9.6 NCDOT Subdivision Roads Minimum Construction Standards

The Board names the NCDOT Subdivision Roads Minimum Construction Standards on its state-specific exam reference list, and the Board Guidelines expressly permit a surveyor to use NCDOT's standard sub-base, base, and paving surface designs from that publication where special structural design is not required. The current document is the Subdivision Manual, January 2010, revised December 2020, published by the NCDOT Division of Highways.

This matters because a subdivision street that will be added to the state highway system must be built to these standards before NCDOT will accept it for maintenance. The geometry is the surveyor's work; the structural pavement design is not.


1. Terrain Classification

Every geometric criterion in the manual is indexed to terrain, defined by natural slope:

"F-F" means face to face of a standard curb and gutter section; other curb types are reviewed by the District Engineer with the same face-to-face limits.

Two grade notes accompany the table and are easy to overlook. Grades exceeding 5 percent within 100 feet each way from an intersection may be reviewed by the District Engineer. And grades less than 0.5 percent should not be used unless reviewed individually by the District Engineer to determine potential maintenance problems — a minimum-grade rule that exists because flat pavement ponds and flat gutters silt.


3. Residential Collector Subdivision Roads

A residential collector is a dead-end road more than 2,500 feet long; a road connecting local residential subdivision roads to the thoroughfare system; a loop road more than one mile long; or another road with a collector function in the thoroughfare system. The criteria tighten accordingly:

[!IMPORTANT] Note the ladder. Local road maximum grades are 9 / 12 / 18 percent; collector maximums are 6 / 9 / 12 percent. Each collector value equals the local value one terrain class easier. That is a clean memory hook and a favorite exam contrast.

Note also the scope consequence: exclusion 10 of the Board Guidelines removes "streets designated as thoroughfares or collector streets in an adopted thoroughfare plan." A residential collector inside a subdivision is not automatically a thoroughfare-plan collector, but where the adopted plan designates it, the design leaves incidental practice.

The manual notes that the tabulated minimum superelevation rates are for a desirable design and that a minimum design may use a reduced rate. Headwater depth on culverts is limited by the ratio of headwater depth to pipe diameter, and normal burial depth for pipes 48 inches and smaller is on the order of 20 percent of the diameter, with larger structures handled individually.
