12.1 Additions & Change in Space Conditioning (R501, R502)

R501.1 scope and R501.1.1 existing-building protection

R501.1 is the charging sentence for the chapter. These provisions control the alteration, repair, addition, and change of occupancy of existing buildings and structures. Brand-new dwellings that are not existing buildings still live in Chapter 4. Chapter 5 is for work on a building that already exists.

R501.1.1 then blocks a common overreach. Except as specified in this chapter, this code shall not be used to require the removal, alteration, or abandonment of, nor prevent the continued use and maintenance of, an existing building or building system lawfully in existence at the time of adoption of this code. Unaltered portions of the existing building or building supply system shall not be required to comply. An inspector who walks a 1978 ranch and writes a correction for unopened 2x4 walls solely because the owner is adding a 500-square-foot family room has misapplied R501.1.1. The addition is scored. The untouched ranch is not.

R501.2 which section applies

R501.2 is the routing table in sentence form. Additions, alterations, repairs, or changes of occupancy to, or relocation of, an existing building, building system, or portion thereof shall comply with R502, R503, R504, or R505, respectively. Then the sentence Exam 79 loves: changes where unconditioned space is changed to conditioned space shall comply with Section R502.

That last sentence is not optional labeling. A finished basement, a converted porch, a conditioned attic, or a garage made into living space is a change in space conditioning. Score it under R502 even if the permit application says "alteration" or "remodel." R505.1.1 later repeats the same pointer when occupancy is also changing.

R501.4 companion codes and R501.5 materials

R501.4 is the reminder that energy is not a silo. Alterations, repairs, additions, and changes of occupancy to, or relocation of, existing buildings shall also comply with the provisions for those work categories in this code and the International Residential Code, International Building Code, International Existing Building Code, International Fire Code, International Fuel Gas Code, International Mechanical Code, International Plumbing Code, International Property Maintenance Code, International Private Sewage Disposal Code, and NFPA 70 as applicable. Passing R502 envelope criteria does not excuse an addition from IRC egress or IMC combustion-air rules. On Exam 79, the energy answer is still the energy section; the companion list is why a plans examiner does not tell the applicant that energy is the only book that applies.

R501.5 governs new and replacement materials. Materials permitted by the applicable code for new construction shall be used, except as otherwise required or permitted. Like materials are permitted for repairs, provided hazards to life, health, or property are not created. Hazardous materials shall not be used where the code for new construction would not allow their use in buildings of similar occupancy, purpose, and location. Matching wood siding on a repair is the like-materials path. Reintroducing a banned insulation or finish because it was original is not.

R502.1 additions — new construction without dragging the house along

R502.1 has four jobs.

First, additions shall conform to this code as those provisions relate to new construction without requiring the unaltered portion of the existing building or building system to comply.

Second, additions shall not create an unsafe or hazardous condition or overload existing building systems. Extending a two-ton heat pump across a 500-square-foot addition is both an energy problem and a mechanical problem. R502.1 is the energy hook for overload.

Third, an addition is deemed to comply where any one of these is true:

  1. The addition alone complies with this code.
  2. The existing building and the addition comply with this code as a single building.
  3. The building with the addition does not use more energy than the existing building.

Fourth, additions shall be in accordance with R502.2 or R502.3. R502.2 is change in space conditioning. R502.3 is the prescriptive addition path for new work that is not that conversion.

The three deemed-to-comply tests are how a designer who cannot make a 1978 ranch plus a code-minimum addition pass "as a single building" still demonstrates compliance: either the addition itself meets Chapter 4 as new construction, or a whole-building energy comparison shows no increase. Do not invent a fourth test that says the addition is small, so nothing applies.

R502.2 change in space conditioning — full compliance plus three exceptions

Any unconditioned or low-energy space that is altered to become conditioned space shall be brought into full compliance with this code. Full compliance means the converted space is treated as new conditioned floor area under the residential provisions, not as a light-touch alteration under R503.

Three exceptions exist. They are not inspector waivers of the envelope.

