9.1 Duct Insulation, Location & Buried Ducts (R403.3.1–R403.3.3)

R403.3 is a charging sentence: ducts and air handlers shall be installed in accordance with R403.3.1 through R403.3.7. Insulation and location live in .1 through .3. Sealing and the framing-cavity ban are Section 9.2. Leakage testing is Section 9.3. Mark the envelope on the drawings before you score a wrap label. A marketing note that says conditioned attic does not move a vented attic inside the thermal envelope.
R403.3.1 — ducts located outside conditioned space
Supply and return ducts located outside conditioned space shall be insulated to not less than:

Both supply and return are in the sentence. A return trunk in a vented attic is not a free run because return air is already room air. If that trunk is outside conditioned space, it takes the table. A 3-inch duct is on the R-8 side of the break. Smaller than 3 inches is the only R-6 class.
Field scenario — 6-inch attic supply with R-6 wrap. A Climate Zone 4 house has a 6-inch supply in a vented attic. The installer wrapped it with labeled R-6 flex insulation and called the attic done. Six inches is larger than 3 inches, so R403.3.1 requires R-8. R-6 is the small-duct number, not a universal attic wrap. Fail the wrap. A 2-inch jumper in that same attic may use R-6. Do not let a flex-duct catalog sheet that prints R-6 as standard override the diameter rule.
Underground and under-slab ducts
Ducts buried beneath a building shall be insulated as required by this section or have an equivalent thermal distribution efficiency. Underground ducts that use the thermal-distribution-efficiency method shall be listed and labeled to indicate the R-value equivalency. A soils note, a foam-board sketch, or a contractor letter is not a listing. Plans examiners look for the listing mark and the claimed equivalent R. Field inspectors look for the same mark on the delivered product.
Buried beneath a building in R403.3.1 is not the same construction as buried within ceiling insulation in R403.3.3. Under-slab or under-building ducts are an R-8-or-listed-equivalency problem. Attic burial is a ceiling-insulation sandwich.
R403.3.2 — when ducts count as inside conditioned space
For ductwork to be considered inside a conditioned space, it shall comply with one of the following four packages. Partial credit is not in the text. A trunk that is mostly in the house with an attic crossover does not inherit option 1.
Option 1 — fully inside the air barrier and the thermal envelope
The duct system shall be located completely within the continuous air barrier and within the building thermal envelope. This is the clean interior-drop, basement, or truly conditioned-attic layout. Completely means the entire system, not the air handler alone. A furnace in a closet with a 20-foot supply looping through a vented attic is not option 1. Option 1 is also the layout that later supports the 8.0 leakage limit in Section 9.3, because those ducts are actually inside the envelope — still tested, not skipped.
Option 2 — buried ducts in a ventilated attic
Ductwork in ventilated attic spaces shall be buried within ceiling insulation in accordance with R403.3.3, and all of the following shall exist:
- The air handler is located completely within the continuous air barrier and within the building thermal envelope.
- Duct leakage, measured either by a rough-in test of the ducts or a postconstruction total system leakage test to outside the building thermal envelope in accordance with R403.3.6, is less than or equal to 1.5 cubic feet per minute (42.5 L/min) per 100 square feet (9.29 m²) of conditioned floor area served by the duct system.
- The ceiling insulation R-value installed against and above the insulated duct is greater than or equal to the proposed ceiling insulation R-value, less the R-value of the insulation on the duct.
Hold the 1.5 number apart from Section 9.3. R403.3.6 pass/fail limits are 4.0, 3.0, and 8.0 cfm per 100 square feet of CFA. The 1.5 figure is a to-outside tightness needed to classify this buried attic system as inside conditioned space. Meeting 4.0 total leakage does not earn option 2. The denominator is CFA served by that duct system, not a random whole-building number if two systems serve different floors.
Work the ceiling-R check. If the proposed ceiling is R-60 and the duct wrap is R-8, insulation against and above the insulated duct must be at least R-52. The wrap does not count twice. Option 2 also does not automatically buy the 8.0 leakage allowance. Those ducts still sit in a ventilated attic. The 8.0 sentence in R403.3.6 is for ducts and air handlers located entirely within the building thermal envelope.
