Layer one: Oklahoma law and the blow-dry/styling path

House Bill 2141 (Laws 2024, c. 282) is the statute package that, among other hour and license changes, redefined blow-dry styling to include shampooing and treated standalone shampooing/blow-dry styling differently from a full cosmetology license. OSBCB materials describe a blow-dry/styling credential path (the Board’s biennial fee table still lists Blow-Dry/Styling as its own line). Hair braiding as a standalone occupation was also pulled out of the old full-license gate. That is Board and statute policy about who must hold which Oklahoma credential to offer only those services.

It is not a signal that full cosmetology candidates can skip shampoo theory. If you are sitting the NIC National Cosmetology Theory Examination for an Oklahoma cosmetology license, draping, shampooing, and conditioning still appear under Hair Care and Services. Teach both sentences: Oklahoma no longer treats standalone shampoo/blow-dry as the same occupation as full cosmetology; the written theory for full cosmetology still tests the skills.


Three drapes, one infection-control idea

Shampoo draping protects clothing from water. Typical sequence: towel at the neck, waterproof shampoo cape, edges over the chair back so water runs into the bowl, not into the collar. Cutting draping uses a neck strip (or a towel barrier) and a cutting cape. The strip is the infection-control point: the cape does not sit on bare skin, and loose hair is less likely to grind against the neck. Replace a soaked or torn strip during the cut. Chemical draping uses a waterproof cape (and usually towels) so color, perm solution, or relaxer cannot wick into clothing or onto unprotected skin. A cloth cutting cape is the wrong chemical barrier.

A Broken Arrow client who is “just getting a trim” still gets a neck strip. A color client who is “just a gloss” still gets a waterproof chemical cape. Convenience is not a drape type.


Shampoo chemistry you can use in a stem

Surfactants (surface-active agents) are the cleansing molecules in shampoo. One end is hydrophilic (water-loving); the other is lipophilic (oil-loving). In water they form structures that surround sebum and soil so rinse water can carry them away. That is why a clarifying shampoo can leave hair “squeaky”: it is efficient at lifting oil. It is also why you do not default every Oklahoma client to the strongest detergent on the trolley.

pH is the acid–alkaline scale. Hair and scalp are commonly taught near 4.5–5.5 (acid mantle). Water is about 7. Many shampoos sit higher than hair; alkaline products swell and lift the cuticle, which can help cleansing or chemical penetration and can also increase friction and fade. pH-balanced shampoos are formulated closer to hair’s range. You are not running a laboratory titration at the bowl; you are choosing a cleanser that matches scalp oil, porosity, and the next service.

Hard water contains dissolved minerals, especially calcium and magnesium. Conceptually it reduces lather, can leave a film that makes hair feel coated, and can interfere with how surfactants and some chemical services behave. Oklahoma municipal supplies vary; do not memorize a statewide hardness number the Board never published. Do recognize the exam idea: minerals, not “dirty hair,” explain poor foam and dull film. A clarifying or chelating conversation belongs here; it does not replace a consultation about porosity (Chapter 6).


Bowl procedure and manipulations

A usable sequence: consult (contraindications from 6.2/6.4), drape, ask about water temperature, wet thoroughly, apply shampoo at the scalp and emulsify, manipulate, rinse until the water runs free of product, repeat if the hair still holds soil, apply conditioner from mid-shaft to ends unless the scalp product is indicated, rinse, and towel-blot — do not scrub the cuticle into a tangle, especially on curly or coily hair.

Massage manipulations at the shampoo bowl are usually effleurage (long, sliding strokes that spread product and soothe) and petrissage (kneading lifts of the scalp tissue). Keep nails out of the scalp. Pressure is firm enough to move the scalp over the skull, not so sharp that the client braces. Aggressive tapotement (hacking) is a poor default on a wet, soapy neck at a porcelain bowl. You will name all five classic movements in 7.4; at the bowl, soothing stroke plus knead is the working pair.

OAC 175:10-7-18 still expects handwashing with soap and running water before the service, dried with a disposable towel. Antibacterial soap is not the Board’s recommended extra. The bowl, hose, and neck rest stay in the sanitary condition 175:10-7-13 already required.


Protein versus moisturizing conditioners

NIC-style sample logic treats a protein conditioner as the product that helps reconstruct or strengthen the hair shaft — it deposits protein fragments that temporarily fill gaps in damaged keratin. A moisturizing (emollient) conditioner restores softness, slip, and water-binding feel. They are complementary, not synonyms.

  • High-porosity, overprocessed, or elastic-poor hair often benefits from protein in a cycle, then moisture so the shaft does not dry brittle.
  • Dry, tangled, but not mushy hair often wants moisturizing rinse-out or leave-in first.
  • Too much protein without moisture is a classic “straw” feel. Too much moisture without structure on a limp, overstretched shaft is a classic “mushy” feel.

Leave-in versus rinse-out is a hold and humidity decision, not a substitute for choosing the class of conditioner. Color-safe claims on a bottle do not make a protein reconstructor unnecessary if the shaft is shredded from lightener.

Exam traps

  • Using a cutting cape as the chemical drape because it is already on the hook.
  • Skipping the neck strip because “the cape is clean.” Clean is not the same as off the skin.
  • Saying HB 2141 deleted shampoo from NIC theory. It changed Oklahoma’s standalone occupation map; it did not write the national theory outline.

  • Claiming moisturizing conditioner is what reconstructs the shaft on a NIC-sample protein item.
