Georgia Rule 40-21-3-.01 lists Application Techniques as the seventh General Standards domain for every commercial category. The rule does not hide the sub-topics. You must show practical knowledge of (i) methods used to apply formulations, solutions, and gases, and which technique fits a given situation; (ii) the relationship of discharge and placement to proper use, unnecessary use, and misuse; and (iii) prevention of drift and pesticide loss into the environment. The National Pesticide Applicator Certification Core Manual, Chapter 11 (Pesticide Application Procedures), is the methods chapter that fills those three bullets. Placement before gadgetry
Placement is where the pesticide is supposed to finish: on foliage, on the soil surface, mixed into soil, on bark, in a volume of air, or in irrigation water. The method is how you get it there. Discharge is how much leaves the nozzle, hopper, or injection pump. Rule 40-21-3 ties those three ideas together because a perfect gallon-per-acre number is still misuse if the product lands on the wrong surface. A peanut herbicide labeled for soil incorporation is wasted—and is a label violation—if you mist it onto peanut leaflets and drive away. Unnecessary use is a placement problem as well as an IPM problem. Broadcasting an insecticide across an entire pecan block when the pest is confined to a border row is legal only if the label allows that broadcast—and it is still a poor placement decision that puts extra mass into the air next to a soybean field. The exam will ask you to name the method. Professional practice asks whether that method was the smallest legal placement that still controlled the pest.
Broadcast
Broadcast application covers the entire target area at a uniform rate. A Category 21 high-clearance sprayer treating every inch of a Terrell County cotton field is broadcast. A Category 24 boom covering an entire soccer pitch in Cobb County is broadcast. Granular spreaders broadcast too. Choose broadcast when the pest occupies the whole area and the crop, turf, or site can tolerate the product everywhere the boom or spreader travels.
Broadcast is efficient. It is also the method that creates the largest moving spray sheet, so the mass available for particle drift scales with boom width, boom height, and wind. A broadcast foliar insecticide over blooming pecans is a pollinator and neighbor problem even when the rate is labeled. Broadcast is not automatically wrong. It is the method you must be able to justify when a band, directed spray, or spot would have put less product into the air.
Band
Band application treats a strip—commonly the crop drill, a tree row, or a vegetation strip under a guardrail—and leaves untreated ground between bands. Cotton and peanut preemergence herbicides are often banded over the row so the middles stay untreated or receive a different program. Banding can cut the pounds of product per field acre compared with broadcasting the same band concentration across every square foot. That is a discharge-and-placement decision Rule 40-21-3 wants you to understand: less treated area means less pesticide available to move off-site.
Calibration is not optional trivia. Band width and row spacing change how much product the field actually receives. Reporting a banded concentration as if it were a broadcast field-acre rate is how growers over-apply. Chapter 13 works the math. This chapter’s exam point is simpler: band is not broadcast.
Directed sprays
A directed spray aims nozzles at a specific plant part or at weeds, and away from sensitive crop tissue. Post-directed cotton herbicides under a hood, drop nozzles along a peanut row, a shielded spray on pecan suckers, and a Category 27 right-of-way treatment aimed at brush rather than at the desirable grass are directed applications. Directed sprays exist because the crop and the pest do not share the same tolerance. A hood is a placement tool. It does not cancel wind, a temperature inversion, or a volatile active ingredient.
Basal
Basal application places herbicide on the lower bark of woody stems, often the bottom 12 to 18 inches including the root collar, so the product enters vascular tissue. Category 23 forestry and Category 27 right-of-way crews use basal treatments on individual stems that would be wasteful to broadcast. Many basal labels use an oil carrier so the product penetrates bark. Basal is still off-target if you drench soil into a ditch, splash a desirable tree, or treat bark that sheds onto a sidewalk. Directed and basal are related: both aim. Basal names the plant part.
