2.1 Biennial Renewal, Fees & Reciprocity

Quick Answer: Since November 1, 2025, an Oklahoma individual Cosmetology license renews every two years for $80. Expiration still falls on the last day of your birthday month. After two months delinquent, Oklahoma Administrative Code (OAC) 175:10-11-2 adds a $10 penalty. Reciprocity currently posts on the Oklahoma State Board of Cosmetology and Barbering (OSBCB) homepage as $180 plus a $5 rulebook, with a required Oklahoma rules/law test and a personal interview at the Board office.

OSBCB moved practitioner licenses from an annual birthday-month cycle to a biennial (two-year) cycle effective November 1, 2025. House Bill (HB) 2141, enacted as Laws 2024, chapter 282, wrote that date into 59 Oklahoma Statutes (O.S.) § 199.14(D). The Board homepage last modified September 3, 2026 still leads with that two-year table. Independent OpenExamPrep teaching for Oklahoma cosmetology candidates treats the homepage figures as the current posted prices, then flags leftover annual sentences in the December 1, 2025 rule book so you do not memorize two competing calendars.

What still expires on your birthday

OAC 175:10-11-1(a) says practitioner licenses are issued for a period of two (2) year (the book uses the singular year) and that the expiration date is the last day of the applicant's birthday month. If your birthday is June 9, the license expires June 30 of the year the two-year term ends. One day after that date the license is void; practicing on it is practicing without a license (OAC 175:10-11-1(e)).

Keep three mixed reprints in view so a question stem that quotes old language does not trick you:

1. Operative Board posting (prefer this): homepage two-year renewal effective November 1, 2025; individual Cosmetology, Barber, Esthetics/Facialist, and Manicurist/Nail Tech licenses $80.
2. OAC leftover annual clauses: 175:10-11-1(b) still says an establishment license issued to a licensee expires on the last day of the birthday month each year; 175:10-11-1(c) still says an establishment license issued to a non-Board-licensee owner and a school license expire by June 30th each year.
3. Statute leftover: 59 O.S. § 199.10(A) as reprinted in the same 2025 book still opens with a one (1) year period.

Those leftover sentences are mixed reprint text, not a second official annual system sitting beside the November 2025 cycle. Study the biennial $80 individual fee and birthday-month timing as the operative cycle.

Current posted fees you should be able to quote

Continuing education (CE): OSBCB does not publish a CE-hour requirement for Cosmetology renewal. Do not invent a number of hours.

Late, lapsed, and five-year rules

OAC 175:10-11-2(b) and 59 O.S. § 199.10(C) charge a $10 penalty when renewal is delinquent after two (2) months of expiration. The same $10 applies to a delinquent initial application. Within five years of expiration you may still renew by paying the regular fee plus that late fee. After five years, 59 O.S. § 199.10(E) requires review hours in an Oklahoma school before you may sit the examination again — 250 hours for a Basic Cosmetologist (250 hours also for Barber; 100 hours for Master Cosmetology Instructor in the same timetable).

Name or address changes must reach the Board within 30 days; a name change needs court or other legal documentation (OAC 175:10-11-1(f)).

OAC 175:10-11-2(c) still says fees submitted to the Board must be a cashier's check, money order, or business check — personal checks are not accepted. Renewals also run through the Board's online licensing portal. Use whichever channel OSBCB is actually collecting through, but do not tell a client a personal check is an accepted Board form.

A one-time one-year fee waiver exists for a documented low-income applicant or renewing licensee under 59 O.S. § 4003(A) and OAC 175:10-11-2(d) (public assistance enrollment, including Temporary Assistance for Needy Families, Medicaid, or the Supplemental Nutrition Assistance Program, or household adjusted gross income below 140% of the federal poverty line). That waiver is not a standing CE substitute and it is not an automatic two-year free license.

Reciprocity: current license, Oklahoma law test, interview

59 O.S. § 199.13 and OAC 175:10-13-1 let OSBCB issue a reciprocity license when the applicant holds a current out-of-state license verified by certification and passes Oklahoma's state rules, regulations and law test. After the file is complete, each reciprocity applicant must make an appointment and appear personally in the Board's office for an interview before the license may be considered (OAC 175:10-13-1(5)). The Board lists its office at 2401 NW 23rd Street, Suite 74, Shepherd Center, Main Entrance E, Oklahoma City, OK 73107, with posted hours 7:30 a.m. to 5:00 p.m. Monday through Friday.

Foreign, territory, or province applicants who come from a place that does not issue a license after required occupational training may still qualify if they prove at least three years of continuous practice immediately before the application, at least an eighth-grade education (high school equivalent for an instructor reciprocity file), and a passing Oklahoma rules/law test. Document validation, if required, is at the applicant's expense. No temporary permit shall be issued to a foreign reciprocity applicant (OAC 175:10-13-1(7)). 59 O.S. § 199.13(C) still requires both practical and written examinations if a foreign applicant holds a current foreign license but cannot show those three continuous years.

59 O.S. § 199.13(D) still says payment of the reciprocity fee constitutes payment of the first annual license fee — leftover annual wording from before the two-year cycle. 59 O.S. § 199.13(E) lets the Board set additional administrative fees for processing reciprocity without examination.

Reciprocity dollar conflict (resolved)

• Board homepage (modified September 3, 2026): Reciprocity Fee $180 + $5 rulebook. Prefer this as the current posted applicant price.
• OAC 175:10-11-2 (rule book effective December 1, 2025): Reciprocity license (2 year) $90 plus Reciprocity transfer of hours processing fee $90. Those two lines total $180 before the rulebook.
• HB 2141 November 1, 2024 annual table (superseded for the two-year cycle): Reciprocity license $45 and processing $45. Older OAC printings also listed $45. Do not use $45 as the current two-year price.

Worked example: a currently licensed Kansas cosmetologist sends a valid certification, passes the Oklahoma rules/law test, sits the Board-office interview, and pays the homepage reciprocity package of $180 plus $5 rulebook. She does not receive a foreign temporary permit — and a foreign applicant would not receive one either.
