1.3 The Testing Window, Deadlines, and Automatic Ineligibility

How the window is actually calculated

The default assessment window opens with the announcement and closes 48 hours after the announcement closes. Your personal window is the slice of that period remaining from the moment you apply.

OPM's own worked illustration: if a job opportunity announcement is open for five days and an applicant applies on day one, that applicant has seven days to complete the USA Hire assessment. If an applicant applies at 11:59 PM on day five, that applicant has 48 hours.

The strategic conclusion is simple and it is the single most actionable logistics fact in this guide: apply early. Applying on the first day of a five-day announcement roughly triples your testing window compared with applying at the deadline. Nothing else you can do changes the clock this much.

The post-closing case

Sometimes the assessment link is issued after the announcement has already closed — for instance when a reasonable accommodation request had to be adjudicated first, or when the agency's process generated invitations after the closing date. In that case the rule is stated directly in the announcement language OPM supplies to agencies: you must complete all assessments within 48 hours of receiving the URL to access the USA Hire Competency Based Assessments if you received the link after the close of the announcement.

So the two rules coexist:

1. Link received while the announcement is open → your window ends 48 hours after the announcement closes.
2. Link received after the announcement closed → your window is 48 hours from receipt.

What happens if you miss it

Applicants who do not complete the required assessments within the applicable assessment close window are automatically rated ineligible. This is a system outcome, not a discretionary decision by a hiring manager, and it applies regardless of how strong your resume is.

The closing-date rule for the application itself is separate and equally firm: the complete application package must be submitted by 11:59 PM Eastern Time on the closing date of the announcement to receive consideration.

You do not have to do it in one sitting

A second common misconception is that the battery must be completed in a single unbroken session. It does not. An applicant can start and stop the assessment while the assessment window is still open, and USA Hire saves the applicant's previous responses so they can pick up where they left off.

This is genuinely useful. If your battery includes Occupational Math and Occupational Interaction, there is no requirement to do both back to back. Complete one, close the browser, and return later in your window.

What you cannot do is pause an individual item. Chapter 2 explains the difference: the window is generous and interruptible, but the five-minute clock on a single timed question is not. Plan your breaks between assessments, never inside one.

There is a related consequence worth knowing. Because responses are saved, an applicant who abandons an assessment on one announcement is not permanently stuck — they would be able to finish that USA Hire assessment for another announcement, resuming from where they left off.

A practical scheduling checklist

• Record the closing date and time when you apply, in Eastern Time. Your window is anchored to it.
• Apply on the first day you are ready, not the last. This is free time.
• Do the untimed Occupational Interaction Assessment when you are unhurried, since it has no clock and rewards careful reading rather than speed.
• Reserve a quiet block for each timed assessment and start it only when you can finish that assessment without interruption.
• Do not leave the last timed assessment to the final hour of the window. A power cut or connection failure at that point leaves no recovery time.
