Portaria INEP nº 359/2025, Art. 181 states that the calculation rules are set in per-edition technical notes.
Who is eligible, and what happens to a student who does not attend?
Concluding bacharelado students are eligible when they have completed 80% or more of the minimum curriculum workload, or are expected to complete the course within the window defined in the edital. Enrolment is performed by the institution through the Sistema Enade. A student who is enrolled and does not attend, and does not obtain a formal dispensa from INEP, remains irregular and cannot graduate until the situation is regularised.
