Build the plan from the actual blueprint

Begin with the official 25/75 split. General Ability is 25% and covers verbal ability, analytical ability, leadership and management, and RA 6713. Technical knowledge is 75%. Its seven internal weights are Mobilization 35%, Management of Local Treasury Services 15%, Safekeeping 15%, Treasury Reports 10%, Coordination and Communication 10%, Other PFM Functions 10%, and Transfers and Distribution 5%.

Because those seven figures divide only the Technical portion, multiply each by 0.75 when estimating its share of the full examination. Mobilization is therefore about 26.25% of the whole blueprint. Each 15% technical area is about 11.25%; each 10% area is about 7.5%; Transfers is about 3.75%. This prevents a common planning error in which the technical subweights are added directly to the 25% general domain.

A 28-unit plan could devote seven units to General Ability and twenty-one to Technical material.
