1.1 Current Exam Facts

Quick Answer: New Jersey commercial pesticide applicator certification is a closed-book Core-plus-category program administered by Rutgers PACER for NJDEP. You need 75% to pass. PACER currently charges $135 for Core, $135 for each category, and $50 for Private. Online exams end August 31, 2026; from September 2026 the program is in-person only.

The New Jersey Commercial Pesticide Applicator Certification is the credential you need if you apply pesticides for hire, or if you use pesticides as part of a job that is not private agricultural production on your own or your employer's property. The New Jersey Department of Environmental Protection (NJDEP) Bureau of Licensing and Pesticide Operations owns the license. Rutgers University Office of Continuing Professional Education (OCPE) runs the live exam portal, PACER (Pesticide Applicator Certification Exam Registration), at pacer.rutgers.edu.

This is not a generic "state pesticide test." N.J.A.C. 7:30-6.2 requires the exams to include every federal competency area in 40 CFR 171, plus a dense New Jersey overlay: license types, commercial categories, notification, School Integrated Pest Management (IPM), records, storage, and penalties. Passing Core alone does not license you. You become certified only after you pass Core and at least one category, and you become licensed only after NJDEP generates an invoice and you pay it. NJDEP then mails the physical license.

Who administers what

PACER also offers business-manager accounts so a licensed pesticide applicator business can register employees. Contact pacer@njaes.rutgers.edu. A pesticide applicator business license is required for that option. PACER's public site is not built for phones or tablets — register from a desktop or laptop.

Passing score, closed book, and the 70% trap

As of September 1, 2020, all New Jersey pesticide certification exams are closed book. Rutgers PAT and NJDEP state the passing score for a closed-book exam is 75%. That is a New Jersey choice, not the federal floor. 40 CFR 171 sets a 70% minimum competency standard that states must meet; New Jersey set a higher bar. Third-party blogs that still say "70%" or "open book for some categories" are recycling pre-2020 practice. An older trade-association FAQ still mentions open-book category exams — that language is stale. PACER, Rutgers PAT, and NJDEP currently agree: all exams are closed book.

Official PACER and NJDEP pages do not publish an item count. Do not memorize "50 questions" or "100 questions" as a Rutgers-published figure. Some third-party sites invent a 50-item, 90-minute, 70% exam. None of those three numbers is what PACER publishes. Study for 75% of whatever items appear, under the published time limits.

Core content, per N.J.A.C. 7:30-6.2(a), includes pesticide handling and safety, environmental considerations, symptoms of pesticide poisoning, and current laws and regulations, and it must cover all 40 CFR 171 knowledge areas. Category exams test the pests, sites, equipment, and New Jersey use rules for that category. The current Core study source is Rutgers Core Pesticide Training, June 2009. Category exams are derived from the matching Rutgers manuals. Buy current-print copies from county Cooperative Extension — do not sit the exam on an outdated photocopy.

Fees: PACER $135 versus the $100 rule text

N.J.A.C. 7:30-6.2(a)1–2 lets NJDEP or an approved third party administer the exam, and the third party may charge a fee. Subsection (a)3 still says: "The Department will charge $100.00 for each examination that it administers." PACER — the live provider — currently charges:

• Core exam: $135
• Each category exam: $135
• Private exam: $50
• Dealer exam: $135 (NJDEP Certified Pesticide Dealer page)

The same PACER fees apply if you reregister. Fees are non-refundable. Pay by credit card or e-check in PACER. The $135 Core/category figure took effect March 1, 2024; older Rutgers notices listed $115. If a question asks what PACER charges today, the answer is $135 / $135 / $50. If a question quotes the Administrative Code, the Department's own administered-exam fee is $100. Know which source is being asked.

Missing a scheduled exam without just cause triggers a $50 fee under N.J.A.C. 7:30-6.2(d). That $50 is separate from the exam fee. Online Canvas exams are available 24/7 once approved and are not "scheduled" the same way; the no-show fee is the trap for in-person sessions and any assigned date.

These PACER amounts are exam fees. They are not the annual license fees NJDEP invoices after you pass (commercial applicator $80/year under N.J.A.C. 7:30-6.4(a); private license has no annual fee).

Online window and the September 2026 in-person shift

This is the highest-risk logistics fact for 2026 candidates:

• Online exams are available until August 31, 2026.
• The latest start on August 31, 2026 is 10:00 p.m. All exams and Canvas access end at 12:00 a.m. September 1, 2026. Start after 10:00 p.m. and you will not get a full two-hour window.
• Effective September 2026, the pesticide exam program is in-person exam sessions only.
• PACER announced that online exam registration remained open until August 1, but every online exam still must be completed by August 31, 2026. No extensions.
• If you are already registered for an online exam and do not finish by August 31, 2026, email pacer@njaes.rutgers.edu no later than December 1, 2026 to transfer to an in-person session. Miss that contact date and you forfeit the registration and must pay again.

Time limits and exam-day rules

Online (through August 31, 2026):

• Hosted in Canvas with remote proctoring, real-time ID verification, and activity monitoring
• 2 hours to complete the exam
• Available 24/7 once approved — you do not pick a PACER time slot
• Desktop or laptop only; PACER posts minimum computer requirements (Proctorio)
• You must complete a room scan before the exam starts. Failure to follow Canvas rules, including the room scan, means the exam will not be graded
• After approval, expect two emails: PACER instructions from pacer@njaes.rutgers.edu and a Canvas invitation from notifications@instructure.com

In-person (and the only mode from September 2026):

• 1 hour 45 minutes to complete the exam
• Arrive 30 minutes before the posted start
• Closed book
• Calculators (not cell-phone calculators) and a magnifying glass are permitted
• Study materials, books, paper, bags, backpacks, and purses are not permitted in the testing room
• Cell phones are not permitted in the testing room
• One email with exam-day instructions after PACER approval

The extra 15 minutes online is remote-proctoring overhead, not proof of a longer item set. Do not assume the in-person test is shorter because it has fewer questions — NJDEP does not publish an item count.

After you submit

PACER reviews applications every 1–2 business days. Approved online testers get the two emails above; declined applicants get an explanation. Grades post on your PACER dashboard 7–10 business days after submission. Results go to NJDEP within two weeks.

Once you have passed Core AND a category within 12 months (N.J.A.C. 7:30-6.2(c)), NJDEP generates a license invoice. Pay it online (PACER's Resources menu links the instructions). An invoice is also mailed. After payment, NJDEP mails the license. If you pass only Core, you are not licensed. If 12 months elapse before you pass the matching piece, you lose all certification and retake both exams.

High-yield traps for this section

• 70% is the federal floor, not New Jersey's closed-book pass mark (75%).
• $100 is the Department-administered fee in N.J.A.C. 7:30-6.2(a)3; PACER charges $135.
• $115 is an old PACER Core/category fee, replaced March 1, 2024.
• 50 questions / 90 minutes is not a Rutgers- or NJDEP-published official count or time.
• Core alone does not produce a license; Core + category within 12 months does.
• A phone calculator is banned in the in-person room; a stand-alone calculator is allowed.
• Online testing does not continue after August 31, 2026.
