Chapter 9, Emergency or Incident Response, is what you do if the jug splits. Chapter 11 adds closed systems and containment pads. This section stays on open mixing and loading and on the anti-siphon overlap with Georgia's Anti-Syphon Device Act (O.C.G.A. § 2-1-4) and Rule 40-23 (prevention of ground and surface water contamination). Do not confuse this Georgia Department of Agriculture commercial applicator exam with Structural Pest Control Commission Certified Operator credentials (HPC, WDO, or FUM).

Mix and load on an impermeable pad away from wells, ditches, and storm drains

National Core teaching is to mix where you can see and recover a spill. The professional picture is a dedicated impermeable pad: sealed concrete or another liquid-tight surface, a berm or curb, and a sump or recovery tank. Product that leaves a cracked jug should hit a surface you can wash into a recoverable pit — not sand, not a grass strip, not gravel over a Coastal Plain wellhead.

Place that pad away from wells, ditches, creeks, ponds, tile inlets, and storm drains. Georgia sands south of the Fall Line move water downward. A Piedmont clay hill still sheets into a roadside ditch that reaches a tributary of the Flint or the Chattahoochee. A Category 24 crew that mixes on the asphalt next to a Peachtree City curb inlet is mixing over a storm sewer. A peanut crew that sets jugs on the pivot road because the well house is convenient is mixing next to drinking-water infrastructure.

If you must mix in the field, choose high, level ground, keep the job small, set jugs and the induction hopper in a portable containment tray, and stay off wellheads and ditch banks. This guide will not invent a Georgia-foot setback. If the label names a distance to wells or surface water, that distance is the law. Rule 40-23 is the state's water-protection overlay; it does not authorize mixing in a drain.

Stock the pad: extra chemical-resistant gloves and an apron, absorbent, a shovel and broom, bags or drums for debris, soap, water, towels, eyeflush if the label requires protective eyewear, and the SDS plus a spare label. An empty pad with a pretty curb and no kit is a stage, not a control.

Air gap, anti-backflow, and the submerged-hose trap

The most-tested mix/load water error is putting the fill hose below the tank liquid surface. If well pressure drops, a pump fails, or a hydrant is shut, the hose becomes a siphon. Spray mix travels back into the well, the pond, or a public water line. You cannot triple-rinse a contaminated aquifer.

Keep an air gap: the discharge end of the hose stays above the tank opening and above the liquid. Never rest the hose in the mix to cut splash. Manage splash with a slower fill, a tank lid, a deflector, or an induction hopper. An anti-backflow device (check valve, reduced-pressure-zone assembly, or another device the water utility or well code requires) is a mechanical backup. It does not make a submerged hose legal or safe.

Chemigation is a related Georgia statute, not the same hardware picture. O.C.G.A. § 2-1-4 requires irrigation systems used to apply fertilizer, pesticide, or chemicals to have anti-siphon protection: a check valve and a low-pressure drain between the pump and the injection point. Using an unequipped system is unlawful. The administrative penalty is up to $1,000 per violation. That is a Category 21 pivot injecting into cotton or peanut irrigation water. Filling a trailer sprayer from a well with a garden hose is the mix/load back-siphon problem. Both protect water. Do not tell the exam they are interchangeable devices.

Do not drop a suction hose into a creek or irrigation ditch to fill the tank. You can import sediment, weed seeds, and pesticide residues, and you can create a siphon path. Use a dedicated water source with a gap or approved backflow protection. Never leave a filling tank unattended. Overfill is a spill. Foam running to a Cobb County storm drain is a surface-water incident.

Measure accurately and wear the mix/load PPE column

Measure with dedicated pesticide cups, jugs, or a scale. Do not guess. Do not use a kitchen pitcher. Read liquids at eye level. Tare dry products. Rinse the measuring device into the tank so leftover concentrate is not the next handler's dermal dose. Open containers away from the face, with wind carrying dust and vapor away from you. Do not tear powder bags with your teeth. Recap immediately.

PPE for mix and load is often stricter than for application. Many labels add a chemical-resistant apron, chemical-resistant gloves, protective eyewear or a faceshield, and sometimes a respirator, only in the mixers/loaders statement. Follow that column, not the long-sleeved shirt that was enough yesterday behind a boom. A July Tifton pad at 95°F does not authorize deleting the apron. Manage heat with shade, water, rest, and earlier start times (Chapters 8 and 9 of this guide). Paraquat and other high-hazard products add product-specific training before anyone mix/loads — Chapter 15 — and they may also require a closed system (12.2).

Fill the tank about one-half to two-thirds with carrier, start agitation, add measured products in the compatible order taught in 7.3, then top off. Never pour two undiluted concentrates together in an empty tank.

Picture a Category 24 lawn-care shop in Marietta loading three tanks before a commercial-turf route. The tempting rinse point is the parking-lot storm inlet. That inlet is surface water once it leaves the curb. Mix on the shop's impermeable pad, recover rinsate into the next tank if the label allows that use, and keep measuring cups dedicated to pesticide. A kitchen pitcher from the break room is how a child later drinks from a cup that still holds 2,4-D film.

Picture a cotton nurse tank in Terrell County topping off a high-clearance sprayer. The operator walks away to take a phone call while the water runs. The tank overflows toward the turn-row ditch. That overflow is a spill (12.3) and a recordable unexpected occurrence under Rule 40-21-5. Stay with the fill. If the operation injects pesticide into a pivot, O.C.G.A. § 2-1-4 still requires the check valve and low-pressure drain on that irrigation system — filling the sprayer correctly does not equip the pivot.

Trap: treating chemigation anti-siphon and mix/load air gap as the same device. One is a pivot injection statute; the other is a hose-in-the-tank physics problem. Trap: mixing on the well pad because the hose already reaches. Distance from the well is the point. Trap: wearing application PPE at mix/load. Read the mixers-and-loaders statement. Trap: kitchen utensils and guessed volumes. Wrong rate is a label violation and a crop or drift problem. Trap: leaving the tank to fill itself. Overfill reaches the drain you thought you were far from.
