16.1 Evaluating and Reporting Progress

Chapter 15.3 built the Incident Action Plan (IAP). This section is the honesty check. A kit on the valve is not proof the leak stopped. A corridor that moved people is not proof they are clean. A four-gas meter that read 40 percent of the lower explosive limit (LEL) twenty minutes ago and still reads 40 percent LEL is not “we need more time in Level A.” It is a failed plan. Occupational Safety and Health Administration (OSHA) 29 CFR 1910.120(q)(6)(iii) (eCFR current through 2026-08-19) already required you to implement the employer’s emergency response plan, function in Incident Command System (ICS), select PPE, perform control, and implement decontamination. 11.5.1 is how you know those verbs actually worked.

Compare actual conditions to the IAP — not to hope

11.5.1 given: a hazardous materials/WMD incident, results of the incident analysis, an assignment, current incident conditions, tactics taken, and approved communication equipment. The outcome is four verbs: compare, determine effectiveness, modify, communicate.

Predicted behavior came from 11.2.4 (predict material and container behavior) and the endangered-area estimate in 11.2.5. Improving, static, or deteriorating is the three-word status language NFPA 11.5.1 requisite knowledge expects you to use. Improving means the control function is buying the objective. Static means the problem is not spreading and not shrinking — still a reason to change the tactic if the objective was “stop the leak,” not “admire a steady cloud.” Deteriorating means withdraw, escalate, or both.

Do not reverse APIE-T. If the container is behaving worse than predicted (pressure climbing, flame impingement you did not brief, a second leak), you are back in Analyze and Plan, not in “try the same patch harder.”

Control functions: leak, dike, cloud — TEEX’s skill

TEEX lists evaluate effectiveness of control functions as its own technician objective, next to offensive control and decon. Control functions are the tactics from Chapters 9 and 10: confinement (dike, dam, divert, retain), containment (plug, patch, chlorine kit, dome clamp, overpack, transfer). Evaluation is not a second control chapter. It is the test of those tactics.

Ask observable questions the Incident Commander (IC) can quote:

  • Is the leak slowing or stopped? Listen, look, then confirm with the same instrument, same location, same lamp or sensor you used before the tactic.
  • Is the dike holding? Freeboard left? Seep at the toe? Product heading for a culvert you did not staff?
  • Is the vapor cloud shrinking? Wind shift can move a cloud without shrinking it. A smaller footprint upwind after a wind reversal is not success.
  • Did pressure, liquid level, or sound change the way GEBMO (general emergency behavior model) said it would after you closed the valve?

If the answer is no, 11.5.1 requires you to modify tactics. Modification is a menu, not a personality trait: different kit, more confinement downstream, remote valve, foam, defensive isolation, or non-intervention. Freelancing a second wooden plug because the first one failed is not a modification of the IAP. It is the same tactic with more hope.

Decontamination: connect to Chapter 8 — do not repeat it

Chapter 8.3 already taught the bundle: visual, instrument survey, symptoms, wipe/swipe when indicated, and no secondary contamination in the cold zone or the ambulance. OSHA 1910.120(k)(2)(iv) assigns monitoring of decontamination procedures to the site safety and health supervisor and requires correction of deficiencies. 11.4.5.1(B) and 11.4.5.2(B) make evaluating mass and technical decon a technician skill.

On this page the point is IAP-level: if decon is not effective, the entry and victim-handling tactics are not finished, even if the leak is patched. You do not terminate into a dirty cold zone. You do not send a still-alarming suit to rehab because “the stations are done.” Send the wearer back or isolate, change the method, and report that the decon tactic is being modified — the same 11.5.1 communicate verb as a failed dike. There is no national OSHA “clean PID” number; action levels are AHJ-, site-, and instrument-specific. That sentence lives in 8.3. Do not invent a new one here.

Entry time, air, and heat are part of “is the tactic working?”

A chemically correct ensemble can still lose the entry. Chapter 6.3 taught heat stress, work/rest, and the buddy system. OSHA does not publish a single national “20 minutes on, 20 minutes off” table for chemical protective clothing. Do not invent one. What is testable is that work-mission duration, remaining self-contained breathing apparatus (SCBA) air, and heat are limits the IAP already accepted.

If air, heat, or the buddy system is failing, the control function is irrelevant. You do not “finish the patch” with one technician, 400 psi, and a partner on a knee. That is how 11.5.1 and 11.4.1 both fail at the same time.

Trends over time — the 40 percent LEL trap

One reading is a snapshot. 11.5.1 requisite knowledge includes resources for identifying improving, static, or deteriorating conditions. That means repeatable monitoring: same instrument class, documented location, time stamps, and a comparison to the IAP action level — the skill Chapter 12.3 started. A technician who reports “LEL is 40 percent” without when, where, and compared to what has not evaluated progress.

The exam sentence is deliberate: “We’ve been in 20 minutes and the LEL is still 40 percent.” That is not permission to stay because you have air left. Forty percent LEL is already a serious fire/explosion problem in most AHJ action-level schemes, and static after a fifth of an hour means the offensive tactic did not change the atmosphere. Trying harder in the same PPE with the same control is how people ride a flammable cloud until the cylinder bell rings. The correct 11.5.1 path is withdraw, tell the IC the tactic failed, and modify: more ventilation from a safe location, a different control, more isolation, or non-intervention until the atmosphere changes.

Safety’s stop-work authority under OSHA 1910.120(q)(3)(viii) still applies: IDLH or imminent danger — alter, suspend, or terminate those activities and immediately inform the individual in charge of the ICS. A technician who “just needs five more minutes” after Safety has suspended the entry is freelancing against (q)(6)(iii)(C).

Report through ICS — not a side channel

11.5.1 does not say “think about it.” It says communicate the status of tactics. 11.4.1 already required reporting observations to the hazardous materials branch director or group supervisor, the Operations Section Chief, or the IC. Evaluation uses the same pipe.

Formal progress in NIMS is not a novel:

  • Verbal status to the Hazmat Group Supervisor on the tactical channel: product, tactic, improving/static/deteriorating, remaining air, next action needed.
  • Safety Officer / Assistant Safety Officer — Hazardous Materials gets heat, IDLH, and decon-failure traffic immediately — not after the press briefing.
  • ICS 214 (Activity Log) and monitoring logs time-stamp the trend so the next operational period does not guess.
  • Updates to ICS 208 HM (Site Safety and Control Plan) and ICS 202 objectives when the tactic or the zone map changes.

A technician who only tells a partner on a private channel has not reported. A technician who waits until termination to mention that the dike was overtopping for an hour has not evaluated.

Continue, modify, withdraw, or escalate — then loop

The evaluate loop is closed:

  1. Monitor (instruments, visual, entry times, air, heat, decon checks).
  2. Compare to IAP objectives and predicted behavior.
  3. Continue if objectives are being met and limits are intact.
  4. Modify tactics or escalate resources if progress is partial or the prediction was wrong.
  5. Withdraw if the plan is failing, limits are expiring, or Safety has stopped the job.
  6. Terminate emergency operations only when the scene is stabilized and hazards are controlled — that handoff is Section 16.2 / JPR 11.6.1, not a substitute for 11.5.1.

If you remember one sentence: compare the scene to the IAP; if the leak, the dike, the cloud, decon, air, or heat is not doing what the plan required, change the tactic or leave — do not try harder in the same PPE.
