Why Specifications Matter

Specifications are the written documents that define the quality of materials, products, and workmanship on a construction project. Drawings show where and how much; specifications define what quality and how it must be installed. For interior designers, the specification is where design intent becomes enforceable contract language.

The legal weight of specifications is anchored by the Spearin doctrine (United States v. Spearin, 248 U.S. 132, 1918): when an owner provides specifications to a contractor, there is an implied warranty that those specifications are adequate for their intended purpose. The contractor is not responsible for the consequences of defects in the owner-provided specifications. This means the interior designer's specifications carry real liability — vague or contradictory specs can shift cost and delay risk back onto the design team's client.

CSI MasterFormat: The 50-Division Framework

The CSI MasterFormat (maintained by the Construction Specifications Institute) organizes construction work into 50 divisions numbered 00 through 49. Interior designers work primarily within a handful of these divisions. Knowing the division numbers and titles is essential for coordinating with architects and contractors and for placing work in the correct spec section.

Divisions 13–19 (special construction), 23 (HVAC), and 27 (communications) appear on fewer interior projects but still surface on complex builds. Division 01 (General Requirements) governs procedural requirements that apply across all sections.


The CSI Three-Part Section Format

Within each MasterFormat division, individual specification sections follow the CSI SectionFormat three-part structure. Every spec section — whether it covers gypsum board, resilient flooring, or wood doors — uses the same predictable layout.

Part 1 — General

Administrative and procedural requirements unique to the section: Summary (scope of work), References (cited standards like ASTM, ANSI, NFPA), Submittals (shop drawings, product data, samples), Quality Assurance (mockups, qualifications), Delivery, Storage, and Handling, and Warranty. Part 1 supplements Division 01's general requirements with section-specific procedures.

Part 2 — Products

Defines what goes into the work: materials, products, equipment, fabrications, mixes, and assemblies. This is where acceptable manufacturers are named, basis-of-design products are identified, substitution criteria are set, and material performance benchmarks are stated. Manufacturing tolerances and factory testing requirements also live here.

Part 3 — Execution

Defines how the work is installed and protected: substrate examination, surface preparation, installation methods, field quality control, cleaning, and protection of finished work. Part 3 translates the product requirements into workmanship requirements on site.

If a part is intentionally not used, the spec should state "Not Used" beneath the part heading to confirm the omission is deliberate.


Specification Types: Proprietary, Open, Closed, and Basis-of-Design

How a designer names products in Part 2 determines how much competition and control the spec creates. There are four main approaches.

Proprietary Specifications

A proprietary specification names a single manufacturer and model — for example, "Acme AW-100 acoustic wood panel, 2 ft × 4 ft, maple veneer." No substitutions are allowed. This gives the designer maximum control over the final appearance but limits competition, which can inflate price. Use proprietary specs only when a specific product's aesthetic or performance is essential to the design intent and no equivalent exists.

Open (Performance) Specifications

An open specification (also called performance-based) states only the required results — for example, "Acoustic panel achieving NRC ≥ 0.80, mounted to furring channel." Any product meeting the criteria is acceptable. Open specs maximize competition and innovation but shift quality risk to the designer, who must write rigorous, testable criteria. A poorly written performance spec invites substitutions that look equivalent on paper but fail in appearance or durability.

Closed Specifications

A closed specification lists two or three named acceptable products without an "or equal" clause. Competition is limited to the listed products. This balances control and price better than a single-name proprietary spec while still bounding the acceptable aesthetic range.

Basis-of-Design Specifications

A basis-of-design specification names a specific product as the standard for quality, appearance, and performance, then explicitly invites "or equal" substitutions that meet stated criteria. This is the most common approach for interior projects because it preserves design intent while allowing competitive bidding. The named product sets the bar; the substitution criteria protect that bar.

Mockup Specifications

A mockup is a sample assembly built to verify aesthetics, fit, and workmanship before full-scale production begins. Mockup specifications appear in Part 1 (Quality Assurance) and define the size, location, materials, and acceptance criteria. For interior work, mockups are common for custom millwork, stone feature walls, and complex flooring patterns. An approved mockup becomes the quality benchmark for the remainder of the work.
