Bureau of Fire Protection (BFP) national data for 2024 logged 18,256 fire incidents, of which 1,256 were attributed to electrical arcing and 754 to loose electrical connections; BFP figures for 1 January to 27 February 2025 recorded 625 of 2,307 incidents — roughly 27 percent — caused by electrical issues. Where the PEC Sits in the Legal Hierarchy

The Philippine Electrical Code (PEC) is prepared and maintained by the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE) and adopted as the national electrical standard through the Board of Electrical Engineering of the Professional Regulation Commission (PRC) under Republic Act 7920, the New Electrical Engineering Law. The BFP neither writes the PEC nor amends it. Two other statutes pull it into fire-safety enforcement:

The Write-Ups That Fill an After-Inspection Report

These are the highest-frequency electrical findings, roughly in the order you will meet them on a routine inspection:

  1. Undersized conductors, and conductors whose ampacity or insulation type does not suit the load, ambient temperature or wiring method.
  2. Missing or oversized overcurrent protection — a 60-ampere breaker feeding a branch circuit wired for 20 amperes, so the conductor becomes the fuse.
  3. Fuse substitution with wire or a coin — the jumper or tanso. The RIRR defines a jumper as any piece of metal or electrical conductor used to bypass a safety device in an electrical system.
  4. Octopus connections and daisy-chained extension cords — the classic sari-sari store, boarding-house and public-market stall finding. The RIRR defines overloading as the use of appliances or devices drawing current beyond the designed capacity of the existing electrical system.
  5. Unpermitted temporary wiring left in permanent service after a renovation or a fiesta installation.
  6. Missing grounding and bonding, including equipment-grounding conductors omitted from convenience outlets and equipment frames.
  7. Absent ground-fault protection in wet locations — kitchens, car-wash bays, the wet section of a public market, rooftop pump rooms.
  8. Unprotected penetrations of fire-rated assemblies by conduit and cable tray, which destroy the compartmentation the same inspection just credited.
  9. Obstructed access to panelboards — stock or shelving pushed against the panel so no one can isolate a circuit in an emergency.
  10. Unlabelled or obsolete circuit directories, which turn emergency isolation into guesswork for the first-arriving crew.
  11. Defective or overloaded panelboards and transformers: scorched bus bars, missing dead fronts, loose lugs, blocked transformer-vault ventilation.

The Physics of Electrical Ignition

Four mechanisms explain nearly every electrical fire, and the FOE rewards examinees who can name them.

Joule heating and overload. Power dissipated in a conductor rises with the square of the current, so a circuit carrying twice its design current dissipates four times the heat. Sustained overload cooks the insulation from the inside until it chars and ignites adjacent combustibles — usually without tripping an oversized breaker.

Short circuit and the arc. When conductors touch, current spikes and an electrical arc forms. The RIRR defines it as an extremely hot luminous bridge formed by the passage of an electric current across a space between two conductors or terminals due to the incandescence of the conducting vapour. Arc temperatures far exceed the ignition temperature of any building material, but arcs are brief — they ignite only what is already adjacent.

High-resistance and glowing connections. A loose lug, corroded terminal or worn receptacle contact adds resistance at one point, and that point heats continuously without drawing enough current to trip protection. That is exactly why the BFP counts "loose connection" as its own ignition category.

Arc faults and arc tracking. Repeated small arcs carbonise insulation; the carbon path is conductive, so later arcs track along it until ignition. An arc bead marks where a fault occurred, and arc mapping helps the fire investigator narrow the area of origin — but the investigator must still separate an arc that caused the fire from an arc produced by the fire attacking insulation.

RIRR Section 10.2.19.9 requires photovoltaic arrays, inverters and controllers to comply with the latest PEC and NFPA 70, plans signed and sealed by a PEE for the issuance of the Electrical Installation Clearance, battery rooms adequately ventilated with not less than a two-hour fire-resistance rating, and DC/AC disconnects, breakers or fuses and surge protection permitting isolation during firefighting.

Traps

Examinees lose points by assuming the BFP issues the electrical permit or the CFEI (the Building Official does), by treating a jumper as an ordinary 15-day deficiency (it is a Section 8 prohibited act on a 24-hour clock), and by reciting a PEC edition year or article number they cannot source.
