Achievable is the technician trap. “Stop the leak in 10 minutes with Chlorine Institute Kit A” is not achievable if Kit A is 40 minutes out, you have two technicians and no decon, or the container is a ton container that needs a different kit. 11.3.1 says tactics are identified given available resources.
