12.2 Premium, Supervisory, and Custom USA Hire Assessments

USA Hire is fully integrated with USA Staffing and may be used in combination with other assessments, so a single announcement can pair USA Hire content with agency assessments.

The Premium leadership assessments

Federal Supervisor Assessment (FSA). OPM publishes an official practice assessment for the FSA, listed under the Supervisory section of the practice assessment library. If you are applying to a first-line supervisory position, this is the practice material to run.

Supervisory Situational Judgment Test (SSJT). A situational judgment assessment aimed at supervisory decision-making.

Executive Assessment. Aimed at executive-level positions.

One procedural note from the announcement template: competencies auto-populate for Standard Assessments, ECTA and the FSA, but must be manually entered by the HR specialist for certain premium assessments including the Writing assessment, the Data Skills assessment, Program/Project Management and the SSJT. In practice that means the How You Will Be Evaluated section remains your guide, but the competency list for premium assessments is agency-entered rather than automatic.

The Critical Skills assessments

Custom assessments

The Custom tier covers agency-specific and mission-critical content, and new content built for particular needs. Because this content is bespoke, there is no general preparation material for it and no public practice assessment. The announcement's How You Will Be Evaluated section is your only guide to what competencies will be assessed.

USA Hire Interview

This module supports virtual structured interviews conducted through the platform, with raters' notes, ratings and consensus recorded there, and applicant self-scheduling available.

If an agency uses it, you may be invited to self-schedule an interview slot. Structured interviews ask the same questions of every candidate and rate answers against defined criteria, so the competencies in the announcement remain the best guide to what will be explored.

What to do if you face a Premium or Custom assessment

  1. Read How You Will Be Evaluated carefully. For premium assessments the competency list is entered by the agency, so it is the authoritative statement of what will be measured.
  2. Check OPM's practice assessment library. A practice version exists for the Federal Supervisor Assessment and for the five Standard non-supervisory assessments plus ECTA. OPM states plainly that not all USA Hire assessments have a practice version available. If a practice assessment is not listed, it does not exist.
  3. Expect the same platform mechanics. Cut scores, CAT engines drawing from an item pool, branching role play, proctored or un-proctored delivery, and reasonable accommodation are platform-level features described in Chapter 2, and they apply across tiers.
  4. Expect the same testing window rules. The assessment window and the 48-hour rule described in Section 1.3 are announcement-level, not assessment-specific.

A note on scope

One further piece of context is worth carrying. The Merit Hiring Plan's second key element is implementing skills-based hiring, eliminating unnecessary degree requirements, and requiring the use of rigorous, job-related assessments, and the Chance to Compete Act directs that an examining agency shall preference the use of a technical assessment, to the maximum extent practicable, to assess the job-related skills, abilities, knowledge and competencies of an applicant for a competitive-service position.

OPM states that USA Hire assessments meet the Act's definition of a technical assessment. The practical consequence for applicants is that assessments are becoming more common in federal hiring rather than less, across more series and more grades — which makes understanding the platform, not just one assessment, worth the time.
