- Placards, labels and markings — the diamond placard carries the hazard class number 1 to 9 in the bottom corner and often a four-digit UN identification number.
- Shipping papers and the Safety Data Sheet (SDS) — on the road the papers ride in the cab with the driver; on a vessel the dangerous cargo manifest is with the master; on an aircraft the air waybill is with the pilot. The 16-section SDS is the definitive document, and workplaces must hold one for every chemical on site.

An operations-level crew isolates, protects exposures and confines the product. It does not enter the hot zone to plug, patch or overpack.
Scene Control
- Approach uphill, upwind and upstream, and withdraw the same way.
- Isolate and deny entry using the ERG isolation distance first, refining it once the product is identified.
- Set the three-zone model: the hot zone (contamination present, entry only by trained and protected personnel), the warm zone (the decontamination corridor, and the only route out of the hot zone), and the cold zone (command post, staging, rehabilitation, media). - Control ignition sources at any flammable release — no radios, engines, switches or vehicles inside the isolation area.
Protective clothing is the classic examination trap: structural turnout gear is not chemical protective clothing. Turnout gear worn with self-contained breathing apparatus (SCBA) offers limited, short-duration splash protection and no vapour protection at all.

Decontamination scales with the incident: emergency decon for an immediately contaminated responder or civilian using whatever water is at hand; gross decon to strip off the bulk of the product; technical decon through a formal corridor with wash and rinse stations, tool drops and controlled doffing; and mass decon for large numbers of civilians, typically two pumpers set to form a fog corridor.
The Philippine Scenarios That Actually Occur
- LPG cylinders and refilling plants. LPG is heavier than air and pools in canals, basements and pits. Eliminate ignition sources and do not operate electrical switches. Never extinguish a flaming gas leak until the flow can be stopped — you would replace a controlled flame with an unignited vapour cloud. The killer is the boiling-liquid expanding-vapour explosion (BLEVE), whose warning signs are flame impinging on the vapour space above the liquid level, a relief valve venting at a rising pitch, and discoloured or bulging shell metal. The ERG directs isolation of a fire-involved LPG tank for roughly 1,600 metres in all directions; cool only with unmanned monitors from behind cover, and never work from the ends of a horizontal tank, which is the direction the shell rockets. Registration and safety of refilling plants and haulers fall under RA 11592 (LPG Industry Regulation Act, 2021), administered with the Department of Energy, the Land Transportation Office and the BFP.
