1.2 From USAJOBS Application to Assessment Invitation
Key Takeaways
- The typical USA Hire process is: submit resume, documents and Minimum Qualification answers; applicants who self-report meeting the MQs receive the USA Hire battery link; complete the assessments; USA Staffing calculates final scores when the assessment window closes; HR verifies MQs and screen-outs before referral.
- The assessment link is sent from Assessments@usahire.opm.gov, and is also reachable from your USAJOBS application record if the email cannot be found.
- Selecting Take assessment(s) now inside your application is the fastest route into the platform and does not require waiting for email delivery.
- Once you acknowledge the Important Information page you cannot return to it, so read it before certifying.
- Do not proceed past the Assessment Activities page until you are ready to begin your first assessment.
1.2 From USAJOBS Application to Assessment Invitation
Quick Summary: OPM describes the typical USA Hire process in five stages: applicants submit a resume, other documents, and answers to Minimum Qualification (MQ) questions; applicants who self-report meeting the MQs receive a USA Hire battery link; applicants complete the assessments; USA Staffing automatically calculates applicant final scores when the assessment window closes; and HR verifies MQs and other screen-outs to refer applicants. The invitation arrives from
Assessments@usahire.opm.gov, and the same link is reachable from your USAJOBS application record.
USA Hire is not a test you can register for on your own. There is no public sitting, no test centre appointment to book, and no way to take the scored battery outside a live application. Access is generated by the vacancy you applied to.

Two features of this flow matter for how you plan your time.
The MQ gate is self-reported at this stage. You receive the battery link because you said you meet the minimum qualifications, not because anyone has yet confirmed it. Human resources verifies the MQs at stage 5, after scoring. A strong assessment score does not rescue an application from a failed MQ verification, and overstating your qualifications or experience in your application materials or questionnaire may result in removal from consideration.
Scoring is not instant. USA Staffing calculates final scores when the assessment window closes, not the moment you click through your last item. Do not expect an immediate pass or fail message.
Getting into the platform
There are two doors into USA Hire and you should know both, because email delivery is the single most common thing that goes wrong.
Door 1 — the application itself
When you submit an application to a covered announcement, the confirmation screen tells you the announcement requires USA Hire assessments and offers a Take assessment(s) now button. Selecting it takes you straight into the platform. You can also reach your application later through Track this application on your USAJOBS Dashboard.
This is the more reliable door. It does not depend on a message reaching your inbox.
Door 2 — the invitation email
OPM sends the unique access URL from Assessments@usahire.opm.gov. If you plan to rely on email, add that address to your contacts or safe-sender list before you apply, and check spam and promotions folders. If the email has arrived and you want to take the assessments, OPM's guidance is simply to open that email and use the website address inside it.
If an applicant has already completed the USA Hire assessments for that particular series and grade and the score is still valid, no new invitation is sent, because the existing score is reused. Chapter 2 covers that rule in detail.
The two gates inside the platform
Once you are in, two screens deserve your full attention, and OPM flags both with explicit warnings.
The Important Information page
Before any assessment starts, you must read and certify that you have read and acknowledged an Important Information page describing the assessments. OPM's warning is unambiguous: once you acknowledge that you have read and understood this page, you will be unable to return to it.
Read it slowly. It is the only place some administration details appear, and there is no back button.
The Assessment Activities page
After certifying, you land on the Assessment Activities page, which lists the assessments assigned to you by name. This is the single most useful screen in the process for a prepared candidate, because it tells you exactly what you are facing.
OPM's warning here is equally direct: do not proceed past this page until you are ready to begin your first assessment.
Treat the Assessment Activities page as a checkpoint, not a corridor. Look at the list. If it names Occupational Math and you wanted to review fractions and percentages first, this is the moment to stop, close the browser, and come back later inside your window. Once you start an assessment you are on the clock described in Chapter 2.
A realistic timeline
| Point in time | What is happening | What you should do |
|---|---|---|
| Before applying | Announcement is open | Read How You Will Be Evaluated; map competencies to assessments; run OPM's practice assessments |
| At submission | MQ questions answered, application filed | Note the announcement closing date and time; whitelist the sender address |
| Minutes to hours later | Invitation generated | Use Take assessment(s) now, or the emailed URL |
| Before starting | Important Information page | Read fully — you cannot return to it |
| Before starting | Assessment Activities page | Note your assigned assessments; stop here if not ready |
| When the window closes | USA Staffing calculates final scores | Nothing to do; scoring is automatic |
| After scoring | HR verifies MQs and screen-outs | Watch your application status page |
An applicant cannot find any email from Assessments@usahire.opm.gov two days after applying, and the announcement is still open. What is the most reliable next step?
