Adopted edition or current edition: which one do you cite in a violation notice?
The edition your jurisdiction legally adopted, together with its local amendments. A newer NFPA or ICC edition has no force until adopted by ordinance. Citing an unadopted edition makes the notice unenforceable and is a frequent new-inspector error.
What conditions trigger the Inspector I duty to refer a project to plan review?

How should an inspector handle a citizen complaint under JPR 4.2.4?
Record the reported condition, start the AHJ-approved process, inspect, document the findings against a code section, and close the loop with a resolution. Complaints often arrive without an address or code basis, so the intake record and the citation turn a phone call into an enforceable file.
What is the fire inspector's role in a legal proceeding? (JPR 4.2.6)
Present the documented facts of the inspection professionally and keep fact separate from opinion. Dated notes, photographs and the cited section carry the case. Testifying to conclusions you did not personally observe, or to what you assume the owner intended, weakens the record.
Right of entry: what limits a fire inspector's access to private property?
Consent from the owner or occupant, or an administrative inspection warrant where consent is refused. Statutory authority to inspect is not authority to enter over an objection. Entry without consent or a warrant can invalidate the resulting violation and any evidence gathered.
Notice of violation, order to correct, citation: what is the enforcement sequence?
The notice documents the condition and code section. The order sets a correction deadline and states appeal rights. The citation or summons follows when the deadline passes. Skipping a step in the AHJ's due-process sequence is the usual reason a case is dismissed on appeal.
Which NFPA document now carries the Fire Inspector job performance requirements?
NFPA 1030, Standard for Professional Qualifications for Fire Prevention Program Positions, 2024 edition, which absorbed NFPA 1031. Wet pipe versus dry pipe sprinkler system: what is in the piping, and why?
A wet pipe system holds water at all times and is the simplest and fastest to operate. A dry pipe system holds pressurized air or nitrogen behind a dry pipe valve for areas subject to freezing. Water delivery is delayed, so trip testing and correct pipe pitch matter.
When is a preaction sprinkler system specified instead of a wet pipe system?
Where an accidental discharge would be costly, such as data centers, archives and museums. A separate detection system must operate before water enters the piping. The interlock arrangement decides whether detection alone, or detection plus a fused sprinkler, admits water.
What makes a deluge system different from every other sprinkler system?
Every sprinkler is open, with no fusible element, so tripping the deluge valve wets the whole protected area at once. It suits high-challenge hazards such as flammable liquid handling and aircraft hangars, where fire spreads across a surface faster than heads would open individually.
What actually proves a sprinkler system is in operational readiness? (JPR 4.3.5)
Current NFPA 25 inspection, testing and maintenance records, valves in the correct position and supervised, gauges reading normally, and no impairment tag at the riser. Looking at the riser alone cannot confirm readiness, so the inspector reads the ITM report as well.
NFPA 25 sorts noncompliant conditions into three levels. Name them.
A noncritical deficiency does not materially affect performance but still must be corrected. A critical deficiency can materially affect performance if left uncorrected. An impairment means the system or a portion is out of order and may not function in a fire.
What must happen when a sprinkler system is taken out of service for work?
The impairment coordinator is notified, the impairment is tagged at the riser and documented, and mitigating measures are put in place until service is restored. Typical measures are a fire watch, suspending hot work, and notifying the fire department and the alarm monitoring company.
Why is a painted or loaded sprinkler head a violation rather than a cosmetic issue?
Paint, corrosion, dust and hanging objects insulate the heat-responsive element and delay or prevent operation. Field-painted heads must be replaced, not cleaned. The same logic bars storage within the required clearance below the deflector, which blocks the discharge pattern.
What does a fire department connection do, and what are the classic findings?
The FDC lets apparatus boost pressure into a sprinkler or standpipe system. Recurring violations are missing caps or plugs, access blocked by parking or landscaping, a missing or illegible identification sign, and damaged or seized swivels that stop a hose from being connected.
Name the three functional groups of a fire alarm system under NFPA 72.
