Arkansas Code § 17-26-319(a) says licenses of cosmetologists, instructors, electrologists, aestheticians, and manicurists expire on the licensee's birthday on a biennial basis. Not December 31. Not the salon's anniversary. Your birthday, every two years.
§ 17-26-319(c) says the renewal application shall be filed and the fee paid not later than thirty (30) days following that expiration date. Thirty days is a filing window after the birthday expiration. It is not permission to keep booking clients during those thirty days on an expired card.

Do not mix practitioner clocks with shop clocks. § 17-26-319(b) lets schools and establishments expire annually on December 31, biennially on December 31, or biennially on the owner's birthday together with the individual license — the owner chooses. Expired means you do not practice

After five years: Lapsed License and an exam
§ 17-26-319(e): after five (5) years from the date of its expiration, a license may be reinstated upon filing an application as the Department may prescribe, paying the examination fee, and passing the examination required by the department. ADH posts a Lapsed License Form. This is not mail $50 and skip testing. Budget for whatever exam the Department requires on that lapsed file, plus exam fees — $78 to Prov for each written exam when a written exam is required, and $65 practical on the Department table when a practical is required.
A separate statutory request: a licensee whose license lapsed for failure to renew and who is or was under a physician's direct supervision for an extended or long-term condition may request a waiver of the reinstatement fee. That is a fee request. It is not a license to work while ill without renewing, and it is not an automatic grant.
Another statutory path: the Department shall renew, on application and necessary fees, the license of a cosmetologist, manicurist, aesthetician, instructor, or electrologist who is also a veteran of war who possessed the license but permitted it to lapse. That renewal is issued without requiring examination or additional schooling. That sentence is about someone who already held an Arkansas license and is a veteran of war. It is not a substitute for ordinary out-of-state reciprocity in Chapter 16.1.
Lost card, not a new career: duplicates
Lost license: complete the Duplicate License Request Form, submit $10.00, and include a copy of your driver's license. Duplicate is a replacement print of a current credential. It is not a way to resurrect a five-year-lapsed file, and it is not a Certification of Record for a move out of state (that certification is a separate $10 online filing).
Lifetime license: both age and years, then still follow the rules
§ 17-26-319(g): a licensee who is fifty-five (55) years of age or older and has been actively engaged in the practice or teaching of cosmetology for twenty (20) or more years may apply for a lifetime license. Both gates. Age 55 with 12 years of practice fails. Age 50 with 25 years fails. The Cosmetology fee schedule lists lifetime license $50 one-time. The Lifetime License Form must be completed and notarized, with a government-issued photographic identification that includes signature and date of birth (a photographic driver's license from any state or an Arkansas photographic ID). If those items are missing, ADH says the application will not be processed and will be returned.
Receipt of a lifetime license does not exempt the licensee from complying with any applicable law or rule or from receiving a penalty for failing to comply. Lifetime is a renewal-fee status. It is not a sanitation holiday, not an inspectors-skip-this-chair status, and not permission to work in an unlicensed kitchen.
Continuing education: do not invent practitioner hours
ADH rules require eight (8) hours of continuing education for Instructor license renewal in an Instructor Training Seminar or continuing education course. That 8-hour rule is an instructor prerequisite. Current published rules do not attach that 8-hour CE requirement to manicurist practitioner renewal. Do not study a fake 10-hour nails CE number for practitioner renewal. If you also hold an instructor license, the instructor CE belongs to that card.
Act 114's temporary discount is over
Act 114 of 2023 temporarily reduced licensure renewal fees for two calendar years: January 1, 2024 through December 31, 2025. The Cosmetology hub states that beginning January 1, 2026, the renewal fee is restored to the original amount. The reduction applied to licensure fees only and did not include fines or violations.
