Board and Registrar
The current Act establishes the Plumbers, Gasfitters, and Drainlayers Board in section 133, deals with membership in section 134, and provides for the Registrar in section 140. The Board’s functions include administering registration and licensing, setting or prescribing relevant requirements, dealing with competence and discipline, and protecting public health and safety within the statutory scheme. The Registrar carries out administrative functions assigned by the Act and the Board.

Restricted work and authority
Drainlaying within the Act’s restricted-work regime may be performed only by someone with the appropriate current authority or by a person lawfully working under supervision. A plumber’s licence does not automatically authorise drainlaying, and registration without a current practising licence does not by itself authorise work during a licensing period.

Examination, registration, and licensing
Passing examination 9198 is an examination prerequisite on the New Zealand pathway. The Board’s current certifying-registration page also requires the relevant active practising licence to have been held for 24 months, or 730 days from issue, before the certifying pathway is completed. Passing is therefore not the same event as being registered.
After registration, a practitioner needs a current annual practising licence to work during the licensing period and must meet the Board’s renewal requirements. Check the current Board material for fees, declarations, CPD, competence conditions, and dates; do not rely on an invented permanent 14-point scheme.
Applying the framework
For any scenario, ask four questions. What work is proposed? Is it restricted? What authority does each person hold on that date? Example: a trainee may perform restricted drainlaying only within the permitted pathway and under the required supervision. The fact that a consented drawing exists does not authorise the trainee. Conversely, a licensed certifying drainlayer still must follow the consent and code; occupational authority is not permission to depart from the design.
Keep evidence: current licence checks, supervision arrangements, instructions, inspections, tests, and records. Those records support competent practice but do not create authority that the Act withholds.
