Reach sets your approach: water throws 9–12 m for about 55 seconds, wet chemical 3–4 m for 45 seconds or more, dry chemical only 3–6 m in 10–25 seconds, and carbon dioxide a mere 1–2.4 m in 8–30 seconds. Reading the Rating: 2-A:20-B:C
Section 10.2.6.9(E)(1) gives the rule: the classification is a letter preceded by a rating number, and the number applies to Class A and Class B only. Units listed for Class C and Class D need no numeral, and neither does Class K. Local units are rated under PNS No. 27:1984 through the Bureau of Product Standards of the DTI; imports are accepted on NFPA, UL, FM, LPCB, CE, JIS or KFI listings.

Worked example. An open 900 m² BPO floor plate in Cebu is classified moderate hazard. Table 7 caps coverage at 100 m² per unit, so 900 ÷ 100 = 9 extinguishers minimum, each at least 3-A, sited so nobody walks more than 12 m to one. Two adjacent 2-A units may substitute for one 3-A, and higher-rated units may replace the tabulated ones provided travel distance never exceeds 15 m.
Flammable liquids of appreciable depth — deeper than 6 mm — get their own regime: at least two numerical units of Class B potential per square metre of the largest liquid surface, travel not over 10 m, and portables may not be the sole protection where the surface exceeds 1 m². A 0.8 m² solvent dip tank in a Marikina footwear shop needs 2 × 0.8 = 1.6 units, so a 10-B clears it; widen that tank to 1.5 m² and the shop needs a fixed system, because a larger extinguisher cannot cure the violation. Class C hazards are sized on the underlying A or B fuel; Class D agents must sit within 15 m.
Mounting and Access — the Compliance Checklist
- Gross weight not over 18 kg: top not more than 1.5 m above the floor. Over 18 kg (wheeled types excepted): top not more than 1 m. Clearance beneath is never under 100 mm.
- Conspicuously located and readily accessible, preferably along normal paths of travel including exits from areas.
- Cabinets shall not be locked, except where units face malicious use — and then only with emergency access.
- Never obstructed or obscured from view; where obstruction is unavoidable in large rooms, arrows, lights, signs or wall coding must mark the position.
- Labels face the front of the shell, and units in recesses are turned so operating instructions face outward.
- Water-type units — water, AFFF (aqueous film-forming foam) and FFFP (film-forming fluoroprotein) — must not sit outside 4 °C to 49 °C; all other types, outside -4 °C to 49 °C.
PASS — and the Acronym Trap
The FOE uses "PASS" for two unrelated things: on an extinguisher it is the operating drill Pull–Aim–Squeeze–Sweep, while on a self-contained breathing apparatus it is the Personal Alert Safety System, the motion-activated distress alarm. Read the stem before you commit.
Pull the pin, breaking the tamper seal. Aim the horn or nozzle at the base of the fire, never the flame tips. Squeeze the handle. Sweep side to side until the fuel is covered.
Stand about 1.8–2.4 m back for dry chemical or foam and closer for carbon dioxide. Keep the wind or ventilation flow at your back, keep an unobstructed escape route behind you, and never let the fire come between you and the door. Once it is knocked down, back away watching it — never turn your back — and treat the unit as spent even if the gauge still reads green.
Portables are for the incipient stage only. Do not attack if the fire has spread beyond the object of origin or reached the ceiling, if smoke or heat forces you low, if egress is unclear, if you are alone and unannounced, or if the first extinguisher fails to knock it down. Withdraw, alert occupants, call the nearest fire station.

Section 10.5.3.2(C) fixes the tag: month and year serviced, the chemical name and formula of the contents, the type serviced, and the servicing firm's name, address, contact details and certificate of registration number — a firm that cannot trade at all without its own FSIC, issued only on payment of two per centum (2%) of gross sales.
Inspectors keep writing up the same five findings: an expired or missing tag, obstructed access, a gauge reading discharged or over-charged, the wrong type for the hazard, and a missing pin or broken tamper seal. Section 10.5.3.5 makes it a prohibited act to remove inspection tags, refill a unit with an agent it was not designed to contain, sell extinguishers inappropriate to the hazard, or fit gauges that do not read true internal pressure; RA 9514 Section 8(l) separately punishes tampering with or obliterating any authorised mark, seal, sign or tag required by the fire service.