Exception 1 — simulated performance 110 percent. Where the simulated performance option in R405 is used to comply with this section, the annual energy cost of the proposed design is permitted to be 110 percent of the annual energy cost otherwise allowed by R405.2. That is a ten-percent cost allowance above the ordinary R405.2 cap, not a free pass and not 110 percent of last year's utility bills.

Exception 2 — Total UA. Where the Total UA, as determined in R402.1.5, of the existing building and the addition, and any alterations that are part of the project, is less than or equal to the Total UA generated for the existing building. Improving other envelope assemblies can offset newly conditioned surfaces.

Exception 3 — R405 no-increase comparison. Where complying in accordance with R405 and the annual energy cost or energy use of the addition and the existing building, and any alterations that are part of the project, is less than or equal to the annual energy cost of the existing building. The addition and any alterations that are part of the project shall comply with R405 in its entirety.

A finished basement that was unconditioned storage is R502.2. So is sealing and heating a previously unconditioned garage. Do not score those projects only under the R503.1.1 envelope-alteration list (storm windows, roof recover, cavities not exposed). Those exceptions belong to alterations, not to a change in space conditioning.

R502.3 prescriptive additions

When the project is an addition on the prescriptive path, R502.3 sends you to R502.3.1 through R502.3.4.

R502.3.1 Building envelope. New building envelope assemblies that are part of the addition shall comply with R402.1, R402.2, R402.3.1 through R402.3.5, and R402.4. Exception: new envelope assemblies are exempt from the requirements of Section R402.4.1.2. That is the blower-door test, not the air barrier. Table R402.4.1.1 installation criteria and the rest of R402.4 still apply. Do not skip sealing, baffles, or fenestration air-leakage because someone remembered that additions are not tested.

R502.3.2 Heating and cooling systems. HVAC ducts newly installed as part of an addition shall comply with R403. Exception: where ducts from an existing heating and cooling system are extended to an addition. A 500-square-foot family-room addition served by extending the existing supply and return trunks uses this exception for those extensions. New ductwork that is not an extension still takes R403. R502.1 still prohibits overload if the existing equipment cannot carry the added load.

R502.3.3 Service hot water. New service hot water systems that are part of the addition comply with R403.5.

R502.3.4 Lighting. New lighting systems that are part of the addition comply with R404.1 (2021: permanently installed fixtures contain only high-efficacy sources, with the kitchen-appliance lighting exception taught in Chapter 10).

Inspector scenario: 500-square-foot addition on existing ducts

A Climate Zone 5 ranch will add 500 square feet of conditioned family room. The mechanical contractor extends the existing supply and return ducts through the new rim and does not install a new air handler. Score it this way:

  • The 500 square feet is an addition under R502. New walls, the new roof or ceiling, the new slab or floor, and the new fenestration are new envelope assemblies under R502.3.1. Use Table R402.1.3 or Table R402.1.2 as documented. Do not require a blower-door test of those new envelope assemblies under R402.4.1.2.
  • The extended existing ducts use the R502.3.2 exception. Do not fail the job solely because the extensions were not designed as a brand-new R403 duct system. Do fail the job if the addition creates an unsafe condition or overloads the existing heating and cooling system (R502.1).
  • New luminaires in the addition must meet R404.1. A new water heater installed to serve only the addition must meet R403.5.
  • Unopened 2x4 walls in the 1978 ranch stay under R501.1.1. They are not retroactively brought to Climate Zone 5 wood-frame wall criteria because an addition was permitted.

If the 500 square feet is carved from an unconditioned garage instead of being new floor area, stop calling it only an addition. That is a change in space conditioning under R502.2 and, if it becomes a dwelling unit, also R505 — taught in Section 12.3.

Plan-review and field sequence

  1. Confirm the building is existing and name the work: addition, alteration, repair, change of occupancy, relocation, or change in space conditioning (R501.1, R501.2).
  2. Leave unaltered lawful existing systems in place (R501.1.1).
  3. Route additions and unconditioned-to-conditioned conversions to R502.
  4. For additions, require R502.2 or R502.3. Check the three deemed-to-comply options if the applicant is not using a clean prescriptive addition.
  5. On a 500-square-foot addition served by extended existing ducts, apply the R502.3.2 exception and still check overload.
