Membership

RA 7160 Section 316 creates a Local Finance Committee (LFC) in every province, city, and municipality. Its three statutory members are the local planning and development officer, local budget officer, and local treasurer. Accountants, assessors, engineers, and department heads may supply technical data, but Section 316 does not make them additional statutory members.

The committee combines development planning, budget administration, and revenue/cash knowledge. Its recommendations should therefore be supported by the approved development plan, historical collection evidence, current law, debt obligations, personnel and maintenance requirements, and realistic implementation capacity.

Statutory functions

The LFC:

  1. determines income reasonably projected as collectible for the ensuing fiscal year;
  2. recommends appropriate tax and other revenue measures or borrowing;
  3. recommends the level of annual expenditures and spending ceilings for economic, social, and general services based on approved local development plans;
  4. recommends allocation between current operating expenditures and capital outlays;
  5. recommends the amount for capital outlay under each development activity or infrastructure project;
  6. performs the budget-review assistance assigned by Section 316 for component LGUs and barangays;
  7. assists the sanggunian in reviewing annual and supplemental budgets for statutory and administrative compliance; and
  8. conducts a semiannual review and general examination of project costs and accomplishments against performance standards, furnishing and posting the report as required.

The LFC recommends and analyzes. The sanggunian enacts appropriations and revenue ordinances; the local chief executive prepares and executes the executive budget; the appropriate offices certify and account for transactions.

Section 315 statement

Section 315 requires the local treasurer, on or before July 15, to submit to the local chief executive a certified statement covering prior-year income and expenditures, current-year actual results for the first two quarters, and estimates for the last two quarters. This statement supplies essential budget evidence.

It should not be mislabeled as the recurring LIFT eSRE report or described as the treasurer's “sole legally binding revenue ceiling.” Section 316 assigns the committee the task of determining income reasonably projected as collectible, using the treasurer's certified data and other credible information. Section 318 directs the local chief executive to use the treasurer's statement, department proposals, and LFC estimates and ceilings in preparing the executive budget.

Forecast discipline

A sound forecast separates recurring local-source revenue, national transfers, one-time receipts, restricted funds, borrowing proceeds, and beginning cash. It adjusts for actual collection efficiency, legal changes, new valuation or tax measures, delinquency campaigns, and economic conditions. It documents assumptions and offers scenarios rather than choosing an amount merely to balance desired expenditures.

For example, a one-time sale of property may be a lawful receipt but should not be treated as recurring annual capacity. A proposed tax ordinance should not be counted as existing revenue before the legal and implementation assumptions are supported. Debt service, statutory obligations, and ongoing project commitments must be visible.

The strongest examination answer identifies which actor certifies data, which committee estimates collectibility, who prepares the executive budget, and who legislates the final appropriation.

Turning committee estimates into budget controls

The Local Finance Committee links revenue evidence, planning, and budget formulation. Under Section 316, its core membership is the local planning and development coordinator, local budget officer, and local treasurer. The committee determines reasonably projected income available for appropriation, recommends tax and other revenue measures, recommends the level of annual expenditures and spending ceilings, and evaluates the fiscal implications of proposals, including borrowing. These are collective analytical functions; they do not transfer the sanggunian's appropriation power or the local chief executive's submission duties to the committee.

An income estimate should start from actual collections, current legal bases, economic assumptions, delinquency behavior, national-transfer notices, and one-time items. Separate recurring from nonrecurring resources and document every material adjustment. The treasurer's certification must not be inflated to make proposed spending fit. On the expenditure side, compare mandatory obligations, personnel limits, debt service, continuing commitments, operating needs, and planned projects with the income scenario. Run a downside case before recommending a ceiling.

Keep minutes, working papers, source schedules, assumptions, dissent or qualifications, and the final recommendation. When conditions change, update the forecast and explain the variance instead of silently replacing the earlier number. A committee recommendation informs the executive budget and sanggunian review, but expenditure still requires a lawful appropriation and the certifications and controls applicable at obligation and payment.
