write area plans and rules for agricultural water quality across Oregon's basins, enforceable where voluntary measures fail.


4. Co-Existence: Being a Good Neighbour

The Addendum treats co-existence as examinable content, not sentiment. Oregon agriculture keeps changing — grapes, berries and nursery stock replace field crops and pasture; housing and schools are built next to farmland; bee-pollinated crops replace wind-pollinated ones. Two elements define co-existence:

  1. Communication — talk to nearby producers, beekeepers and neighbours before you spray.
  2. Awareness — know your surroundings before you choose the product and the timing.

Practical applications the manual gives:

  • Before spraying an herbicide near a sensitive crop such as grapes, contact the neighbour, find out whether the crop is at a vulnerable stage, and confirm your crew knows how to prevent drift and volatilisation.
  • Next to a school, hospital or daycare, time the application for when the fewest people are present and select low-odour products.
  • Next to blooming crops with bees present, weigh the insecticide's bee toxicity, talk to the grower and the beekeeper, avoid winds carrying spray toward bloom, and find out when hives will be removed.

Culturally significant plants

Before any application, be aware of culturally significant plants in the treatment area. Oregon's nine federally recognised tribes rely on these plants for food, medicine and ceremonial purposes, and the plants grow not only on reservations but across ceded and ancestral territories. Contact tribal cultural resource staff in advance of an application.

Applications in and around occupied buildings

Common-sense duties the Addendum lists: choose low-odour products; do not spray over children's or pets' toys, pet food or water bowls; cover fish bowls and aquariums; check whether the label requires the ventilation system to be shut off to other parts of the building; follow label directions for food-preparation areas; and where the label requires post-application ventilation, the applicator is responsible for ventilating the structure and telling occupants when they may return.

Pesticides and the aging applicator

Ageing changes exposure risk in ways worth knowing: skin thins and loses elasticity so absorption is easier; the nervous system registers irritation more slowly, so a skin exposure lasts longer before it is noticed; reduced blood flow and smaller liver and kidney capacity slow breakdown and excretion; and prescription drugs can compete for the same metabolic capacity. The same exposure therefore does more harm.
