Who Regulates the License

The Washington State Department of Licensing (DOL) issues master esthetician licenses through its Cosmetology Program. The statute is chapter 18.16 RCW and the rules are chapter 308-20 WAC. A cosmetology, hair design, barbering, esthetics, and manicuring advisory board advises the department, but DOL issues licenses, sets exam rules, and takes disciplinary action.

The license matters for the exam because the master esthetician scope (covered in section 1.2) explains why the written exam spends most of its items on advanced services, devices, and medical-setting judgment.

Education Routes Into the Exam

RCW 18.16.020 defines the minimum curriculum hours. DOL's "Get your license" page restates them in its own terms.

The two apprenticeship numbers come from different documents: the statute states a curriculum minimum, while DOL describes the program minimum it currently approves. An apprentice should follow the hours in the approved program agreement and confirm them with DOL.

Other eligibility rules:

The unscored items are mixed in with scored items, so treat every question as if it counts. The NIC standard references are Milady's Standard Advanced Esthetics (3rd edition, 2026) and Skin Care: Beyond the Basics (4th edition). The NIC written exams test national esthetics content. Neither NIC outline lists Washington statutes or rules as a separate domain, so Washington law appears on the exam only indirectly, through scope-of-practice and safety judgment.

Scoring, Results, and Retakes

  • Passing score: a scaled score of 75 on both the written and the performance exam (WAC 308-20-120(5)). Prov's bulletin states the same 75.00 standard.
  • No guessing penalty: Prov's instructions state there is no penalty for a wrong answer, so answer every question.
  • Results: Prov emails official results and sends them to DOL within 1 to 3 days.
  • Results expire: exam results are valid toward initial licensure for three years from the exam date (WAC 308-20-120(6)).
  • Retakes: Prov has no waiting period and charges the same fee for a retake. WAC 308-20-122 limits an applicant to one attempt at an exam per day. Once you pass an exam, you cannot retake it unless Washington requires it.

Prov allows free rescheduling or cancellation up to 3 days before a theory exam and 7 days before a practical exam. A missed appointment or a late change forfeits the fee. Written exams are computer-based at Prov testing centers and partner sites, and can be taken in several languages. For the theory exam, NIC permits word-to-word translation dictionaries (no pictures, definitions, or phrases) only at the eight Prov testing centers, and they must be reserved before you schedule. The practical exam is offered in English only. Bring a current, government-issued photo ID with a signature. A candidate who arrives after the session starts is turned away and forfeits the fee.

Renewal, Reinstatement, and Posting

  • Renewal: operator licenses renew every two years (WAC 308-20-570). Not receiving a renewal notice is not an excuse for late renewal.

RCW 18.16.130(2) adds a master esthetician path for licensed estheticians who hold a CIDESCO diploma, an ITEC diploma, or an NCEA certified credential, upon passage of the required examinations.