Option 3 — ducts in floor cavities over unconditioned space
All of the following:
- A continuous air barrier installed between unconditioned space and the duct.
- Insulation installed in accordance with R402.2.7 (floor-cavity contact or fill, and air-sealed perimeter framing as Chapter 5 already taught).
- A minimum R-19 insulation installed in the cavity width separating the duct from unconditioned space.
R-19 is the separator under the duct, not a substitute for Table R402.1.3 floor R-value when that table asks for more. If the floor cavity is being used to claim inside conditioned space, the cavity must be built that way: air barrier toward the crawl or garage, R402.2.7 installation geometry, and at least R-19 in the width between duct and unconditioned space.
Option 4 — ducts within exterior walls
- A continuous air barrier installed between unconditioned space and the duct.
- Minimum R-10 insulation in the cavity width separating the duct from the outside sheathing.
- The remainder of the cavity shall be fully insulated to the drywall side.
The duct is not a chase that eats the wall R-value. Exterior-side R-10, then the rest of the bay filled to the interior finish. A 2×4 wall with a 6-inch oval duct and a scrap of R-5 foam is not option 4.
R403.3.3 — ducts buried within ceiling insulation
Where supply and return air ducts are partially or completely buried in ceiling insulation, such ducts shall comply with all of the following:
- Supply and return ducts shall have insulation not less than R-8.
- At all points along each duct, the sum of the ceiling insulation R-value against and above the top of the duct and against and below the bottom of the duct shall be not less than R-19, excluding the R-value of the duct insulation.
- In Climate Zones 0A, 1A, 2A, and 3A, supply ducts shall be completely buried within ceiling insulation, insulated to not less than R-13, and shall comply with the vapor retarder requirements of Section 604.11 of the International Mechanical Code or Section M1601.4.6 of the International Residential Code, as applicable.
Exception: Sections of the supply duct that are less than 3 feet (914 mm) from the supply outlet shall not be required to comply with these R403.3.3 requirements.
The R-19 sum is a sandwich of attic insulation, not of the duct jacket. An R-8 wrap sitting on drywall with R-10 blown over the top is R-10 above and essentially no ceiling insulation below the duct body — that is not R-19 of ceiling insulation. Inspectors check depth at saddles, at truss crossings, and at the last few feet before a boot. The 3-foot exception is only for supply sections near the outlet. It is not a license to leave a return trunk unburied, and it is not a wrap waiver for a 20-foot attic trunk.
Climate Zones 0A, 1A, 2A, and 3A add complete burial, R-13 on the supply, and a vapor retarder. The moisture-regime letter A is not optional. A 3B dry location does not pick up this R-13/vapor-retarder extra from the list. A 2A humid location does. The vapor-retarder citation is IMC 604.11 or IRC M1601.4.6 — not an IECC table invented for tape.
R403.3.3.1 — effective R-25 on the performance path
Where using the Total Building Performance option in R401.2.2 (Section R405), sections of ducts that are installed in accordance with R403.3.3, located directly on or within 5.5 inches (140 mm) of the ceiling, surrounded with blown-in attic insulation having an R-value of R-30 or greater, and located such that the top of the duct is not less than 3.5 inches (89 mm) below the top of the insulation, shall be considered as having an effective duct insulation R-value of R-25.
This credit is not a prescriptive R-value-path substitute and not a leakage exemption. It is a modeling R-value for qualifying deeply buried sections on the R405 path. Batts stuffed beside a trunk do not meet surrounded with blown-in. A duct whose top is 2 inches below the insulation surface does not meet 3.5 inches. The 5.5-inch ceiling proximity and the 3.5-inch cover are both required.
Plans review and inspection
- Mark every supply and return as inside or outside the envelope using R403.3.2, not using a brochure phrase.
- Diameter is a field measurement. Six-inch and larger runs outside conditioned space need R-8.
- Buried-attic claims need R-8 (or R-13 supply in 0A–3A), the R-19 sandwich, the air handler inside, and the 1.5 cfm/100 sf to-outside number if option 2 is the inside-space claim.
- Under-building ducts need R403.3.1 insulation or a listed R-value equivalency label.
- Do not grant a testing skip from this section. Location changes wrap and the later numeric limit. Testing is Section 9.3.
