Group versus Branch is span-of-control language, not prestige. A Group is functional (Hazmat Group Supervisor reports to the Operations Section Chief). Unified Command is how a highway chlorine leak stays legal when law enforcement owns traffic and evacuation orders, EPA or the state environmental agency owns discharge reporting and cleanup authority, the facility owns process knowledge and remote valves, Emergency Medical Services (EMS) owns patients, and fire/hazmat owns the leak. Unified Command is still one IAP and one set of objectives. It is not five ICs giving five radio orders. Technicians brief into that structure through Operations.

Scenario: first-due officer, then the team, then Unified Command

Dispatch reports a leaking one-ton chlorine container at a water plant. The first-due captain becomes the OSHA “senior official” and IC, isolates, and requests hazmat. When the technician team arrives, the IC does not hand the white helmet to the person with the kit. The Operations Section (or the IC if Operations is not yet staffed) assigns a Hazmat Group Supervisor. Technicians fill entry, backup, decon, research, and monitoring. The IC designates a Safety Officer; an ASO-HM walks with the Group. Plant operations, law enforcement (road closure), and EMS join Unified Command. The technician who patches the valve reports progress; the technician does not expand the hot zone, invite the news camera, or cancel decon because “we’re almost done.”
