Collection-to-deposit chain

Public collection control is a continuous chain: establish the lawful receivable, accept an authorized payment method, issue the prescribed accountable receipt, include the transaction in the collector's report, turn over and deposit intact, record it in the proper fund, and reconcile the report, deposit slip, bank credit, and accounting record. A control failure at any link can hide a shortage even when the final ledger total appears plausible.

Collections should be deposited intact and promptly under the applicable rules. A collector may not borrow from collections, cash personal checks from public money, substitute an IOU, delay reporting to make targets appear smoother, or use one day's receipts to cover another day's shortage. Electronic receipts and settlement files require the same completeness, sequence, authorization, and reconciliation controls as paper instruments.

Current authorized-depository policy

DOF Department Circular No. 002-2022 superseded Department Circular No. 01-2017. Exceptional private-bank and collection-only use

Use of a private bank as a depository is highly exceptional. Under Department Circular No. 002-2022, an LGU request based on genuine service needs requires prior approval by the BLGF Executive Director and compliance with the circular's conditions. It should not be described as routine or as requiring a fabricated combination of Finance Secretary and Monetary Board approvals.

A bank may also be used for collection services without becoming the ultimate depository. A collection-only arrangement requires BLGF Executive Director approval, and collections must be swept to a listed government depository bank on the next banking day. Reconcile both the collecting bank's transaction file and the receiving government bank's credit; an unexplained difference is not cured by the sweep.

Checks and staleness

For check acceptance, inspect date, payee, words and figures, signature, alterations, and applicable bank requirements. Issue final recognition only according to the governing collection and clearing rules; a dishonored check does not become public cash simply because it was physically received.

Avoid attributing a universal six-month stale period to the Negotiable Instruments Law. The common treatment of an ordinary commercial check as stale after six months comes from applicable banking and clearing rules and bank policy. Special government systems, including Modified Disbursement System checks, may follow their own periods. Apply the rule governing the instrument and issuing bank, and revalidate or replace a stale instrument through the authorized process rather than altering it informally.

Reconciliation evidence

Daily and monthly reconciliation should connect accountable receipt numbers, reports of collections and deposits, validated deposit evidence, online settlement reports, returned or dishonored items, bank statements, and general-ledger entries. Investigate timing differences and old reconciling items. “The bank accepted it” does not replace legal authority, correct fund credit, or an auditable chain from taxpayer to ledger.

Deposit-control checklist

Controlling electronic and over-the-counter collections

The same intact-deposit principle applies whether payment arrives at a treasury window, through a collecting bank, by card, or through an electronic gateway. For each channel, define when payment is legally received, what receipt or acknowledgement is issued, how fees and reversals are shown, who can alter a transaction, when funds settle, and which report supports posting. A processor's net remittance must be reconciled to gross taxpayer payments, separately identifying authorized service fees, reversals, chargebacks, and timing differences.

Daily control should compare four populations: issued receipts or transaction identifiers, the collector or gateway report, validated deposit or settlement evidence, and the amount credited to the correct fund in the ledger. Investigate missing sequence numbers, duplicate identifiers, split deposits, aged unsettled items, and manual overrides. An unmatched credit may be as important as a shortage because it can conceal a misapplied taxpayer account. Access to receive payment, approve refunds, change master data, and reconcile the bank should not rest with one person.

For dishonored checks or reversed electronic payments, reverse or suspend recognition according to the governing rule, notify the responsible offices, preserve the return evidence, and pursue collection through the authorized procedure. Do not erase the original audit trail or issue an informal replacement receipt. At month-end, obtain independent bank statements or confirmations and reconcile outstanding items promptly.