Soil application and soil incorporation
Soil application puts pesticide on the soil surface: many preemergence herbicides, some insecticides, some residual products on turf. Soil incorporation mixes that surface application into a labeled depth with tillage, irrigation, or rainfall. If a peanut herbicide must be incorporated and you leave it on a hot, windy soil surface, the product can volatilize or leave as treated dust. That is pesticide loss into the environment—the third Application Techniques bullet—not a weather inconvenience.
Do not confuse incorporation (mixing a soil-applied product into soil) with chemigation (injecting pesticide into irrigation water that then moves onto foliage or into the profile). Water is a carrier in both stories only if the label says so.
Spot
Spot treatment treats only the patches that have the pest: a thistle clump in forage, a fire-ant mound, a grub circle in turf, a single knotweed cane on a right-of-way. Spot treatment reduces treated area. Some labels allow a higher concentration on a spot than on a broadcast acre. That permission is not a license to treat the entire lawn at the spot rate. A Category 24 technician spraying “just the weeds” along a client’s tomato garden still discharges droplets that can leave the target. Spot is a method. It is not an exemption from 14.2.
Foliar
Foliar application deposits pesticide on leaves and often stems. Coverage, canopy penetration, and droplet size decide whether a contact fungicide or a foliar insecticide actually reaches the pest. Systemic foliar products still need enough leaf contact to be taken up. Foliar is placement, not a synonym for broadcast: you can foliar-broadcast a cotton insecticide, foliar-band a row, or foliar-spot a pecan shoot. High pecan canopies in southwest Georgia put nozzles farther from the ground than a cotton boom, which increases the time droplets can move off-target toward a neighboring soybean or vegetable field.
Space spray
A space spray treats a volume of air so droplets contact flying insects. Greenhouse aerosols, some indoor flying-insect jobs, and outdoor mosquito adulticiding are space sprays. Space sprays use relatively small droplets on purpose so those droplets remain airborne long enough to meet mosquitoes. That is the opposite droplet philosophy of a herbicide boom that is trying to fall onto weeds. Do not import a “coarse droplet always” rule into a labeled mosquito space treatment, and do not import a ULV droplet into a cotton herbicide tank.
ULV and Category 41
Ultra-low volume (ULV) applies a very small total liquid volume per acre, often as a concentrated formulation through specialized nozzles or rotary atomizers that produce a narrow spectrum of small droplets. Georgia Category 41 Commercial Mosquito Control is the ULV fact pattern the General Standards exam expects you to recognize even if you sit for Category 21 or 24 as your major category. Truck-mounted and aerial ULV adulticides are labeled space treatments for mosquitoes. Small droplets drift by design. The legal control is the label’s site, pest, droplet, and weather limits—not a belief that “ULV uses so little liquid it cannot matter.” ULV is not a trick for reducing carrier volume in a herbicide boom.
Chemigation and O.C.G.A. § 2-1-4
Chemigation applies a pesticide through an irrigation system. A center pivot injecting a labeled insecticide or herbicide on cotton or peanuts is the Category 21 picture. Chemigation is a labeled method. If the label prohibits chemigation, injection is illegal even if the well water is convenient.
Georgia then overlays a water-protection statute you already met in Chapter 10. Rule 40-23 adds vacuum relief, dimensions, maintenance, and a ban on defeat valves. Filling a trailer sprayer with a garden hose is the mix-pad air-gap problem (Chapter 12). Equipping a pivot is the chemigation statute. Do not tell the exam they are the same device.
Injection upstream of the check valve, or a gate valve that defeats the low-pressure drain, is the failure mode the Act exists to stop. Chemigation placement follows the water: a pivot can wet foliage or push product into the soil depending on nozzle package and run time. [!IMPORTANT] Rule 40-21-3 does not ask you to memorize a nozzle catalog. It asks whether the method matches the formulation and the situation, whether discharge was necessary, and whether you prevented loss into the environment. Wrong placement with a correct rate is still misuse.

Choose the method that places pesticide on the pest with the least unnecessary discharge. Broadcast when the pest is everywhere and the site can take it.