Initiating devices that detect, including smoke and heat detectors, manual pull stations and waterflow switches; the fire alarm control unit that processes signals and supervises the circuits; and notification appliances that alert occupants audibly and visibly. Supervision means a wiring fault reports as a trouble signal.
What records confirm a fire alarm system's operational readiness? (JPR 4.3.6)
The NFPA 72 inspection and testing record showing device-by-device results, the record of completion for the installed system, and evidence that off-premises monitoring is active. Trouble or supervisory signals left standing on the panel are a documented finding, not background noise.
How does an inspector verify portable fire extinguishers in the field? (JPR 4.3.7)
Confirm the class and rating suit the hazard, the unit is visible, accessible and correctly mounted, the gauge reads in the operable range, the pin and tamper seal are intact, and the tag shows current annual maintenance. Blocked or missing units are the usual finding.
Match fire extinguisher classes A, B, C, D and K to their fuels.
Class A is ordinary combustibles, B is flammable and combustible liquids and gases, C is energized electrical equipment so the agent must be nonconductive, D is combustible metals, and K is cooking oils and fats. Class C describes the energy source, not a separate fuel.
What travel distance limits does NFPA 10 place on extinguisher placement?
Class A hazards allow a maximum travel distance of 75 ft and Class K 30 ft, while Class B is 30 ft or 50 ft depending on hazard level and extinguisher rating. Travel distance is the walking path around walls and obstructions, never a straight line.
Where is the flash point line between a flammable and a combustible liquid?
At a 100°F (37.8°C) closed-cup flash point. Under NFPA 30, Class I liquids flash below 100°F and are flammable; Class II (100°F to below 140°F) and Class III (140°F and above, split IIIA/IIIB at 200°F) are combustible. A lower flash point means more vapor at room temperature and higher ignition potential.
How does NFPA 30 subdivide Class I flammable liquids?
Class IA flashes below 73°F with a boiling point below 100°F. Class IB flashes below 73°F with a boiling point at or above 100°F. Class IC flashes at or above 73°F but below 100°F. Boiling point is what separates IA from IB; gasoline is Class IB.
Read the NFPA 704 diamond: which color sits where, and what does the number mean?
Blue health at nine o'clock, red flammability at twelve, yellow instability at three, white special hazards at six. Each rating runs from 0 for minimal to 4 for severe. The placard serves emergency responders and covers acute hazards only, not chronic health effects.
What do W, OX and SA mean in the white quadrant of an NFPA 704 placard?
W with a slash warns of unusual reactivity with water, so water may be the wrong control agent. OX marks an oxidizer that can supply oxygen and defeat smothering. SA marks a simple asphyxiant gas such as nitrogen, helium or argon that displaces oxygen.
What is a Safety Data Sheet worth to a fire inspector on site?
It is the occupant's own record of a product's flash point, physical hazards, reactivity and recommended extinguishing media, so it lets the inspector confirm classification and quantity limits. It is a hazard communication document and does not replace the NFPA 704 placard responders rely on.
Why is a flammable liquid storage cabinet a control, and what defeats it?
It limits the quantity a fire can reach at once and delays heating of the containers inside. It is defeated by propping the self-closing doors open, exceeding the labeled capacity, storing incompatible materials such as oxidizers inside, or modifying the cabinet outside the listing.
What are the three parts of a means of egress?
Exit access, the path from any occupied point toward an exit; the exit itself, separated by rated construction such as an enclosed stair; and exit discharge, the route from the exit to a public way. A door is not an exit unless it leads to that protection or outside.
Occupant load: what is the difference between a net and a gross area factor?
Gross floor area counts the whole footprint including walls, closets and corridors. Net area counts only the occupiable space of that use. Applying a gross factor where the table calls for net understates the load and undersizes the exits, so the table always names the basis.
A room's calculated occupant load works out to 61.2 people. What number applies?
Sixty-two. A fractional occupant is rounded up to the next whole number, because exit width and exit count must cover everyone present. Rounding down is a common calculation error and can wrongly drop a space below the threshold that requires a second exit.
Why can a posted occupant load sign be wrong even when it matches the approved plan?
