1Under Article 9.1.6 of D.S. N° 007-2016-MTC, what does a Clase A Categoría III-c licence authorise?
A.Only N3 goods vehicles over 12 t, which may tow O-category trailers and semi-trailers
B.All Class A and Class B vehicles, including mototaxis and motorcycles
C.Only M3 buses over 6 t gross weight used in interprovincial service
D.III-a and III-b vehicles without distinction, plus Categorías I, II-a and II-b
Explanation: Categoría III-c lets the holder drive the vehicles of III-a (heavy M3 buses) and III-b (N3 trucks with O-category units) without distinction, and those of Categorías I, II-a and II-b. The MTC balotario's header describes it as 'vehículos de la categoría M3 y N3'.
2Which of these lets an applicant recategorise to Clase A Categoría III-c under Article 14.5 of D.S. N° 007-2016-MTC?
A.A-IIb held for two years
B.A-IIa held for four years
C.A-IIIb held for at least one year
D.A-I held for ten years
Explanation: Article 14.5(b) accepts either a III-a or III-b licence held for at least one year, or a II-b licence held for at least four years, together with the clean record, health certificate, COFIPRO constancia and exams.
3Does a Clase A Categoría III-c licence by itself allow its holder to transport hazardous materials?
A.Yes, because III-c is the highest Class A category and so it covers every heavy load
B.Yes, but only when the hazardous goods are carried in tankers
C.No; the driver also needs the special-category licence under D.S. N° 021-2008-MTC
D.No; hazardous materials may only ever be carried by rail in Peru
Explanation: No vehicle category, however high, includes hazardous materials. Article 11 of the licensing regulation and Article 50 of the hazardous-materials regulation require, on top of the vehicle licence, the special qualification (licencia de conducir de categoría especial), even though the III-c exam itself tests hazardous-materials topics.
4Which mechanics topics does Directiva N° 004-2016-MTC/15 list for the Clase A Categoría III-c exam?
A.Only motorcycle chains and sprockets, plus the tyres, brakes and lights of two-wheelers
B.Only the clutch, gearbox and fuel system of light vehicles
C.Only taxi meters, and the fuel and ignition systems of M1 cars
D.Bus electronics and evacuation equipment, plus truck suspension, coupling, air and electrics
Explanation: Section 8.2.6.2 combines the III-a and III-b mechanics topics: electronic aids for buses, evacuation and emergency equipment, vehicle-position monitoring, types of bus suspension, truck suspension and tyres, coupling and uncoupling of trailers and semi-trailers, air and electrical systems, and the difference between technical and legal maximum axle load.
5An A-IIIc driver drives an interprovincial bus in the morning and an N3 truck in the afternoon, on carreteras with no speed signs. What maximum speeds does Article 162 of the RNT set for each?
A.70 km/h for both
B.100 km/h for both
C.80 km/h for the bus and 90 km/h for the truck
D.90 km/h for the bus and 80 km/h for the truck
Explanation: Article 162(b) sets 90 km/h on carreteras for public passenger service vehicles and 80 km/h for goods vehicles. If the truck carried hazardous goods, the limit would drop to 70 km/h.
6What blood alcohol limit applies to an A-IIIc driver providing public transport of goods or cargo under Article 274 of the Código Penal, referred to by Article 307 of the RNT?
A.0.5 g/l, the same limit as any other driver
B.0.8 g/l on carreteras outside towns
C.0.25 g/l, the stricter limit for public transport drivers
D.Zero, because the RNT bans any trace of alcohol for everyone
Explanation: Article 274 of the Código Penal sets 0.5 g/l for drivers in general and 0.25 g/l for those providing public transport of passengers, goods or cargo in general, and Article 307 of the RNT refers to those limits. The lower limit therefore applies to bus and truck drivers alike.
7Under the special sanctioning procedure for transport and traffic (D.S. N° 004-2020-MTC), how does the procedure for a transport infraction detected on the road begin?
A.With a summons to appear before a court
B.With the payment of the fine by the person charged
C.With notification of the charge document (imputación de cargos), such as the acta
D.With a phone call from SUTRAN to the carrier's office the next working day
Explanation: The special procedure starts when the authority notifies the charge document. For transport and complementary services this is the acta de fiscalización (or a resolution of initiation after a desk inspection); for traffic it is the papeleta. When the infraction is detected in a roadside control, handing the document to the person responsible counts as valid notification.
8After an acta de fiscalización is handed over, how long does the driver or carrier have to file written defence arguments (descargos) under D.S. N° 004-2020-MTC?
A.Two business days
B.Five business days from the day after notification
C.Fifteen calendar days from the date of the inspection
D.Thirty business days
Explanation: The person charged may either voluntarily recognise the infraction and pay with the applicable reduction, or file written descargos with evidence within five business days counted from the day after notification. They may also ask to be heard orally at any stage.
9A driver refuses to sign the acta de fiscalización during a roadside inspection. What is the effect under D.S. N° 004-2020-MTC?
A.The acta becomes invalid and must be issued again
B.The inspector must release the driver at once, without any sanction being possible
C.The procedure moves automatically to a criminal court
D.The acta stands; the refusal is noted and the driver is deemed notified
Explanation: The refusal to sign, receive or add observations to the acta de fiscalización or papeleta does not invalidate it. The inspector records the refusal on the document, and the person is considered properly notified.
10In the special sanctioning procedure, which document does the Autoridad Instructora prepare once the descargos are received or the deadline expires?
A.The hoja de ruta of the trip on which the infraction occurred, completed by the inspector
B.A new acta de fiscalización with the inspector's corrections
C.The licence revalidation form for the driver concerned
D.The Informe Final de Instrucción, proposing a sanction or closing the case
Explanation: After the descargos, or once their deadline passes, the Autoridad Instructora issues a reasoned Informe Final de Instrucción that sets out the proven conduct and proposes a sanction or the closure (archivo) of the case. The Autoridad Decisora then issues the Resolución Final, notified together with the report when liability is found.

