4.1 Building Thermal Envelope, Conditioned Space & Low-Energy Exceptions (R402.1)

Conditioned space and the envelope boundary

The building thermal envelope is the set of basement walls, exterior walls, floors, roofs, and other building elements that enclose conditioned space or that form the boundary between conditioned space and unconditioned or exempt space. Conditioned space is an area, room, or space enclosed within that envelope and directly or indirectly heated or cooled.

Direct conditioning is the easy case: a supply register, a hydronic loop, a ductless head, or a dedicated heater in the room. Indirect conditioning is the field trap. A space is still conditioned when it communicates through openings with conditioned rooms, when it shares uninsulated walls, floors, or ceilings with conditioned space, or when it contains uninsulated ducts, piping, or other sources of heating or cooling.

Score the boundary before you score the insulation:

  • A finished basement with supply air is conditioned. The basement walls are envelope. The slab is an envelope assembly when later R402.2 slab rules apply (surface less than 12 inches below grade).
  • An unvented crawl that is brought inside the envelope, with the floor overhead left uninsulated, is not an "unconditioned leftover." Crawl-wall insulation from the tables applies.
  • An attached garage with no space conditioning, and with the house-to-garage wall and the ceiling over the garage insulated and air-sealed, is unconditioned. The envelope is those common assemblies and their doors and windows — not the garage overhead door.

Do not swap the 2021 table numbers. Table R402.1.2 is the U-factor table. Table R402.1.3 is the R-value table. That pairing is the reverse of some 2018 sheet notes still circulating in permit packets, and it is a favorite distractor.

1.2 No conditioned space. Those that do not contain conditioned space. A true storage wing, an unconditioned attic that is outside the envelope, or an unconditioned attached barn can qualify — but only with the same complying separator.

The separation sentence is what fails in the field. A "storage wing" with a wide cased opening into the kitchen is not separated. A bonus room over a garage that shares an uninsulated floor with a heated hallway is not an unconditioned portion. The excepted space must be cut off by walls, floors, and ceilings that themselves meet R402.1.1 through R402.1.5 (U-factor, R-value, or Total UA as documented). Those separating assemblies are envelope even though the low-energy side is not required to be insulated as conditioned space.

Portions, not only whole buildings, may use the exception. A conditioned dwelling with an attached unconditioned workshop is routine if the dwelling-workshop wall is a complying envelope. A whole house heated to the R302.1 heating design temperature cannot be labeled low-energy by painting "storage" on the plans.

Exception 2: log homes (ICC 400)

Log homes designed in accordance with ICC 400 (the ICC Standard on the Design and Construction of Log Structures) are excepted from the R402 building thermal envelope provisions. ICC 400 is a different log-wall and thermal-mass methodology. The exception is not "any house with exposed wood" and not "solid timber automatically passes Table R402.1.3." If the project is not a log home designed to ICC 400, use the wood-frame or mass-wall rows in the 2021 tables. Mass walls are defined later in R402.2.5 and can include solid timber and mass timber — that is a table path, not the log-home exception.

On a plans item, look for an explicit ICC 400 design statement. If it is missing, score the walls against Table R402.1.2 or Table R402.1.3.

R402.1.1 vapor retarder

Wall assemblies in the building thermal envelope shall comply with the vapor retarder requirements of Section R702.7 of the International Residential Code or Section 1404.3 of the International Building Code, as applicable. R402.1.1 does not reprint Class I, II, and III tables.
