9.3 Signage and Hazard Identification

A sign is a communication control. Hazard identification is the wider habit of seeing what can hurt someone before it does. AFO candidates mix the two up when they think a no-diving sticker legalizes a board over a four-foot well, or when they think a yellow diamond on a drum allows hypochlorite and acid to share a shelf. This section is the operator's eye: what must be posted, what hazards you are expected to notice on a walk-through, and which control type actually reduces the risk.

Signs the public aquatic venue lives on

Depth markers and no-diving

Depth markers. Place them where bathers can read them in the water and on the deck: typically on the basin wall at or above the waterline and on the deck coping, at breaks in slope, and at maximum and minimum depths. Use contrasting colors and the units the code names (feet; some jurisdictions also want meters). If a vinyl-liner install covered the 3 FT tile, you do not have a marker. Faded paint is a missing marker.

No-diving. Shallow water and every area where head-first entry is unsafe need explicit no-diving communication. Depth numerals alone are not always enough when a teenager treats the pool like a lake. Where diving is allowed, the engineered depth and envelope must match; the sign is not the envelope.

Facility rules. Hours, adult supervision of children, no glass, no running, no animals, swim-diaper rules, and do not swim with diarrhea belong at the gate, not only in a policy manual. Rules signs fail when they are a wall of unreadably small type. Put the life-safety lines first.

Spa cautions, chemical rooms, phones, and occupancy

Spa and hot-tub cautions. Warm water plus long soaks is a medical and drowning risk. Common public-health and MAHC-style messages warn that high temperature stresses the heart, that pregnant people should consult a physician and often avoid high-heat soaks, that alcohol and drugs impair judgment, and that soaks should be time-limited. Many codes want a spa clock visible from the water so a user can actually see those minutes. A missing clock is a missing control, not a hardware wish list. Post maximum temperature if the AHJ requires it. Many commercial spas operate with a code cap such as 104°F—confirm locally rather than treating 104 as a number you invented for every U.S. county.

Chemical-room warnings. Think NFPA 704 diamond and OSHA Hazard Communication style: product identity, hazard pictograms, authorized personnel only, no smoking, and oxidizer versus acid identification. Hand-lettered CHEM on a five-gallon bucket is not a label. Full HazCom programs, SDS, and PPE are Chapter 11; your walk-through still fails a room that looks anonymous.

Emergency telephone. A working phone (or equivalent approved communication) with the facility address and emergency numbers posted so a frightened cashier can read them aloud. A dead cordless handset behind a locked office door is not an emergency phone.

Occupancy / bather load. Post the maximum bather load the AHJ accepted. Occupancy is an administrative cap with a sign; counting heads is the enforcement.

ADA-related signs (accessible routes, lift instructions) belong with Chapter 10 accessibility teaching. If you see a missing accessible-route sign on a walk-through, fix the communication gap, but do not treat this section as ADA law.

Hazard identification on a living deck

Deck, drain, chemical, exit, lighting, and weather catches

Signs are one output of hazard ID. The input is a slow walk with the authority to close.

Wet decks. Sheet flow toward a clogged drain, algae on north-facing coping, and polish on worn plaster create slip zones. A wet-floor cone after the fall is theater.

Missing or broken drain covers. Treat as an immediate closure. Entrapment and evisceration risk is not theoretical. Chapter 11 covers Virginia Graeme Baker requirements; Section 9.3 only needs you to see the cover, the fasteners, the cracks, and the sump.

Unlabeled drums and jugs. If you cannot name the liquid, you cannot store it, dose it, or spill-respond it. Relabel from the SDS and the supplier invoice, or isolate until identified.

Chlorine and acid stored together. Hypochlorite or other chlorinating oxidizers plus acid can release chlorine gas. Separation, secondary containment, and incompatible-storage rules are engineered and administrative. A do-not-mix sticker does not undo a shared shelf.

Blocked exits and gates. A jammed emergency gate, a stacked pallet of salt in front of the chemical-room egress, or a chain on a fire exit is an evacuation hazard. Weather covers piled in front of an accessible ramp are both an access problem and an egress problem.

Night lighting and underwater lights. If you operate after dusk, dark water hides drowning. Burned-out lamps, tripped GFCIs, and cloudy water at night stack. Bonding and GFCI awareness from Section 9.1 apply: a dark pool is a close, not a delay-until-Tuesday re-lamp.

Weather, especially lightning. Outdoor venues need a weather EAP: who watches radar, when to clear, how long to wait after thunder or a visible strike. Follow your published EAP and AHJ. Do not invent a national NRPA minute count in this chapter. A no swimming during storms sign supports the EAP; it does not replace a staff person with the authority to clear the deck.

Other walk-through catches: loose starting blocks, missing shepherd's crook, empty first-aid cabinet, spa water hotter than the posted limit, a slide pump suction fitting with a damaged guard, and electrical cords across a wet deck.

Inspecting the signs themselves

Build sign inspection into opening duties and into the same eye you use for drains.

  • Fade and damage. Ultraviolet light eats plastic. If a guard cannot read 3 FT from the deck, the marker failed.
  • Wrong or missing language. If your community operates in Spanish or another language and the AHJ or owner requires bilingual rules, English-only unreadably small type is a communication miss. Do not assume one national AFO language rule; follow the AHJ and the owner.
  • Missing spa clock. Time-limit warnings without a clock ask people to guess.
  • Contradiction. A no-diving sign next to a springboard over shallow water is a design problem, not a sticker problem.
  • Location. Depth markers behind a stacked chair cart, emergency-phone instructions inside a locked break room, occupancy posted only in the mechanical room.
  • Temporary signs that became permanent. Paper pool closed for fecal taped last season and still hanging this season trains the public to ignore signs.

In practice: Opening checklist includes every depth tile readable, no-diving icons present in the shallow well, spa clock running, emergency phone dial tone, chemical-room NFPA diamond intact, hypochlorite and acid in separate containments, both main-drain covers seated with the correct fasteners, and night lights tested if you will operate after sunset. Anything that fails is a repair or a close, not a note to mention at staff meeting.