About the MTC Brevete A-IIIc Exam

Class A-IIIc is Peru's highest Class A category. It lets the holder drive both the III-a vehicles (M3 buses over 6 t) and the III-b vehicles (N3 trucks with O-category trailers), plus categories I, II-a and II-b. It is obtained after one year with III-a or III-b, after four years with II-b, or through the company training regime of D.S. N° 003-2026-MTC. The knowledge exam adds 20 questions on the special sanctioning procedure, bus and truck mechanics, hazardous materials and RNV weights and dimensions. Hazardous materials still require the separate special-category licence. The official exam is in Spanish. This bank is an English-language MCQ study adaptation, not an official translation or simulation, and keeps Peruvian legal terms in Spanish.

Frequently Asked Questions

What vehicles does Peru's Class A-IIIc licence cover?

Article 9.1.6 of D.S. N° 007-2016-MTC lets the holder drive the vehicles of III-a (M3 buses over 6 t) and III-b (N3 trucks, which may tow O-category trailers) interchangeably, plus the vehicles of categories I, II-a and II-b.

What do I need to recategorise to A-IIIc?

Article 14.5 requires an A-IIIa or A-IIIb licence held for at least one year, or an A-IIb licence held for at least four years, plus a clean record, the sworn statement, a health certificate, the COFIPRO certificate and both exams. The 2026 company training regime of D.S. N° 003-2026-MTC is an alternative to the experience requirement while it lasts.

Does A-IIIc allow me to carry hazardous materials?

No. Every vehicle category needs the separate licencia de conducir de categoría especial under D.S. N° 021-2008-MTC to carry hazardous materials, even though the III-c exam tests MATPEL topics. The special licence lasts three years and lapses if the ordinary licence expires.

How is the A-IIIc knowledge exam structured?

It has 40 computer-based multiple-choice questions in Spanish: 20 general and 20 A-IIIc specific. You have 40 minutes and need at least 35 correct answers.

What should I know about the sanctioning procedure?

Under D.S. N° 004-2020-MTC, the procedure starts when the acta de fiscalización or papeleta is notified. The person charged may pay voluntarily with a reduction or file descargos within 5 business days. The Autoridad Instructora then issues the Informe Final, and the Autoridad Decisora the Resolución Final.
