Certification Periods, Exams & Recertification Credits

Why this is on the exam: "Certification periods" is its own leaf of Domain 4. The recertification credit numbers are among the most reliably tested facts on the Oregon Laws and Safety exam — and among the most commonly misremembered, because each licence type has its own total, its own annual cap, and its own core requirement (or none at all).

2. The Certification Period

• For Commercial, Public, Private applicators and Consultants, the certification period begins the day after you pass the required exam(s) and runs for a period of up to five years, expiring on December 31 of the fifth year.
• The certification period starts even if you never apply for the licence.
• Unlicensed candidates get two years from passing the Laws and Safety exam to pass the category exam. Exam scores for an unlicensed individual are good for two years from the date passed.
• For a licensed individual, exam scores stay valid for as long as the licence is valid and the certification period is current.
• Trainees and Apprentices have no certification period — they are not certified. An Apprentice's licensing period does not begin until ODA issues the licence.

3. Two Ways to Keep Your Certification

You may maintain certification for the next period either by accumulating ODA-approved recertification credit hours or by retaking the exam(s). Credit accumulation may begin the day after you are certified.

[!WARNING] There is no CORE minimum for Commercial, Public or Consultant licences. A core requirement exists only for Private applicators (4 of the 16 hours) and Apprentices (4 of the 8 annual hours). Any claim that a Commercial applicator must earn "10 core credits" is wrong. Where a licence type has no core requirement — or has already met it — core credits are simply awarded as regular credits.

• Private applicators hold a five-year licence; the annual cap is 8 credit hours (January 1 – December 31).
• Apprentices hold a one-year licence and must earn 8 credit hours every calendar year, four of them core, to renew beyond the first year. An Apprentice who does not accrue the credits must retake the Laws & Safety exam to re-license. Credits do not count toward an Apprentice licence until ODA has issued that licence.
• Aerial applicators renew the aerial licence only if, during the preceding five-year period, they completed at least 10 credit hours in instruction related to applying pesticides by aircraft.

4. Credit Rules That Trip People Up

• Sign the form. ODA will not grant credits to anyone who does not correctly fill out and sign the ODA Continuing Education Attendance Record after each session. Only ODA forms are accepted.
• Credits do not carry forward into a new certification period. Anything over the total is lost.
• The course must be pre-approved. ODA will not award credit for a course it has not previously approved; it is the licensee's responsibility to confirm approval before taking the course.
• Check your history. ODA reviews possible course-entry errors for the previous calendar year only; errors more than a year old will not be reviewed or counted.
• Classes come from many sources — OSU Extension Service, community colleges, agri-chemical dealers, industry associations — and ODA publishes the approved list.

5. Reciprocity and Retesting

Oregon grants reciprocity in defined circumstances, including private applicators holding valid Washington or Idaho private licences; other categories are considered case by case and ODA must hold the same category. Separately, under ORS 634.148, if a licensee commits a violation that ODA judges to indicate inadequate knowledge of pesticide law, ODA may require the individual to retake the examination — and may act against the licence if they fail it. Retesting is therefore an enforcement tool, not only a renewal route.