Because the load follows the current use and arrangement. Changing unconcentrated seating to standing room, adding fixed seats, or subdividing the space changes the factor that applies. The inspector recalculates from the observed use rather than trusting the framed placard on the wall.
Which means of egress findings are enforceable during a routine field inspection?
Padlocks, deadbolts, slide bolts or chains on required exit doors; doors needing a key or special knowledge to leave; blocked or obstructed exit access; and doors that no longer latch or self-close. These conditions typically justify an immediate corrective order.
What is a dead-end corridor, and why do codes limit its length?
A corridor pocket where occupants can travel away from an exit and find no way out, forcing them to turn back through the fire. Limits vary by occupancy and sprinkler protection. The related but distinct measure is common path of travel, before two independent routes become available.
Fire wall, fire barrier, fire partition, smoke barrier: what distinguishes them?
A fire wall subdivides a building into separate buildings and stays standing if one side collapses. Fire barriers and fire partitions are rated assemblies dividing spaces inside one building, with barriers generally rated higher and continuous to the deck. A smoke barrier limits smoke movement, not only flame.
What must be continuous for a rated assembly to actually perform in a fire?
The rating must run from the floor to the deck or rated ceiling, and every penetration, joint and duct opening must be protected by a listed firestop system, damper or rated door of matching rating. One unsealed conduit or abandoned cable sleeve defeats the assembly.
How many building construction types are there, and what defines Type IV?
Five. Types I and II use noncombustible materials with different levels of protection, Type III has noncombustible exterior walls with combustible interior framing, and Type V is combustible throughout. Type IV is heavy timber or mass timber, where large solid members char slowly instead of relying on applied protection.
What does verifying construction type in the field actually involve? (JPR 4.3.4)
Confirming an addition or remodel used the rated materials and assemblies the type requires, and recording any downgrade. Concealed changes matter most: unrated framing behind finished wall board, fireproofing knocked off structural steel, or a rated interior partition rebuilt in combustible material.
What does an inspector check about emergency planning and drills? (JPR 4.3.10)
That a written plan exists and fits the occupancy, that drills happen at the required frequency, and that records show dates, times, conditions and participation. A plan on the shelf with no exercise record is a finding. Schools and health care carry the strictest drill requirements.
What site conditions can shut down fire department access? (JPR 4.3.11)
Blocked or narrowed fire lanes, parked vehicles, locked gates without approved access, grades or turning radii apparatus cannot use, obstructed hydrants, and missing address numbers. Access is inspected as a maintained condition, so an approved site plan does not excuse the obstruction found today.
What conditions raise the fire growth potential of a space? (JPR 4.3.14)
High flame-spread interior finish, untreated decorations and drapes, combustible storage against ignition sources, excessive stock narrowing aisles, and poor housekeeping. The inspector documents the specific condition and the code section rather than recording a general impression that the space feels unsafe.
What separates a Fire Inspector II from a Fire Inspector I?
Inspector II processes permit and plan review applications, investigates complex complaints, evaluates rather than merely inspects systems and egress, and recommends code modifications and inspection policy. NFPA 1031 places Inspector I in Chapter 4 and Inspector II in Chapter 5. NFPA's CFI-II requires an active Fire Inspector I certification from NFPA or an accredited agency.
How is occupant load computed for a multi-use building? (JPR 5.3.1)
Each area is calculated with the factor for its own use and the results are summed, accounting for spaces that can be occupied at the same time. Applying one blanket factor across the whole floor is wrong and usually understates the exit capacity required.
Mixed occupancy versus separated occupancy: why does the choice change the requirements?
In a mixed or nonseparated arrangement, the most restrictive occupancy's requirements apply throughout. In a separated arrangement, rated separations let each occupancy meet its own requirements. The separation rating buys the relief, so a missing or breached separation returns the building to the strict case.
What is the reviewer checking on sprinkler shop drawings? (JPR 5.4.3)

Plans were approved, so why can the field inspector still reject the installation? (JPRs 4.3.9, 5.4.4)
Approval covers the documents; acceptance covers what was built. Field inspection compares the approved plan against the installed system and reports every modification. Substituted sprinklers, relocated alarm devices and changed partition layouts are the common differences, and the approved plan is the benchmark.
