R403.5 is a pointer, not a federal energy-factor table. Energy conservation measures for service hot water systems shall be in accordance with Sections R403.5.1 through R403.5.3:

A compact house with no recirc pump and no heat tape is not required to invent a circulation system. R403.5.1 regulates the systems when they are used.
Access versus ready access
