NFPA 470 (2022) JPR 11.4.2 is the implementation task: don, doff, and work in technician-level PPE. OSHA 1910.120(q)(6)(iii)(D) still applies — selecting the ensemble in 6.1 is useless if you assemble it in the wrong order or peel it off in the product. 1910.120(g)(5) even writes donning and doffing procedures into the employer’s PPE program. Order is not academy theater. It is how the barrier becomes a barrier, and how contamination stays on the suit instead of on your airway.

Two rules sit over every sequence your department publishes:

  1. Don in a clean area (cold zone / designated donning area) with a buddy, medical check, and communications check before the entry clock starts.
  2. Doff as a contamination-control procedure in the warm zone along the technical decontamination corridor. Never doff in the hot zone except a life-threatening emergency (collapse, catastrophic suit or SCBA failure that will kill you faster than you can reach the corridor). Even then, moving the wearer a few yards to decon is usually better than a panic strip in the cloud.

Manufacturer instructions and the department standard operating procedure (SOP) win over any generic list. What follows is the technician-level pattern that CDP PER-272 and similar academies practice for a totally encapsulating Level A suit with SCBA worn inside the suit. Use it as the mental model the written exam expects, then follow the zipper and ring system you are actually issued.

Level A don → work → technical-decon doff (technician view)

Before the suit. Photo identification is how CDP and Texas A&M Engineering Extension Service (TEEX) get you onto the skills floor; it is also how many Pro Board sites check that the person in the suit is the candidate on the roster. Clean-shaven where the facepiece seals to skin is not a style note. OSHA 1910.134(g)(1)(i) prohibits facial hair that comes between the sealing surface of the facepiece and the face, or that interferes with valve function. A seal check that fails on a goatee fails the skills station and is an illegal entry in the field.

Pre-entry: vitals / medical screening per the safety officer, hydrate while you can still drink, remove jewelry and badges that can puncture CPC, and inspect the suit, gloves, boots, visor, zipper, exhaust valves, and SCBA. A buddy who skips inspection is not a buddy.

Level B (splash clothing, SCBA usually outside the suit) is faster to don and easier to talk in, but it is still buddy-assisted: inner gloves, suit, boots, SCBA, facepiece seal, outer gloves, communications, inspection. Do not treat Level B as “street clothes plus a bottle.”

Working in the ensemble

Encapsulating PPE is a confined space you wear. Expect:

  • Limited vision. Visors fog, scratch, and cut peripheral view. Walk; do not run. Point at what you mean; do not assume your buddy saw the same drip.
  • Limited dexterity. Triple-glove fingers will not finger a tiny set-screw the way a classroom demonstration did in nitrile only. Choose tools and kit components in the cold zone that you can actually operate in the suit you selected.
  • Limited duration. Rated SCBA time is reduced by work of breathing, heat, and the psychological load of a closed suit. When the low-air alarm sounds, leave — the patch can wait for the next team.
  • Communications. Voice through a facepiece and suit is muffled. Use the issued radio (often a speaker mic or in-suit system) and pre-briefed hand signals. Loss of communications is a reason to abort, not a reason to “just finish the valve.”
  • Positive-pressure suit issues. Exhaust from the SCBA into a gas-tight suit inflates the garment. Overpressure helps resist inward leakage, which is the point of 1910.120(g)(4), but too much ballooning stresses zippers and seams, reduces mobility, and raises trip-and-tear risk. A tear, open flap, or failed exhaust valve is not “still fine because the suit is positive-pressure.” Report it and withdraw through decon. Kneeling on sharp chime rings, dragging the visor across a handrail, or over-inflating until the zipper creep-opens are classic ways technicians convert a good selection into a failed barrier.

Stay in visual or radio contact with your buddy. Periodically check the partner’s zipper flap, glove rings, visor, and air gauge — OSHA’s own interpretation of the buddy role includes observing for chemical, heat, or other exposure and checking PPE integrity. If you cannot see or hear your partner, you do not have a buddy system; you have two people who happen to be nearby.

Doffing is decontamination, not undressing

Walk this at technician level without turning it into the full decontamination chapter (methods, solutions, and corridor design live there).

The entry team approaches the warm-zone technical decon corridor still on air. Tools go in a drop/tool-wash area so a chlorine kit wrench does not ride into the clean end. Gross rinse knocks off bulk product while the suit is still closed. Outer glove and boot-cover stations come off before the suit is opened so the wearer is not pulling dirty outer gloves across the visor. Decon assistants open the suit from the back or per the manufacturer’s zipper path; the wearer does not self-strip in a way that drags the contaminated outer surface over the mouth. Step out of the suit backward or as drilled. SCBA and facepiece stay on until the SOP’s clean-side point — commonly until the wearer is out of the garment. Inner gloves come off last among the hand layers. Then medical / rehabilitation, not a walk back to the engine cab in a sweat-soaked T-shirt as if the job were over.

If a wearer drops in the hot zone, that is a rescue plus decon problem, not permission for everyone else to unzip beside the leak. Emergency doffing is for the patient who will die in the suit before you can move them, and even then you are managing a contaminated airway — which is why backup personnel under 1910.120(q)(3)(vi) stand by with equipment ready.

Scenario: Level A chlorine-kit entry

Two technicians are assigned to apply a kit on a one-ton container. They don in the cold zone with a third member as suit assistant: inner gloves, SCBA, facepiece on air, zipper closed, outer gloves at the rings, radio check, overpressure look. They work slowly at the valve with the visor fogging and glove dexterity poor; they do not pull the facepiece to “talk clearly.” When the low-air alarm hits on the first wearer, both withdraw together to the decon corridor — loss of a partner, low air, or a tear are exit criteria, not hero criteria. They never doff at the ton container. Assistants rinse, pull outer gloves, open the suit, and send them to rehab. That is 11.4.2 in one picture: don as a system, work inside the limits, doff as contamination control.
