Weatherizing, as an Operations-domain topic, is not the same job as seasonal shutdown. Shutdown is maintenance: drain, antifreeze, plugs, covers for a basin that will sit for months, then an opening turnover. That work lives in Chapter 16. This section is the opposite problem—keeping a facility in service through weather that can kill, chill, dilute, bloom, or freeze parts of a still-open plant. Outdoor parks, seasonal municipal pools in shoulder months, and year-round indoor venues with outdoor spas or decks all meet that problem. Lightning and thunder: clear first, then follow the EAP

Stop trying to teach backstroke in whitecaps. Chemical tanks and drum storage on an outdoor pad need their own wind-and-rain check so labels and lids still do what OSHA hazard communication expects.

Cold swimmers are an operations problem in shoulder season, during wind, and after a cold front drops water temperature overnight. Watch shivering, blue lips, confusion, and kids who will not get out. Shorten lessons. Open the warming area your EAP names. Spa water still must not be used as an unsupervised heater above the local maximum, commonly 104°F. A thermal or safety cover after hours cuts evaporative heat loss. That can be cheaper than running the heater all night, especially on a windy outdoor spa or a cool desert evening. Operations caveats: nobody in the water under a cover, chemical off-gassing can concentrate under a tight cover, and a cover is not a substitute for a legal residual. Compare cover labor and equipment cost to fuel cost with your actual utility numbers—do not invent a national AFO payback table. Drought and source changes alter makeup water. Municipal supplies on restrictions may switch wells or blend sources.
