1.1 Exam Format, Prov Testing Policies & Code References

Core Principle: The Indiana Journeyman Plumber license examination evaluates both practical trade competency and code comprehension. Administered by Prov, Inc. on behalf of the Indiana Plumbing Commission and the Indiana Professional Licensing Agency (PLA), the test verifies that a candidate can interpret building drawings, apply statutory regulations, perform trade calculations, and navigate adopted plumbing codes under timed, open-book conditions.

Examination Structure & Scoring Standard

The Indiana Journeyman Plumber examination is a single-session computer-based test. Prov administers it by computer at any of its fifteen (15) Indiana testing centers (Anderson, Evansville, Fort Wayne, Hammond, Indianapolis, Kokomo, Lafayette, Lawrenceburg, Logansport, Muncie, New Albany, Plainfield, Richmond, Terre Haute and Westville), and also offers at-home remote proctoring through its Examroom® service.

Candidates must answer 90 multiple-choice questions within an allotted time limit of 3 hours (180 minutes).

Do not memorize a passing percentage. Prov states that its examinations are built to assess whether a candidate is above or below a designated competency level (a cut-point), and that passing candidates receive a score letter showing only PASS — no numerical grade and no subject-area breakdown. Candidates who fail receive a numeric grade plus a subject-area breakdown. Neither Prov nor the Indiana Plumbing Commission publishes the cut score, so any "70%" or "75%" figure you see on third-party sites is unverified. Study to master the code, not to a percentage.

Every question on the examination offers four answer options with a single correct response. There is no penalty for guessing, so leaving a question blank only forfeits a possible point. Record an answer for every question before time expires.

Eligibility, Fees and Retakes

You must first be approved by the Indiana Plumbing Commission before Prov will schedule you. After approval you have one year to take the exam for the first time; miss that window and you must reapply. The Prov fee is $75.00 per attempt. Under 860 IAC 1-3-2, a candidate who fails the first attempt may sit six additional times (seven attempts total), and the last attempt must be no later than two years after the date first scheduled. After that, the candidate must file a new application and retake the entire examination. Cancellations and reschedules are free only if Prov is notified at least three business days before the test date.

Official Exam Blueprint & Domain Allocation

The Prov Candidate Information Bulletin (CIB) publishes the exact subject areas and question counts for the Journeyman Plumber examination. The 90 questions are distributed across nine subject areas. (The separate Indiana Plumbing Contractor exam is also 90 questions but weights Indiana Business far more heavily at 14 questions, so never study from the Contractor blueprint.)

The "Big Three" Technical Areas

Notice that the top three domains—Vents, Sanitary Drainage, and Water Supply & Distribution—comprise 46 out of the 90 questions, or 51.2% of the entire test. Mastering the sizing tables, hydraulic principles, material standards, and slope rules within these three areas is the single most decisive factor in securing a passing score.

Approved References & Open-Book Testing Guidelines

The Indiana Journeyman Plumber examination is an open-book examination. However, candidate reference materials are subjected to rigorous physical inspection by Prov test proctors prior to admission into the examination room.

Approved Reference Titles

The Prov CIB lists exactly three references for the Journeyman Plumber examination:

1. 2006 International Plumbing Code, 2nd printing, Indiana, 2012 (ICC item number 3200s06in). Prov expressly permits candidates to substitute either the plain 2006 International Plumbing Code or the 2006 International Plumbing Code: Code and Commentary in place of the Indiana Edition. Remember that the Indiana Edition already has the state amendments folded in; if you bring the plain model code you must carry reference 2 beside it.
2. 2012 Indiana Amendments (675 IAC 16-1.4), published by the State of Indiana and available free at iar.iga.in.gov. Prov states that candidate-printed versions are permitted in the testing room for open-book exams.
3. A Compilation of the Indiana Code and the Indiana Administrative Code, 2014, published by the Indiana Plumbing Commission — this is the volume that carries the licensing statute IC 25-28.5 and the Commission rules at 860 IAC. Candidate-printed versions are permitted, and the Indiana Plumbing Supplement sold by Prov may be substituted for it.

