Quick Answer: The Maryland Journey Plumber/Gas Fitter examination is 100 scored questions, 70 percent to pass, 240 minutes, open book — and Gas Appliances and Piping alone is 40 of the 100 items, the largest content area by a factor of three. Only five references may enter the testing room, and PSI supplies none of them.

The Maryland State Board of Plumbing (Maryland Department of Labor) licenses journey plumbers under Business Occupations and Professions Article Section 12-207, and contracts examination delivery to PSI Services LLC. Prior PSI approval is required before you can pay and schedule. Because the exam is open book, it is not a memory test — it is a navigation test. Candidates rarely fail because they did not know a rule existed; they fail because they could not find it in time.

The official content outline

Now run the arithmetic that should decide your study plan. Passing takes 70 correct answers, so your error budget is 30 items. Everything outside fuel gas totals 100 − 40 = 60 items. A candidate who answers every single non-gas question correctly and misses all 40 gas questions scores 60 percent — a failure. To reach exactly 70, that same candidate still needs 10 of the 40 gas items. There is no route to this licence that goes around fuel gas.

At the other end of the outline, Plumbing Mathematics is only 7 items, but it is the most winnable block on the paper: the arithmetic is fixed, the math book is in your hand, and two of the eight sample questions PSI publishes are pure calculation — a gas-meter cubic-feet-per-hour conversion and a tank-capacity-in-gallons problem. Seven points is nearly a quarter of your entire error budget, surrendered by candidates who never practise offsets and volumes.

One caution: the Master Plumber/Gas Fitter outline is not the same paper. It weights Plumbing Fundamentals and Safety at 5 items and adds a 3-item Special Topics area. Study the Journey column.

What you may carry into the room

PSI supplies no reference books. You buy them, tab them, and carry them in. The list is closed, and anything not on it is a prohibited item.

The editions matter. Maryland adopted the 2018 IPC and 2018 IFGC effective December 30, 2019, and COMAR 09.20.01.01 incorporates the International Plumbing Code, International Residential Code, International Fuel Gas Code, NFPA 54 and NFPA 58 by reference. A 2021 book will not be seized at the door, but section numbers and several thresholds moved between editions and the answer key was written against 2018.

Marking rules, stated exactly

• No study guides. Any commercial exam-prep book, flashcard pack, or crib sheet is prohibited — including this one.
• Reference books may be indexed and may contain highlighted or underlined text.
• All materials must be unmarked — "not written in." A formula pencilled into a margin can get the book pulled at check-in.
• Books may not contain additional papers, loose or attached — no printed sizing chart tucked inside the cover.

Tabs: the rule most candidates get wrong

The controlling test is physical, not brand-based: if the proctor can peel a tab off without ripping the page, you must remove it before the exam. Permanent adhesive is the entire point — a removable flag could be written on and swapped. Tab your books weeks early so the adhesive has cured and so you have practised finding tables by tab rather than by index.

Calculator

Only a non-programmable calculator that is silent, battery-operated, has no paper-tape printing, and has no keyboard containing the alphabet may be used. A phone never qualifies. Check yours for audible key beeps before test day.

When two references disagree

PSI publishes a tie-breaker, and the rule is itself examinable:

1. A legal requirement — a code, law or regulation — overrides any other reference.
2. Where two legal requirements appear to conflict, the state-specific code, law or regulation overrides the national one.
3. Information from the listed test references overrides information from any other source or person.

So a manufacturer's instruction sheet loses to the IPC, an instructor's rule of thumb loses to both, and the model code loses to a Maryland amendment.

Working the 2.4-minute budget

240 minutes divided by 100 scored questions is 2.4 minutes per question. Treat that as a bank balance, not a per-item allowance. Roughly half the paper is recall you should close in under a minute; the rest is table lookups, sizing calculations, and multi-step gas math that legitimately need four or five minutes.

A workable split:

• The 53 items outside Gas and Math (8 + 6 + 4 + 4 + 8 + 10 + 13), answered at an average of 1.5 minutes each: 53 x 1.5 = 79.5 minutes.
• Time remaining: 240 − 79.5 = 160.5 minutes for 40 gas items plus 7 math items = 47 questions, or about 3.4 minutes each.

Two pieces of slack the bulletin hands you. The on-screen tutorial runs up to 15 minutes and does not count against your 240. And PSI may insert five to ten unscored "experimental" questions; they are not scored and the time spent answering them does not count against examination time. Questions appear one at a time, the minutes remaining are displayed at the top of the screen, and you may return to and change any answer while time remains — so mark and move rather than stalling.

A minimum tab set

Tab the tables inside those chapters individually — the exam asks for values, and a chapter tab still leaves you flipping forty pages.

Getting approved, paying, and re-testing

Applications are submitted online and PSI needs roughly a week to process documentation before it emails an approval to pay and schedule.

The school-study allowance means the hands-on floor is 7,500 − 1,500 = 6,000 field hours. Only hours worked as a licensed Apprentice count, so an unlicensed helper must register with the Board as an Apprentice first; hours logged before registration are not creditable. Hours certified by secretaries, bookkeepers or other office personnel are rejected outright.

Pass or fail appears on screen the moment you finish. If you fail, PSI gives you 30 minutes at the end of the session, at no charge, to review the items you missed, presented in no particular order. Take it. You may not write anything down, but you can register which content areas your misses clustered in — it is the only diagnostic feedback the programme offers, and the retake clock is 30 days long either way.

Finally, a state licence is not always the last step. Baltimore County and the Washington Suburban Sanitary Commission (WSSC, serving Montgomery and Prince George's Counties) may require an additional examination by the local jurisdiction, and they administer their own plumbing requirements. Applicants who intend to work in those areas should contact the Baltimore County Plumbing Board or WSSC before completing the state application.

Exam Trap: Candidates assume "open book" means they may bring the material they actually studied from. PSI's list is exhaustive and the bulletin states plainly that no study guides are allowed — a prep book, a photocopied sizing chart, or a laminated formula card is a prohibited item, and a candidate found with a prohibited item in the examination room has their results invalidated, not merely the item confiscated. The second half of the trap is the conflict rule: where two sources could produce different answers, the code, law or regulation wins, and a state-specific requirement beats a national one — so a model-code answer that contradicts a Maryland amendment is the wrong answer.