How is a single-use occupancy classified, and why does the label matter? (JPR 4.3.1)
By the actual use of the space under the adopted code's classification groups, not by its name, sign or permit history. NFPA 101 and the IBC define and split groups differently, so cite the adopted document. Classification drives egress rules, separations and sprinkler thresholds, while occupant load factors follow the use of each space.
What does verifying fire flow for a site involve? (JPR 4.3.16)
Comparing the water supply available to the site against the required fire flow that the adopted code assigns from building area, construction type and sprinkler protection. Available flow comes from a current hydrant flow test and is reported at 20 psi residual pressure. Hydrant spacing, access and valve condition are checked on the same visit.

Which standard does the Fire Inspector I and II exam test?
Legacy exams test NFPA 1031, Standard for Professional Qualifications for Fire Inspector and Plan Examiner. NFPA's CFI-I exam covers Chapter 4 (Fire Inspector I) of the 2014 edition and CFI-II covers Chapter 5 (Fire Inspector II). NFPA 1031 has since been consolidated into NFPA 1030, Standard for Professional Qualifications for Fire Prevention Program Positions, 2024 edition, and newer state and NFPA exams reference NFPA 1030 instead.
How many questions are on the fire inspector exam, and how long is it?
It depends on who certifies you. NFPA's CFI-I and CFI-II exams are each 100 multiple-choice questions with a 4-hour limit, open book, at Prometric testing centers. NFPA's NFPA 1030 based CFI exam is 72 multiple-choice questions in 3 hours, and CFRI is 75 questions in 3 hours. Missouri's Pro Board and IFSAC accredited Fire Inspector written exam (NFPA 1030) is 100 questions in 2 hours, and its First Responder Inspector exam is 50 questions in 1 hour. Louisiana FETA's Fire Inspector I exam is 100 questions with no published time limit.
What score do I need to pass the fire inspector exam?
NFPA does not publish a passing score for CFI-I, CFI-II, or CFI; its Certification Candidate Handbook reports results as pass or fail only and never discloses the score. Accredited state certifying agencies set and publish their own cut scores: Louisiana FETA requires 70% or higher on a 100-question written exam plus a passing practical skills exam, and the Missouri Division of Fire Safety also requires 70% plus a practical. Confirm the cut score with the agency that will issue your certificate.
Which codes and standards does the NFPA fire inspector exam reference?
The CFI-I and CFI-II exams are open book against NFPA 1 Fire Code, NFPA 13 sprinkler installation, NFPA 25 inspection, testing and maintenance of water-based systems, NFPA 72 National Fire Alarm and Signaling Code, and NFPA 101 Life Safety Code, plus the IFSTA Fire Inspection and Code Enforcement Manual, 8th edition; CFI-II also draws on the IFSTA Plans Examiner for Fire and Emergency Services, 2nd edition. Questions are written to work with either the 2018 or the 2021 NFPA code set. NFPA's newer CFI exam uses the 2024, 2022, 2023, 2022 and 2024 editions of those five documents respectively with the IFSTA manual, 9th edition.
Are the NFPA CFI-I and CFI-II programs being retired?
Yes. NFPA stopped accepting new CFI-I and CFI-II applications after June 30, 2026, and both exams remain available only until June 30, 2027. Existing certificate holders keep their credential and can recertify on the normal three-year cycle. New candidates are directed to the NFPA 1030 based Certified Fire Inspector (CFI) or Certified First Responder Inspector (CFRI) credentials instead, and there is no transfer path from CFI-I or CFI-II into CFI because CFI tests job performance requirements the older programs never covered.
What is the difference between Fire Inspector I and Fire Inspector II?
Fire Inspector I performs field inspections, writes reports, recognizes when a permit or plan review is needed, investigates common complaints, and identifies violations against the adopted code. Fire Inspector II processes permit and plan review applications, evaluates rather than merely inspects systems and egress, handles complex complaints and mixed-use calculations, and recommends code modifications and inspection program policy. NFPA's CFI-II required an active Fire Inspector I certification first.