Blueprint note: The NASCLA Contractors Guide to Business, Law and Project Management appears in the CIB only for the Plumbing Contractor exam. It is not a Journeyman reference.

Material Restrictions & Proctor Check-In Rules

Prov enforces strict security standards to ensure test integrity. Failure to comply with reference material guidelines will result in the confiscation of books or dismissal from the test center without a refund:

Prov allows exactly two methods of preparing a reference book: highlighting, and handwritten notes written in pen (ink).

• Handwritten notes: Prov's rule is narrow and specific — handwritten notes other than formulas, written in pen ONLY, are NOT allowed in any portion of a reference book. In plain terms: you may write formulas in ink in the margins, and you may not write anything else by hand. Do not copy practice questions, definitions, or narrative crib notes into the book.
• Tabs and Indexing: Permanent tabs are permitted and encouraged. Moveable tabs are NEVER permitted, and a reference book cannot contain Post-it notes. If a tab can be repositioned without tearing the page, expect the proctor to remove it.
• Photocopies: Photocopied documents cannot be added to a reference book, and photocopied versions of a reference book are never permitted. The one exception in the CIB is that candidate-printed copies of the two free state documents (675 IAC 16-1.4 and the Indiana Code/IAC compilation) are allowed because they are published online.
• Test-prep materials: Study guides and practice examinations — including this guide and Prov's own practice exams — are not approved references and may not be brought into the testing center.
• Calculators: Only simple 4-function calculators are permitted. PDAs, tablets, cell phones, and "other special calculators" (including scientific, programmable, and graphing models) are not permitted. Practice your trade math on a basic four-banger so you are not surprised on test day.
• During the exam: You may not share reference materials, and you may not highlight, underline, mark, or write anything in your references while testing.

Pacing & The Three-Pass Strategy

With 90 questions in 180 minutes, candidates have an average of 2 minutes and 0 seconds per question. In an open-book setting, poor time management is the leading cause of exam failure. Unprepared test-takers often attempt to look up every question in the codebook, quickly exhausting their time and leaving 20 to 30 questions unread.

Pass 1: Immediate Knowledge Sweep (Minutes 0 to 45)

Scan through all 90 questions sequentially. Immediately answer every question that tests fundamental trade definitions, general jobsite safety rules, and direct factual recall that you know without searching the codebook (for example, standard trap seal depths, minimum fixture clearances, or simple administrative terms). If an item requires opening the codebook or performing a multi-step calculation, flag it on the computer screen and move forward immediately. In Pass 1, you should answer approximately 35 to 45 questions, building a foundation of points and building psychological momentum.

Pass 2: Standard Code Lookups & Trade Math (Minutes 45 to 125)

Return to the flagged questions that require direct code table lookups or single-step trade math. These include:

• Drainage Fixture Unit (DFU) lookups in Table 709.1
• Pipe sizing calculations using Table 710.1(1) and Table 710.1(2)
• Trap-to-vent developed length limits in Table 906.1
• Minimum fixture counts (see the note below — Indiana deleted IPC Section 403 and points to Chapter 29 of the Indiana Building Code)
• Pipe fall and slope calculations (Grade × Run)
• Hydrostatic head pressure conversions (0.433 psi per foot)

Spend approximately 2 to 2.5 minutes per question during this phase. By the end of Pass 2, you should have approximately 75 to 80 completed answers.

Pass 3: Complex Lookups, Isometrics & Final Verification (Minutes 125 to 180)

Devote the final 55 minutes to the most demanding items on the examination:

• Interpreting complex three-dimensional isometric DWV riser diagrams
• Analyzing multi-branch circuit or wet-venting layouts
• Cross-referencing 675 IAC 16-1.4 Indiana amendments against base IPC sections
• Multi-pipe volumetric capacity and water weight problems

During the last 10 minutes, conduct a thorough check of your testing dashboard to ensure zero unanswered questions. If uncertain about an answer, eliminate obviously incorrect options and make an educated selection. A guessed answer provides a 25% statistical probability of success, whereas a blank answer guarantees zero credit.
