Decontamination is the process of removing pathogens and other contaminants from tools and surfaces so they are safe to use on the next client. On the national cosmetology theory exam, this is one of the most heavily tested areas of the Safety and Infection Control domain, and Tennessee's state board rules mirror the national standard closely. The exam loves to test whether you can put the three levels of decontamination in the correct order and match each level to the right situation.

The Three Levels of Decontamination

Level 1 — Cleaning (Sanitizing). Cleaning is the mechanical removal of visible dirt, debris, oil, and product residue from a surface using soap or detergent, warm water, and friction (scrubbing). Cleaning removes the largest number of pathogens of any single step, but it does NOT kill germs — it physically lifts and rinses them away. A closely related term, sanitizing, means reducing the number of pathogens on a properly cleaned surface to a safe level. Cleaning is always, without exception, the first step in any decontamination procedure. Disinfectants cannot penetrate organic matter like blood, skin cells, or hair product buildup, so disinfecting a dirty tool is ineffective. Level 2 — Disinfection. Disinfection is the process that kills most (but not all) bacteria, viruses, and fungi on nonporous surfaces using chemical agents. In the salon this means an EPA-registered bactericidal, virucidal, and fungicidal disinfectant used according to its label. Disinfection is the standard level of decontamination required for reusable salon implements such as combs, brushes, shears, clips, and manicure tools. It is a chemical process, not a mechanical one: the tool must remain wet with the disinfectant for the full contact time on the label.

Level 3 — Sterilization. Sterilization is the highest level of decontamination: it destroys ALL microbial life, including highly resistant bacterial spores, which ordinary disinfectants cannot kill. Sterilization requires steam under pressure in an autoclave, or in some settings dry heat. Porous vs. Nonporous: The Deciding Factor

Whether an implement can be disinfected and reused depends entirely on whether it is porous or nonporous.

  • Nonporous items have hard, smooth surfaces that liquids and microbes cannot penetrate: metal shears, combs, plastic clips, glass or metal manicure tools, tweezers, nippers, and pushers. These CAN be cleaned, disinfected, and reused.

  3. Disinfect by fully immersing the implement in an EPA-registered disinfectant for the full contact time stated on the label. Every surface must stay wet the entire time.
  4. Rinse and dry again, if the label requires it.
  5. Store the disinfected implement in a clean, covered container, drawer, or cabinet, separate from dirty tools.

Disinfected and soiled implements must never share a container. Many salons use two clearly labeled containers — one marked for clean tools, one for soiled — and state board inspectors look for exactly this separation.

Blood and Body Fluid Exposure

When an implement contacts blood or body fluid — a nicked cuticle, a shaving cut, an abraded scalp — the rules tighten. Stop the service, put on gloves, and follow your salon's blood exposure procedure: clean and bandage the wound, contain and discard contaminated single-use items according to the exposure-control plan, and clean then disinfect any nonporous tools and surfaces the blood touched. An EPA-registered hospital-grade disinfectant labeled effective against HIV-1 and hepatitis B is the appropriate choice for blood-contaminated surfaces. Never continue a service on broken skin without protecting both yourself and the client.
