Technician test items mix three languages: a consensus standard, a federal emergency-response rule, and a risk-based process. If you can name all three — National Fire Protection Association (NFPA) 470 (2022), OSHA 29 CFR 1910.120(q), and APIE-T — you can place almost any introductory question. If you only remember “HAZWOPER 40,” you will miss items that look easy.

NFPA 470 (2022): one book instead of three

NFPA 470, Hazardous Materials/Weapons of Mass Destruction (WMD) Standard for Responders, 2022 edition, is the current professional-qualification and competency document for this exam. It consolidated three earlier standards:

  • NFPA 472 — competencies for responders
  • NFPA 473 — competencies for emergency medical service personnel
  • NFPA 1072 — professional qualifications (the JPR book many academies still quote from habit)

Technician JPRs are Chapter 11. Awareness is Chapter 5. Operations is Chapter 7. The Pro Board list updated 08-20-2024 tests Technician on Chapter 11 with Chapters 5 and 7 as prerequisites. Trap: citing NFPA 1072 Chapter 7 as if it were still the standalone current professional-qualification document. Chapter 7 of 1072 was the technician JPR chapter in that older book. In 470/2022, Chapter 7 is Operations and Chapter 11 is Technician. TEEX HAZ020’s catalog still cites NFPA 1072 Chapter 7 beside 29 CFR 1910.120(q)(6)(iii); that is a legacy label on a current course, not proof that 1072 remains the live standalone standard. When an item asks for the current technician chapter, answer NFPA 470 (2022) Chapter 11.

OSHA HAZWOPER: (q) is not (e)

Hazardous Waste Operations and Emergency Response (HAZWOPER) is OSHA 29 CFR 1910.120. The section has more than one job inside it, and mixing them is a high-yield error.

  • Paragraph (e) trains hazardous-waste site workers — cleanup at uncontrolled hazardous waste sites. The well-known 40-hour “HAZWOPER” course plus three days of field experience is (e)(3)(i) for general site workers. That course does not make you a fire-service hazardous materials technician and does not replace NFPA 470 Chapter 11 skills.
  • Paragraph (q) trains emergency response to releases without regard to location. Fire-department hazmat teams live here. Technician requirements are (q)(6)(iii): at least 24 hours equal to first responder operations level AND competency in (A) through (I). The employer shall so certify.

Write this on a flashcard: 40-hour HAZWOPER cleanup ≠ emergency-response technician. A refinery firefighter can hold both; they are different legal boxes. Exam stems that mention Superfund cleanup, the National Priorities List, or “general site worker” are pointing at (e). Stems that mention a leaking cargo tank on the interstate, a chlorine valve at a treatment plant, or “stop the release” are pointing at (q).

Those nine letters are why later chapters exist. They are also why 24 hours is not a typical academy length: fire-service courses of 40–80 hours (CDP PER-272, TEEX HAZ020, IAFF) are how departments actually build (A)–(I) plus NFPA 470 Chapter 11 JPRs.

EPA, DOT/PHMSA, and SARA Title III/EPCRA — the surrounding law

You do not need a law-school map, but you do need to know who owns which problem.

  • The U.S. Environmental Protection Agency (EPA) is the environmental-cleanup and Superfund/RCRA neighbor of HAZWOPER site work. EPA interest rises when product hits soil, water, or a listed waste site. It does not write NFPA 470 JPRs.
  • The U.S. Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) owns transportation of hazardous materials: placards, labels, shipping papers, and the Emergency Response Guidebook. The current guidebook is the ERG 2024. First-due isolation distances in the orange guides are operations tools; technicians still use the ERG, then go further with instruments, SDS, and container analysis.
  • Superfund Amendments and Reauthorization Act (SARA) Title III, also called the Emergency Planning and Community Right-to-Know Act (EPCRA), drives Local Emergency Planning Committees, facility reporting, and community right-to-know. Your employer’s ERP should connect to that local plan. EPCRA does not set the 100-question written length or the 70% passing score.

On a test item, pick the smallest correct owner: PHMSA/ERG for a placarded truck on the highway; EPA for a Superfund cleanup worker’s 40-hour (e) course; OSHA (q) for the fire-department technician stopping a release; NFPA 470 Chapter 11 for Pro Board/IFSAC professional qualification.

APIE-T: the process that maps onto Chapter 11

The International Association of Fire Fighters (IAFF) and NFPA-based programs teach a risk-based process: Analyze, Plan, Implement, Evaluate, Terminate (APIE-T). It is not a fourth law. It is the order of work that NFPA 470 Chapter 11 already uses:

Some older pocket cards stop at APIE (four letters) and fold termination into evaluate. This exam path includes Terminate as its own JPR block (11.6) and OSHA lists termination as competency (H). Do not skip the last letter. Evaluate asks “is the leak actually stopped?” Terminate asks “have we documented, debriefed, and handed the scene off?” They are sequential, not synonyms.

A chlorine ton-container incident run through APIE-T looks like this. Analyze: identify chlorine, read the container and valve, estimate downwind impact. Plan: offensive objective to kit the valve, Level A or other selected ensemble, technical decontamination corridor, backup team. Implement: make the entry, control the leak, decontaminate. Evaluate: monitoring and visual check confirm the release has stopped; if not, withdraw and re-plan. Terminate: logs, exposure records, after-action notes, and return of the facility to the responsible party. That five-step spine is how Chapter 11 items are written even when the question never prints the acronym.

Keep the consolidation trap and the (q) versus (e) trap in the same mental folder. The current book is NFPA 470 (2022). The current technician chapter is 11. The emergency-response law is 1910.120(q). The 40-hour site-worker course is 1910.120(e). The process is APIE-T, mapped to 11.2–11.6. Everything else in this guide hangs on those four sentences.
