11.2 LIFT System Reporting, BLGF Guidelines, and Filing Timelines

Key Takeaways

  • The current reporting language is eSRE cash-basis reports uploaded through the LIFT System, not a stand-alone legacy eSRE portal.
  • First-, second-, and third-quarter reports are due on or before the fifteenth day of the month following the quarter.
  • The year-end report is due on or before February 28 of the succeeding year.
  • DOF Department Order No. 052.2022 amended the earlier deadlines in Department Order No. 034-2014.
  • Submission requires reconciliation, correct classification, and authorized review; portal acceptance does not cure inaccurate data.

LIFT System Reporting, BLGF Guidelines, and Filing Timelines

Current system and issuance

The BLGF's Local Financial Data Portal includes the LGU Integrated Financial Tools (LIFT) System, through which LGUs upload prescribed eSRE cash-basis reports. Current study materials should name the LIFT System and cite DOF Department Order No. 052.2022, implemented through BLGF Memorandum Circular No. 014-2022, for the revised filing deadlines. The 2022 order amended the deadlines previously stated in Department Order No. 034-2014.

A legacy reference to an “eSRE portal” can mislead candidates when it is paired with obsolete deadlines. The report remains an electronic SRE report, but LIFT is the current system context identified by the BLGF issuance.

Filing calendar

The current deadlines are:

Reporting periodDeadline
First quarter ending March 31On or before April 15
Second quarter ending June 30On or before July 15
Third quarter ending September 30On or before October 15
Year-end report ending December 31On or before February 28 of the succeeding year

The revised schedule does not use the twentieth day after each quarter or March 31 for the annual report. Memorize the pattern: 15th after Q1–Q3; February 28 after year-end.

Preparation and review

The treasury and accounting records must be reconciled before upload. Confirm opening and closing cash, receipt and expenditure classifications, transfers, reversals, returned payments, fund restrictions, bank balances, and prior-period adjustments. Compare current totals with the prior report and investigate material or impossible movements rather than forcing the upload to pass a numerical check.

Access control matters. Each preparer, reviewer, and authorized submitter should use assigned credentials; shared passwords defeat accountability. Retain the source schedules, approval evidence, successful submission record, and any BLGF validation or correction notice. If a correction is needed, preserve both the original submission and the authorized adjustment trail.

Relationship to other reports

LIFT deadlines do not displace other statutory duties. RA 7160 Section 315's July 15 certified statement supports budget preparation. Section 346 requires the local accountant to furnish prescribed monthly and year-end financial statements to the sanggunian within the periods stated there. Section 352 requires annual public posting. COA, DBM, DILG, DOF, and special-purpose programs may require other reports.

A single transaction can appear in several outputs for different purposes, but the classifications and cash effects must remain reconcilable. Do not assume that successful LIFT transmission proves that a collection was lawfully imposed, that an expenditure had an appropriation, or that a bank discrepancy has disappeared.

Exam method

When asked about a reporting deadline, identify the named report and period first. “Quarterly report,” “Section 315 statement,” “monthly statement to the sanggunian,” and “year-end LIFT report” are not interchangeable. Then apply the current issuance, calculate the calendar date, and consider weekends or official instructions only if the question supplies an applicable rule.

Correction discipline

When BLGF returns a validation issue, correct the source-to-report mapping through the authorized process rather than editing a total without support. Record who prepared, reviewed, approved, submitted, and corrected the file, with dates and a short explanation linking the change to source evidence.

Submission calendar and correction control

DOF Department Order No. 052-2022 places current eSRE submission in the LGU Integrated Financial Tools portal. For the first, second, and third quarters, the deadline is the fifteenth day of the month following the close of the quarter. The year-end report is due on February 28 of the following year. Put these dates in a controlled calendar with internal preparation, reconciliation, review, and approval cutoffs early enough to resolve errors before upload. If a newer official issuance changes the calendar, the newer rule controls.

Portal access should be role-based. Do not share credentials among preparers and approvers. Review entity, period, fund, units, and version before final submission; preserve the acknowledgement and a copy of the exact data submitted. Validation warnings should be investigated against source records, not cleared by inserting balancing figures. If the portal is unavailable, capture the timestamped error and follow the official contingency or help-desk process rather than claiming that an unsent spreadsheet was filed.

A correction after submission needs its own audit trail. Record the original amount, corrected amount, reason, source evidence, approving official, resubmission date, and resulting acknowledgement. Reconcile the final accepted report back to treasury and accounting records. These controls matter because LIFT data support fiscal analysis and oversight beyond the originating LGU; a technically successful upload of unreconciled data is still a reporting failure.
