This section does not quote the copyrighted AFO Manual. It also does not pretend NRPA published a national statute that a fixed percent of flow must come from the surface. Why collect at the surface at all
Sweat, oils, sunscreen, hair, and many microbes concentrate in the top film. The 2024 MAHC annex notes that in a study of 65 pools, surface bacteria concentrations averaged about 3.4 times the subsurface concentration, which is why designers are pushed to take the majority of recirculation flow from the surface. The same annex is honest that about 30% of those pools showed the opposite pattern — which is why codes leave some operational flexibility. Operator takeaway: skim the surface on purpose. Perimeter overflow (gutter) systems
A perimeter overflow or gutter system takes water over a continuous (or near-continuous) lip around the pool. 2024 MAHC §4.7.1.4.1.1.1 says that for pools that require a perimeter overflow system, it shall extend around the entire pool perimeter except where the code itself notes exceptions. Water that goes over the lip falls into a gutter channel, then typically to a surge tank, then to the pump. Gutter systems shine when:

Skimmer systems
A skimmer is a wall box with a floating weir that skims the top film into a basket. Each skimmer is a point collector. 2024 MAHC §4.7.1.5.1.5 limits pools using skimmers to 30 feet (9.1 m) in width — a design rule, not a suggestion you ignore on a 50-meter skimmer-only basin. Skimmers must be located for effective skimming of the entire surface, away from starved recesses, and with wind direction in mind (§4.7.1.5.2).

Skimmers shine on smaller outdoor pools, seasonal facilities, and vessels where a full gutter and surge tank were never built. They struggle with heavy bather surge, wide basins, and winter: freeze in the skimmer throat is a classic crack.
Mixed (hybrid) systems
Some venues combine gutters and skimmers, or use alternative gutter technologies with in-pool surge. MAHC §4.7.1.5.1.3 addresses hybrid systems. The operator's job is the same: know which fittings are supposed to be taking water, keep weirs and grates alive, and do not throttle the surface side to make the main drain stronger.
Main drains are hydraulic fittings
The main drain (submerged suction outlet in the floor, or sometimes the wall) is not a vacuum hose to the center of the earth. It is a fitting that:
- Lets you drain the vessel for maintenance.
- Moves bottom water so the basin does not stratify.
- Provides a designed share of recirculation suction.
In normal recirculation, that share is often the smaller share. The 2024 MAHC model code (§5.7.1.1.3) says that where main drains are used, the majority of recirculation flow must come through the perimeter overflow or surface system: at least 80% surface and no greater than 20% through the main drain during normal operation. That rule is binding only where an AHJ has adopted it. Older operator classrooms may use 75%/25% as a general design heuristic, but do not substitute that heuristic for an adopted code or claim that NRPA publishes either split as a national statute.
Reverse-flow (upflow) pools are a special case: the annex says 100% of recommended circulation flow should be through the perimeter overflow, with treated water introduced at the floor. If you operate one, do not open the main drain as if it were a skimmer pool.
VGB / entrapment — operator awareness only
A main drain can trap hair or a body if the cover is missing, broken, or the sump is a single unprotected outlet. The Virginia Graeme Baker Pool and Spa Safety Act is federal law on suction outlets. Operator rules of the deck, before the full VGB chapter:
- Covers must be in place, secure, and intact. CPSC/MAHC-style daily checks include drain covers, vacuum fitting covers, and skimmer equalizer covers.
- Dual outlets (or an unblockable outlet, or an SVRS — defined later) are how modern public pools avoid a single-blockable-drain disaster. If you have two floor outlets on one suction line, both covers matter.
- Never operate with a cover off just while we vacuum.
If a cover is missing, the venue is not a little out of spec. It is an entrapment hazard. Close the affected suction, follow the AHJ, and fix the cover with the listed replacement — not a kitchen colander.
Equalizer lines
Older skimmer designs include an equalizer line: a second suction from the skimmer body to a fitting below the waterline so that if the water drops below the weir, the pump can still pull water instead of air. That fitting is another suction outlet. If it is uncovered, it is an entrapment point at child-height on the wall. Many AHJs now require equalizers to be capped, plugged, or fitted with a listed VGB cover. MAHC inspection language still tells you to look at skimmer equalizer covers. Treat an open equalizer as you would a missing drain cover: stop, protect, repair. Do not open the equalizer to fix a low-water skimmer problem; restore the waterline and repair the make-up system.

2024 MAHC §5.7.1.7: strainers shall be in place and cleaned as required to maintain pump performance. §5.7.1.4.5 covers strainer baskets on skimmers. These are not optional accessories. They are the first filters. Clearing them is daily work, more often on a windy outdoor Saturday.
When you clean a pump strainer: stop the pump, close isolation valves if you have them, open the lid, empty the basket, inspect the lid O-ring, refill and prime as the pump requires, restart, and confirm flow on the meter. Losing prime is a collection-and-suction problem, not a reason to start feeding chlorine into an air-bound line.

Trap: throttling the gutter to get more from the drain
An operator sees a little sand on the floor and opens the main drain while nearly closing the gutter line. Surface film stops moving. Skim goes away. Oils collect. The floor looks slightly cleaner in one spot because you just created a short-circuit to a single fitting. You also increased the fraction of flow through a suction outlet — the opposite of surface-majority design intent. Brush the floor, keep surface collection dominant, and let the next chapter's filtration do particle removal.
Walk collection every opening: weirs, baskets, grates, equalizer and drain covers, waterline, surge-tank level, strainer basket, then the pump. Collection is the mouth of the loop. If the mouth is clogged or unsafe, nothing downstream is an AFO success.
